    Management of irrigation water storages: carryover rights and capacity sharing

    The intertemporal management of irrigation water involves a consumption-storage decision, where the benefits of using water today are evaluated against the uncertain benefits of storing water for future use. Traditionally in Australia, state governments have centrally managed the major water storages: making decisions on water allocations given prevailing storage levels. However, in practice there are a number of factors which may prevent a centralised approach from achieving an optimal allocation of water. This paper considers in detail two decentralised approaches to storage management: carryover rights and capacity sharing. This paper also presents a quantitative analysis of storage management, involving the application of a stochastic dynamic programming model.

    Stockholding decisions in agricultural commodity markets represent a source for strengthening risk management techniques related to future markets development. In this work, we propose a generalised dynamic approach to obtain a consistent stockholding decision rule, in which the cash and storage markets are modelled simultaneously. The qualitative dynamic investigation of the storage function is carried out by considering two heterogeneous categories of agents - processors and speculators – who are responsible of fluctuations of the spot price equation.     Computing an Optimal Control Policy for an Energy Storage

    We introduce StoDynProg, a small library created to solve Optimal Control problems arising in the management of Renewable Power Sources, in particular when coupled with an Energy Storage System. The library implements generic Stochastic Dynamic Programming (SDP) numerical methods which can solve a large class of Dynamic Optimization problems. We demonstrate the library capabilities with a prototype problem: smoothing the power of an Ocean Wave Energy Converter. First we use time series analysis to derive a stochastic Markovian model of this system since it is required by Dynamic Programming. Then, we briefly describe the "policy iteration" algorithm we have implemented and the numerical tools being used. We show how the API design of the library is generic enough to address Dynamic Optimization problems outside the field of Energy Management.     e-Sem: Dynamic Seminar Management System for Primary, Secondary and Tertiary Education

    This paper describes the dynamic seminar management system named 'e-Sem', developed according to the opensource software philosophy. Due to its dynamic management functionality, it can equally adapt to any education environment (Primary, Secondary, Tertiary). The purpose of the proposed dynamic system is ease of use and handling, by any class of users, without the need of special guidance. Also, students are given the opportunity to: a) register as users; b) enroll in seminars in a simple way; c) receive e-learning material at any time of day any day of week, and d) be informed of new announcements concerning the seminar in which they are enrolled . In addition, the administrator and the tutors have a number of tools such as : management seminars and trainees in a friendly way, sending educational material as well as new announcements to the trainees; the possibility of electronic recording of presence or absence of the trainees in a seminar, and direct printing of a certificate of successful attendance of a seminar for each trainee.
