    Privacy Vulnerabilities in the Practices of Repairing Broken Digital Artifacts in Bangladesh

    This paper presents a study on the privacy concerns associated with the practice of repairing broken digital objects in Bangladesh. Historically, repair of old or broken technologies has received less attention in ICTD scholarship than design, development, or use. As a result, the potential privacy risks associated with repair practices have remained mostly unaddressed. This paper describes our three-month long ethnographic study that took place at ten major repair sites in Dhaka, Bangladesh. We show a variety of ways in which the privacy of an individual’s personal data may be compromised during the repair process. We also examine people’s perceptions around privacy in repair, and its connections with their broader social and cultural values. Finally, we discuss the challenges and opportunities for future research to strengthen the repair ecosystem in developing countries. Taken together, our findings contribute to the growing discourse around post-use cycles of technology

    e-ESAS: Evolution of a Participatory Design-based Solution for Breast Cancer (BC) Patients in Rural Bangladesh

    Healthcare facility is scarce for rural women in the developing world. The situation is worse for patients who are suffering from diseases that require long-term feedback-oriented monitoring such as breast cancer. Lack of motivation to go to the health centers on patients’ side due to sociocultural barriers, financial restrictions and transportation hazards results in inadequate data for proper assessment. Fortunately, mobile phones have penetrated the masses even in rural communities of the developing countries. In this scenario, a mobile phone-based remote symptom monitoring system (RSMS) with inspirational videos can serve the purpose of both patients and doctors. Here, we present the findings of our field study conducted on 39 breast cancer patients in rural Bangladesh. Based on the results of extensive field studies, we have categorized the challenges faced by patients in different phases of the treatment process. As a solution, we have designed, developed and deployed e-ESAS—the first mobile-based RSMS in rural context. Along with the detail need assessment of such a system, we describe the evolution of e-ESAS and the deployment results. We have included the unique and useful design lessons that we learned as e-ESAS evolved through participatory design process. The findings show how e-ESAS addresses several challenges faced by patients and doctors and positively impact their lives

    The Mobile Generation: Global Transformations at the Cellular Level

    Every year we see a new dimension of the ongoing Digital Revolution, which is enabling an abundance of information to move faster, cheaper, in more intelligible forms, in more directions, and across borders of every kind. The exciting new dimension on which the Aspen Institute focused its 2006 Roundtable on Information Technology was mobility, which is making the Digital Revolution ubiquitous. As of this writing, there are over two billion wireless subscribers worldwide and that number is growing rapidly. People are constantly innovating in the use of mobile technologies to allow them to be more interconnected. Almost a half century ago, Ralph Lee Smith conjured up "The Wired Nation," foretelling a world of interactive communication to and from the home that seems commonplace in developed countries today. Now we have a "Wireless World" of communications potentially connecting two billion people to each other with interactive personal communications devices. Widespead adoption of wireless handsets, the increasing use of wireless internet, and the new, on-the-go content that characterizes the new generation of users are changing behaviors in social, political and economic spheres. The devices are easy to use, pervasive and personal. The affordable cell phone has the potential to break down the barriers of poverty and accessibility previously posed by other communications devices. An entire generation that is dependant on ubiquitous mobile technologies is changing the way it works, plays and thinks. Businesses, governments, educational institutions, religious and other organizations in turn are adapting to reach out to this mobile generation via wireless technologies -- from SMS-enabled vending machines in Finland to tech-savvy priests in India willing to conduct prayers transmitted via cell phones. Cellular devices are providing developing economies with opportunities unlike any others previously available. By opening the lines of communication, previously disenfranchised groups can have access to information relating to markets, economic opportunities, jobs, and weather to name just a few. When poor village farmers from Bangladesh can auction their crops on a craigslist-type service over the mobile phone, or government officials gain instantaneous information on contagious diseases via text message, the miracles of mobile connectivity move us from luxury to necessity. And we are only in the early stages of what the mobile electronic communications will mean for mankind. We are now "The Mobile Generation." Aspen Institute Roundtable on Information Technology. To explore the implications of these phenomena, the Aspen Institute Communications and Society Program convened 27 leaders from business, academia, government and the non-profit sector to engage in three days of dialogue on related topics. Some are experts in information and communications technologies, others are leaders in the broader society affected by these innovations. Together, they examined the profound changes ahead as a result of the convergence of wireless technologies and the Internet. In the following report of the Roundtable meeting held August 1-4, 2006, J. D.     Public Service Delivery: Role of Information and Communication Technology in Improving Governance and Development Impact

