An Assessment of PIER Electric Grid Research 2003-2014 White Paper
This white paper describes the circumstances in California around the turn of the 21st century that led the California Energy Commission (CEC) to direct additional Public Interest Energy Research funds to address critical electric grid issues, especially those arising from integrating high penetrations of variable renewable generation with the electric grid. Final report: Workshop on: Integrating electric mobility systems with the grid infrastructure
EXECUTIVE SUMMARY:
This document is a report on the workshop entitled “Integrating Electric Mobility
Systems with the Grid Infrastructure” which was held at Boston University on November 6-7
with the sponsorship of the Sloan Foundation. Its objective was to bring together researchers
and technical leaders from academia, industry, and government in order to set a short and longterm research agenda regarding the future of mobility and the ability of electric utilities to meet
the needs of a highway transportation system powered primarily by electricity. The report is a
summary of their insights based on workshop presentations and discussions. The list of
participants and detailed Workshop program are provided in Appendices 1 and 2.
Public and private decisions made in the coming decade will direct profound changes in
the way people and goods are moved and the ability of clean energy sources – primarily
delivered in the form of electricity – to power these new systems. Decisions need to be made
quickly because of rapid advances in technology, and the growing recognition that meeting
climate goals requires rapid and dramatic action. The blunt fact is, however, that the pace of
innovation, and the range of business models that can be built around these innovations, has
grown at a rate that has outstripped our ability to clearly understand the choices that must be
made or estimate the consequences of these choices. The group of people assembled for this
Workshop are uniquely qualified to understand the options that are opening both in the future of
mobility and the ability of electric utilities to meet the needs of a highway transportation system
powered primarily by electricity. They were asked both to explain what is known about the
choices we face and to define the research issues most urgently needed to help public and
private decision-makers choose wisely. This report is a summary of their insights based on
workshop presentations and discussions.
New communication and data analysis tools have profoundly changed the definition of
what is technologically possible. Cell phones have put powerful computers, communication
devices, and position locators into the pockets and purses of most Americans making it possible
for Uber, Lyft and other Transportation Network Companies to deliver on-demand mobility
services. But these technologies, as well as technologies for pricing access to congested
roads, also open many other possibilities for shared mobility services – both public and private –
that could cut costs and travel time by reducing congestion. Options would be greatly expanded
if fully autonomous vehicles become available. These new business models would also affect
options for charging electric vehicles. It is unclear, however, how to optimize charging
(minimizing congestion on the electric grid) without increasing congestion on the roads or
creating significant problems for the power system that supports such charging capacity.
With so much in flux, many uncertainties cloud our vision of the future. The way new
mobility services will reshape the number, length of trips, and the choice of electric vehicle
charging systems and constraints on charging, and many other important behavioral issues are
critical to this future but remain largely unknown. The challenge at hand is to define plausible
future structures of electric grids and mobility systems, and anticipate the direct and indirect

Scenarios for the development of smart grids in the UK: literature review
Smart grids are expected to play a central role in any transition to a low-carbon energy future, and much research is currently underway on practically every area of smart grids. However, it is evident that even basic aspects such as theoretical and operational definitions, are yet to be agreed upon and be clearly defined. Some aspects (efficient management of supply, including intermittent supply, two-way communication between the producer and user of electricity, use of IT technology to respond to and manage demand, and ensuring safe and secure electricity distribution) are more commonly accepted than others (such as smart meters) in defining what comprises a smart grid.
It is clear that smart grid developments enjoy political and financial support both at UK and EU levels, and from the majority of related industries. The reasons for this vary and include the hope that smart grids will facilitate the achievement of carbon reduction targets, create new employment opportunities, and reduce costs relevant to energy generation (fewer power stations) and distribution (fewer losses and better stability). However, smart grid development depends on additional factors, beyond the energy industry. These relate to issues of public acceptability of relevant technologies and associated risks (e.g. data safety, privacy, cyber security), pricing, competition, and regulation; implying the involvement of a wide range of players such as the industry, regulators and consumers.
The above constitute a complex set of variables and actors, and interactions between them. In order to best explore ways of possible deployment of smart grids, the use of scenarios is most adequate, as they can incorporate several parameters and variables into a coherent storyline. Scenarios have been previously used in the context of smart grids, but have traditionally focused on factors such as economic growth or policy evolution. Important additional socio-technical aspects of smart grids emerge from the literature review in this report and therefore need to be incorporated in our scenarios. These can be grouped into four (interlinked) main categories: supply side aspects, demand side aspects, policy and regulation, and technical aspects.
A Minimal Incentive-based Demand Response Program With Self Reported Baseline Mechanism
In this paper, we propose a novel incentive based Demand Response (DR)
program with a self reported baseline mechanism. The System Operator (SO)
managing the DR program recruits consumers or aggregators of DR resources. The
recruited consumers are required to only report their baseline, which is the
minimal information necessary for any DR program. During a DR event, a set of
consumers, from this pool of recruited consumers, are randomly selected. The
consumers are selected such that the required load reduction is delivered. The
selected consumers, who reduce their load, are rewarded for their services and
other recruited consumers, who deviate from their reported baseline, are
penalized. The randomization in selection and penalty ensure that the baseline
inflation is controlled. We also justify that the selection probability can be
simultaneously used to control SO's cost. This allows the SO to design the
mechanism such that its cost is almost optimal when there are no recruitment
costs or at least significantly reduced otherwise. Finally, we also show that
the proposed method of self-reported baseline outperforms other baseline
estimation methods commonly used in practice
Quantifying Siting Difficulty: A Case Study of U.S. Transmission Line Siting
The worldwide demand for new energy infrastructures has been paralleled in recent years by the increasing difficulty of siting major facilities. Siting difficulty is the subject of widespread discussion, but because of the complexity of the problem, potential solutions are not obvious or well understood. This paper presents a two-step policy-level framework that first develops an empirical measure of siting difficulty and then quantitatively assesses its major causes. The approach is based on the creation and aggregation of four siting indicators that are independent of the common causes and localized effects of siting problems. The proposed framework is demonstrated for the case of U.S. transmission line siting. Results of the analyses reveal significant variations in state siting difficulty and industry experts’ perceptions of its dominant causes, with implications for the long-term success of Regional Transmission Organizations (RTOs) and knowledge transfer among siting professionals in the deregulated industry.electric transmission lines, facilities siting, public opposition, Regional Transmission Organizations (RTOs), siting difficulty
Economic impacts of climate change on cities: A survey of the existing literature
This paper attempts a survey of the existing literature on the direct market impacts of climate change on urban centers. In the first chapter, the argument for the importance of cities as case studies for research on the impacts of climate change is established using current population data and future projections. In the second chapter, a brief overview of how we can go from the global level to the regional level, when we consider the impacts of climate change, is given. In the third chapter, we examine the models and their estimates for the sea level rise impacts on cities. In the fourth chapter, we summarize the impacts of increasing temperature. In the last two chapters, we elaborate on the current limitations and we present some conclusions. --
