    On the edge: ICT and the transformation of professional legal education

    Information and communications technology in professional legal education courses is perceived as problematic for teachers and course designers. It is so not because technology is inherently difficult or strange, but because at a deep level it can threaten the practice and identity of teachers. However the contextual challenges of their position, caught between academy and practice, may actually enable professional legal educators to take account of new technologies. The article discusses this proposal, using the example of the incremental development of a discussion forum. It suggests that the tools of pragmatist and transformative meta-theory may point the way forward for professional legal educators to create their own community of practice in the use of ICT in professional legal learning

    This paper considers ways in which older people can be excluded in UK society and then reviews public library provision. It begins by considering the position of older people in the light of current social and economic policy, and also individuals’ experience, and others’ perceptions, of ageing. It then briefly reviews studies of the information needs of older people. UK public library policy and provision are then considered. Drawing on research on the social impact of public libraries, it is argued that public libraries represent a broadly positive, and valued, resource for older people. At the same time, the diversity of individuals grouped together as ‘older people’ is emphasised and it is suggested that this needs to be reflected in the delivery of library services. Much existing good practice is identified as being based on local partnerships and consultation, and the paper argues for the increased usage of these (September 2000)

    Model of professional retraining of teachers based on the development of STEM competencies

    The article describes a methodology for organizing lifelong learning, professional retraining of teachers in STEM field and their lifelong learning in Volodymyr Hnatiuk Ternopil National Pedagogical University (Ukraine). It analyzes foreign and domestic approaches and concepts for the implementation of STEM in educational institutions. A model of retraining teachers in the prospect of developing their STEM competencies and a model of STEM competencies were created. The developed model of STEM competencies for professional teacher training and lifelong learning includes four components (Problem solving, Working with people, Work with technology, Work with organizational system), which are divided into three domains of STEM competencies: Skills, Knowledge, Work activities. In order to implement and adapt the model of STEM competencies to the practice of the educational process, an experimental study was conducted.     The OTiS (Online Teaching in Scotland) programme, run by the now defunct Scotcit programme, ran an International e-Workshop on Developing Online Tutoring Skills which was held between 8–12 May 2000. It was organised by Heriot–Watt University, Edinburgh and The Robert Gordon University, Aberdeen, UK. Out of this workshop came the seminal Online Tutoring E-Book, a generic primer on e-learning pedagogy and methodology, full of practical implementation guidelines. Although the Scotcit programme ended some years ago, the E-Book has been copied to the SONET site as a series of PDF files, which are now available via the ALT Open Access Repository. The editor, Carol Higgison, is currently working in e-learning at the University of Bradford (see her staff profile) and is the Chair of the Association for Learning Technology (ALT)

    Successful knowledge policies

    Knowledge policy is widely considered to be an important subject. The Dutch government conducts intensive policy on the foundations of the knowledge economy: education, research and innovation. In the literature and in policy circles, proposals for additional knowledge policies or reforms of existing policies are currently being discussed. Examples are the Knowledge Investment Agenda of the Innovation Platform, new innovation policies of the Ministry of Economic Affairs, an advice of the Council of Economic Advisors about research, education and entrepreneurship and an advice of the Education Council. Little is known, however, about the effects of all these policies. The question whether knowledge policy works remains difficult to answer. Despite much research effort in the past decades, the manner in which the creation and application of knowledge comes about and the way policy can influence that process are still not well understood. It is difficult, therefore, to form a good judgement about the optimal size and form of knowledge policy. This article discusses several policy options in the fields of education, research, and innovation that are likely to have beneficial, neutral, or negative effects on overall welfare in the Netherlands. For some options, the effects are unknown. Beneficial education policies are, for instance, policies aimed at increasing teachers' quality and early childhood education programs. Additional R&D tax credits for new firms have favourable effects on innovation. A further increase in the research incentives to universities is expected to raise scientific output.

    Economic history has witnessed transformation from Agriculture based to Manufacturing based economies over the time. This transformation had its effects on social structure of the communities, as new types of jobs were created in the manufacturing industries, and new life styles of metropolitan culture evolved. A similar transformation is now taking place as; business has grown global over the last years, making the present business atmosphere further competitive, fast and fluid. Technological and political events taking place across the world affect us as strongly as something happening in our neighbourhood. The two most recent and prominent developments of present times that have changed our economic activities are: (1) Globalisation; (2) Increase in Information and Communication Technologies (ICT). Globalisation is most obvious, as the volume of global trade and products has expanded manyfold. The world economies are opening up to new world horizons. Developments in Information Technology has increased the pace of the events, bringing new products to markets from all over the world, increasing the global watch and reach of the organisations. As a result of this, the companies are forced to reduce the costs and product development time of their products. Second prominent development taking place during this time is the increase in ICT. These ICTs (particularly Intranets/Internet) have provided new channels and means of acquiring knowledge and opened new doors of promising opportunities like e-business. Sharp decrease in cost of computer hardware and software, plus improvement in software development has been responsible for increasing number of firms using computers in their business processes. Computer has proved itself to be a revolutionary tool for management, its data and information processing capabilities has improved management in all domains.