    The focus of this paper is on improving governance through the use of information and communication technology (ICT) in the delivery of services to the poor, i.e., improving efficiency, accountability, and transparency, and reducing bribery. A number of papers recognize the potential benefits but they also point out that it has not been easy to harness this potential. This paper presents an analysis of effective case studies from developing countries where the benefits have reached a large number of poor citizens. It also identifies the critical success factors for wide-scale deployment. The paper includes cases on the use of ICTs in the management of delivery of public services in health, education, and provision of subsidized food. Cases on electronic delivery of government services, such as providing certificates and licenses to rural populations, which in turn provide entitlements to the poor for subsidized food, fertilizer, and health services are also included. ICT-enabled provision of information to enhance rural income is also covered

    Responding to Cross Border Child Trafficking in South Asia: An Analysis of the Feasibility of a Technologically Enabled Missing Child Alert System

    This report examines the feasibility of a technologically enabled system to help respond to the phenomenon of cross-border child trafficking in South Asia, and makes recommendations on how to proceed with a pilot project in the selected areas of Bangladesh, Nepal and India. The study was commissioned by the Missing Child Alert (MCA) programme which is an initiative led by Plan. MCA is an initiative to address cross-border child trafficking in South Asia, led by Plan. The aim of the programme is to link existing institutions, mechanisms and resources in order to tackle the phenomenon from a regional perspective. To achieve this, Plan propose to implement a technologically equipped, institutionalised system of alert that can assist in the rescue, rehabilitation, repatriation and reintegration of children who are at risk of, or are victims of, cross-border trafficking

    An Automated Contact Tracing Approach for Controlling Covid-19 Spread Based on Geolocation Data From Mobile Cellular Networks

    The coronavirus (COVID-19) has appeared as the greatest challenge due to its continuous structural evolution as well as the absence of proper antidotes for this particular virus. The virus mainly spreads and replicates itself among mass people through close contact which unfortunately can happen in many unpredictable ways. Therefore, to slow down the spread of this novel virus, the only relevant initiatives are to maintain social distance, perform contact tracing, use proper safety gears, and impose quarantine measures. But despite being conceptually possible, these approaches are very difficult to uphold in densely populated countries and areas. Therefore, to control the virus spread, researchers and authorities are considering the use of smartphone based mobile applications (apps) to identify the likely infected persons as well as the highly risky zones to maintain isolation and lockdown measures. However, these methods heavily depend on advanced technological features and expose significant privacy loopholes. In this article, we propose a new method for COVID-19 contact tracing based on mobile phone users' geolocation data. The proposed method will help the authorities to identify the number of probable infected persons without using smartphone based mobile applications. In addition, the proposed method can help people take the vital decision of when to seek medical assistance by letting them know whether they are already in the list of exposed persons. Numerical examples demonstrate that the proposed method can significantly outperform the smartphone app-based solutions

    Emerging Opportunities: Monitoring and Evaluation in a Tech-Enabled World

    Various trends are impacting on the field of monitoring and evaluation in the area of international development. Resources have become ever more scarce while expectations for what development assistance should achieve are growing. The search for more efficient systems to measure impact is on. Country governments are also working to improve their own capacities for evaluation, and demand is rising from national and community-based organizations for meaningful participation in the evaluation process as well as for greater voice and more accountability from both aid and development agencies and government.These factors, in addition to greater competition for limited resources in the area of international development, are pushing donors, program participants and evaluators themselves to seek more rigorous – and at the same time flexible – systems to monitor and evaluate development and humanitarian interventions.However, many current approaches to M&E are unable to address the changing structure of development assistance and the increasingly complex environment in which it operates. Operational challenges (for example, limited time, insufficient resources and poor data quality) as well as methodological challenges that impact on the quality and timeliness of evaluation exercises have yet to be fully overcome

    From spaces of sexual violence to sites of networked resistance: Re-imagining mobile and social media technologies

    To date, much of the work on mobile and social media in the context of sexual violence has focused on its threats and harmful effects, particularly in relation to cyber-bullying and other forms of online harassment. But what if we think of such technologies as technologies of non-violence? In this article we make a case for exploring this work in rural South Africa, where, in spite of some challenges of access, the availability of technology is increasing the number of possible ways of addressing sexual violence. Building on what we offer as a primer of technologies currently available, we consider the implications of this work for researchers (especially those in education), interested in how technology can help to address sexual violence
