The nuclear energy density functional formalism
The present document focuses on the theoretical foundations of the nuclear
energy density functional (EDF) method. As such, it does not aim at reviewing
the status of the field, at covering all possible ramifications of the approach
or at presenting recent achievements and applications. The objective is to
provide a modern account of the nuclear EDF formalism that is at variance with
traditional presentations that rely, at one point or another, on a {\it
Hamiltonian-based} picture. The latter is not general enough to encompass what
the nuclear EDF method represents as of today. Specifically, the traditional
Hamiltonian-based picture does not allow one to grasp the difficulties
associated with the fact that currently available parametrizations of the
energy kernel at play in the method do not derive from a genuine
Hamilton operator, would the latter be effective. The method is formulated from
the outset through the most general multi-reference, i.e. beyond mean-field,
implementation such that the single-reference, i.e. "mean-field", derives as a
particular case. As such, a key point of the presentation provided here is to
demonstrate that the multi-reference EDF method can indeed be formulated in a
{\it mathematically} meaningful fashion even if does {\it not} derive
from a genuine Hamilton operator. In particular, the restoration of symmetries
can be entirely formulated without making {\it any} reference to a projected
state, i.e. within a genuine EDF framework. However, and as is illustrated in
the present document, a mathematically meaningful formulation does not
guarantee that the formalism is sound from a {\it physical} standpoint. The
price at which the latter can be enforced as well in the future is eventually

This document is a report commissioned by the Home Office to analyse the performance of immigrants in the UK labour market. It attempts to draw a comprehensive picture of
the labour market performance of immigrants, and the process of adaptation relative to the UK-born white population. Four indicators of economic performance are investigated: (i) employment, (ii) labour force participation, (iii) self-employment, and (iv) wages. The
analysis distinguishes between males and females, and between groups of different origin. The effects of specific variables on these outcomes are investigated in detail. The report also considers labour market outcomes of ethnic minority individuals who are born in the UK, and compares their outcomes with those of UK-born white individuals, and of ethnic minority individuals who are foreign-born

The results account of the ABC method. The main source of underlining the performances of an entity
This paper presents a model of the results account specific for the method of Activity Based Costing (ABC), starting from its definition, component and typology. There are also described the defining elements of the results account in its quality of instrument of measuring and monitoring the performances of an entity. We also describe the role of this instrument in the formation of a “whole picture” that allows the visualization of some general tendencies pursued by the entity which help the managers to take corresponding measures. Sustain Arts/SE Michigan: A Portrait of the Cultural Ecosystem
This report discusses the potential use of data in arts organizations for strategic purposes. Data currently available on the cultural sector can lead to useful insights about the increasing proliferation of small arts organizations; the almost monolithic focus of private foundations on supporting a highly select group of large, well-established arts organizations; and the fact that established arts organizations are poorly positioned to satisfy emerging consumer preferences for cultural experiences. Such insights should provoke frank discussion and galvanize field leaders to advocate appropriate actions, both in response to existing disconnects and proactively, in anticipation of coming change. The data that are now available to the field are not perfect. In fact, that's part of the story that needs to be told about the cultural sector. Systematic data collection on artists, cultural organizations, and audiences receives only a token amount of government funding. Instead, it is left largely up to private organizations to document trends in both the nonprofit and for-profit cultural arenas. This leads to multiple non-overlapping data collection strategies, making it difficult to construct a coherent picture of the field. There are gaping holes in the puzzle, and the tales we tell with existing data must be told with caution

Learning Centers are central facilities, frequently located with an apartment community, where programs are available that support residents in attaining their American dreams - children succeeding in school, adults increasing their earning power, families holding savings accounts and moving into homeownership.This report presents the results of the first two years of the Multifamily Initiative's effort to study the question, "What impact do housing-based learning centers have on property operations, low-income households and their communities?" The long-term goals of this initiative effort are to set benchmarks for outcomes, standardize effective programs, document and optimize the impact of learning centers on property performance, and to build collaborative funding sources.Thanks to the participation of the nine founding housing organizations who have made learning centers part of their operations, and to consultants Fred Alsup and Janet Maccubbin, this report presents a detailed picture of the initial work to define and improve the impact of learning centers, share best practices and build efficient, replicable standards. The Use of Picture Storybooks in Blended-based Learning Method to Teach Literacy to Young Learners
This study aims to investigate the implementation of picture storybooks integrated with the blended learning method through LMS for young learners in fourth-grade students in English literacy learning. In this study, the researchers used an experimental design. The research chosen by the researchers is a post-test-only control group design. Document analysis and statistical analysis of students’ score was used to compare their literacy skills. The research sample was 70 fourth-grade students at SDN 3 Banjar Jawa Singaraja. The results showed that there were significant differences in students’ score while they learned English literacy using picture storybooks integrated with the blended-based learning method. The data obtained then tested using the independent sample t-test, the result showed sig. (2-tailed) is 0.011, which the observed significant level (sig. 2-tailed) is smaller than the standard alpha level (α=0.05). From the result obtained also showed that the use of picture storybooks integrated with the blended learning methods can help students learn in English literacy teaching. Therefore, the use of picture storybooks integrated with the blended-based learning methods is highly recommended because it has a significant influence on English literacy learning for young learners, besides it can also create fun and effective learning
