    Digital libraries and minority languages

    Digital libraries have a pivotal role to play in the preservation and maintenance of international cultures in general and minority languages in particular. This paper outlines a software tool for building digital libraries that is well adapted for creating and distributing local information collections in minority languages, and describes some contexts in which it is used. The system can make multilingual documents available in structured collections and allows them to be accessed via multilingual interfaces. It is issued under a free open-source licence, which encourages participatory design of the software, and an end-user interface allows community-based localization of the various language interfaces - of which there are many

    The study of other countries or regions of the world often crosses traditional disciplinary boundaries in the humanities and social sciences. Supporting Research in Area Studies is a comprehensive guide for academic libraries supporting these communities of researchers. This book explores the specialist requirements of these researchers in information resources, resource discovery tools, and information skills, and the challenges of working with materials in multiple languages. It makes the case that by adapting their systems and procedures to meet these needs, academic libraries find themselves better placed to support their institution's�� international agenda more widely.     Indigenous languages shaping multi-lingual interfaces

    This paper reports on an investigation into the indigenous language usage of two bilingual/multilingual digital libraries. Results show that the indigenous language was significantly used by clients and indicate why clients chose to use the indigenous language. Feedback from clients has suggested how the interface should be improved to assist both indigenous and non-indigenous language usage. These results serve as an example of how indigenous languages are shaping multilingual interfaces

    Recommended Practices for Library Collections for English Language Learners

    The number of English Language Learners (ELLs) in elementary and secondary education continues to increase and diversify. To serve the needs of this student population, both P12 school libraries and university level curriculum materials libraries must modify their collections to prepare ELL students and classroom educators for success. One such college library recently undertook a project in which we surveyed the literature and current practice regarding ELL collections and services. This presentation covers the results of this study and encourages the provision of a diverse range of quality materials. Grounded in the specific context of one large school district, as well as the broader context of changing U.S. demographics, recommendations include acquiring materials that support the home languages of students and maximizing visibility of other unique formats that will benefit ELLs and other student populations, such as graphic novels and hi-lo books

    Common Infrastructure for Finite-State Based Methods and Linguistics Descriptions

    Finite-state methods have been adopted widely in computational morphology and related linguistic applications. To enable efficient development of finite-state based linguistic descriptions, these methods should be a freely available resource for academic language research and the language technology industry. The following needs can be identified: (i) a registry that maps the existing approaches, implementations and descriptions, (ii) managing the incompatibilities of the existing tools, (iii) increasing synergy and complementary functionality of the tools, (iv) persistent availability of the tools used to manipulate the archived descriptions, (v) an archive for free finite-state based tools and linguistic descriptions. Addressing these challenges contributes to building a common research infrastructure for advanced language technology.Peer reviewe

    Breaking the browsing barrier for historic search of newspaper texts

    Traditionally, to find information in a newspaper collection it has been necessary to painstakingly browse through the individual issues hoping that relevant words will catch your eye. Researchers of New Zealand’s encounter history received a boost when, in 1996, the Alexander Turnbull Library produced a collection on microfiche totaling almost 18,000 pages and covering a printing period from 1842 to 1933. While having all the newspapers in a single collection was a large step forward, browsing or searching for information in this microfiche collection was still time consuming. By incorporating the collection into a digital library with an Internet interface, and by enabling full-text search, we have broken this browsing barrier. Making the information available this way is even more significant as the majority of the collection is written in the Māori language; we have created a Māori language resource that is sorely needed by education and research institutes, and one that provides quick and accurate access to the previously obscure source. The process involved in developing this unique digital library collection, the advantages of traditional newspaper stored in this medium, and the possibilities that we intend to investigate in the future, will be discussed in this paper

    Audiovisual research collections and their preservation

    The basic problem of primary audio and video research materials is clearly shown by the survey: A great and important part of the entire heritage is still outside archival custody in the narrower sense, scattered over many institutions in fairy small collections, and even in private hands. reservation following generally accepted standards can only be carried out effectively if collections represent critical mass. Specialised audiovisual archives will solve their problems, as they will sooner or later succeed in getting appropriate funding to achieve their aims. A very encouraging example is the case of the Netherlands. The larger audiovisual research archives will also manage, more or less autonomously, the transfer of contents in time. For a considerable part of the research collections, however, the concept of cooperative models and competence centres is the only viable model to successfullly safeguard their holdings. Their organisation and funding is a considerable challenge for the scientific community. TAPE has significantly raised awareness of the fact that, unless action is swiftly taken, the loss of audiovisual materials is inevitable. TAPE’s international and regional workshops were generally overbooked. While TAPE was already underway, several other projects for the promotion of archives have received grants from organisations other than the European Commission, inter alia support for the St. Petersburg Phonogram Archive, and the Folklore Archive in Tirana, obviously as a result of a better understanding of the need for audiovisual preservation. When the TAPE project started its partners assumed that cooperative projects would fail because of the notorious distrust of researchers, specifically in the post-communist countries. One of the most encouraging surprises was to learn that, at least in the most recent survey, it became apparent that this social obstacle is fading out. TAPE may have contributed to this important development
