    The authors of the book have come to the conclusion that it is necessary to effectively use modern approaches to developing and implementation strategies of sustainable socio-economic development in order to increase efficiency and competitiveness of economic entities. Basic research focuses on economic diagnostics of socio-economic potential and financial results of economic entities, transition period in the economy of individual countries and ensuring their competitiveness, assessment of educational processes and knowledge management. The research results have been implemented in the different models and strategies of supply and logistics management, development of non-profit organizations, competitiveness of tourism and transport, financing strategies for small and medium-sized enterprises, cross-border cooperation. The results of the study can be used in decision-making at the level the economic entities in different areas of activity and organizational-legal forms of ownership, ministries and departments that promote of development the economic entities on the basis of models and strategies for sustainable socio-economic development.     Enabling Data-Driven Transportation Safety Improvements in Rural Alaska

    Safety improvements require funding. A clear need must be demonstrated to secure funding. For transportation safety, data, especially data about past crashes, is the usual method of demonstrating need. However, in rural locations, such data is often not available, or is not in a form amenable to use in funding applications. This research aids rural entities, often federally recognized tribes and small villages acquire data needed for funding applications. Two aspects of work product are the development of a traffic counting application for an iPad or similar device, and a review of the data requirements of the major transportation funding agencies. The traffic-counting app, UAF Traffic, demonstrated its ability to count traffic and turning movements for cars and trucks, as well as ATVs, snow machines, pedestrians, bicycles, and dog sleds. The review of the major agencies demonstrated that all the likely funders would accept qualitative data and Road Safety Audits. However, quantitative data, if it was available, was helpful

    Best Practices for Highway Project Scoping

    One of the Kentucky Transportation Cabinet’s (KYTC) foremost priorities in fulfilling its mission is to deliver successful projects — quality solutions that meet the defined scope and are delivered on time and within the budget specified in the Highway Plan. When a project scope is not clearly defined or uncertain, revisions may take place after the project is already underway, leading to delays or overpromising what can be delivered. Ideally, a reliable, decisive project scope is defined in the early phases of the highway project development process. The scope should include a project definition that clearly communicates the project scope’s framework and specifies what the project will and will not deliver. Recognizing the effectiveness of systematic approaches for managing preconstruction engineering activities and resources, KYTC initiated a study to identify effective methods for defining highway projects. The findings presented in this report will help KYTC strengthen scoping processes so it can clearly and accurately identify project needs, better control project development activities, optimize resource use, keep activities on schedule, and improve project outcomes. The guidance in this report is targeted for the phase of project development that begins will the purpose and need statement and progresses to letting. Each recommended best practice defines a goal and implementation strategies, and is ranked by implementation effort and value to the agency

    Factors influencing the adoption of mobile services consumers' preferences using analytic hierarchy process

    The rapid and widespread development of innovations in mobile services is changing societies and improving lives around the world. Due to lagging adoption, many of these new innovations have yet failed to generate revenue that was expected by mobile network operators, application and content developers. There are several factors which are affecting the service adoption by consumers. This paper aims to provide practitioners and academics, an insight on what consumers' preferences are by using an Analytic Hierarchy Approach (AHP). The objective of this paper is to identify factors influencing the adoption of the mobile services. In this study we have considered Payment Mode, Functionality, Added Value and PQCP (perceived quality, cost and performance) as the main service adoption factors. The survey results indicate that Functionality is the most important influencing factor for the respondents, followed by Added Value, PQCP and Payment Mode.Adoption,AHP,Mobile Value Services,Consumer's Preferences

    Refining policy with the poor: local consultations on the draft comprehensive poverty reduction and growth strategy in Vietnam

    In March 2001, the Government of Vietnam produced an Interim Poverty Reduction Strategy Paper (I-PRSP), and announced its intention to develop a Comprehensive Poverty Reduction Strategy Paper (CPRGS) by the end of April 2002. In the I-PRSP, the Government outlined its commitment to involve a broad range of stakeholders - including poor communities, local government authorities, and the enterprise sector - in drafting the CPRGS. The Ministry of Planning and Investment, who was assigned by the Government of Vietnam to lead the CPRGS drafting process, asked the World Bank, and a group of international nongovernmental organizations to support them in carrying out the local consultations. The consultations took place in six rural, and urban locations across Vietnam, selected to represent a range of poverty situations. About 1,800 people participated in the research. This report, which is the first of three volumes documenting the local consultations, provides an account and reflection on the approach, and methodology used in the consultations. It is intended this may give useful practical experience for future monitoring of the CPRGS, as well as for people who are planning to carry out similar exercises in other countries. The report outlines the process that was followed from the point of developing a research outline from the I-PRSP, through the fieldwork exercises, data compilation, and analysis, leading on to identification of the main policy messages made by the participants.
