    Get PDF
E-mail is the most important electronic communication medium for governments with their constituents. While there are a lot of matur ity models and benchmarking studies focusing on the tech nological and organizational integration of information technology in governments, the “customer side” of e-government maturity has been often neglected. Replicating studies from Australia, New Zealand, Slovenia and Denmark, this study explores the responsiveness concerning customer-government e-mail correspondence for the Bavarian Public Sector. Our study assesses the response rate and quality of 375 e-mails send to public administrations in Bavaria. Our results show that the Bavarian Public Administration has a poor responsiveness compared to other countries in terms of both quantity and quality. Based on our results, we provide recommendations for future research and practice

Imperfect Central Bank Communication: Information versus Distraction

    Get PDF
Much of the information communicated by central banks is noisy or imperfect. This paper considers the potential benefits and limitations of central bank communications in a model of imperfect knowledge and learning. It is shown that the value of communicating imperfect information is ambiguous. If the public is able to assess accurately the quality of the imperfect information communicated by a central bank, such communication can inform and improve the public’s decisions and expectations. But if not, communicating imperfect communication has the potential to mislead and distract. The risk that imperfect communication may detract from the public’s understanding should be considered in the context of a central bank’s communications strategy. The risk of distraction means the central bank may prefer to focus its communication policies on the information it knows most about. Indeed, conveying more certain information may improve the public’s understanding to the extent that it "crowds out" a role for communicating imperfect information.Transparency, forecasts, learning

The application of information and communication technology for improving governance by enhancing government's role in service delivery, public administration, and promotion of participatory democracy has been gaining momentum in many parts of the world. In Philippine local government, this has been witnessed lately in the significant rise in web presence of many cities. To what extent have local governments in the Philippines implemented e-governance using websites as their medium? This study attempted to answer this question by looking into the resources and services that city governments provide to citizens and other groups in society through their websites. An assessment of the content of their websites indicated, however, the minimal adoption of e-governance as well as the underutilization of websites as e-governance tools.information and communications technology (ICT), e-governance, government websites, Local Government Units (LGUs)

Market orientation in the non-profit sector: a resource dependence perspective

    Get PDF
In the context of an increasingly competitive environment in which organisations are compelled to manage their resources and capabilities in more efficient and effective ways, the concept of market orientation has been acknowledged as highly important in the marketing and management literature. The existing literature, however, has mainly been focused on the for-profit sector and, to our best knowledge, little research has been undertaken in other organisational contexts, such as the non-profit sector. Given the specificity of NPOs and the increasingly demanding resource environments in which these organisations operate, thepresent study examines the extent to which resource dependence impacts the market orientation construct. The findings suggest that resource dependence has proven to provide important insights for gaining a better understanding of market orientation although this concept needs to be reassessed in the specific context of non-profit organisations. The paper concludes with a series of implications for theory and practice.NPOs, Market Orientation, Resource Dependence Theory
