    Critical Success Factors Affecting E-Procurement Adoption in Public Sector Organizations in Sri Lanka

    E-procurement is one of the Information Communication Technology (ICT) applications utilized in both public and private sector organizations. Many countries all over the world including Canada, Korea and Philippine benefited through the government procurement using electronic means as it enables the government to offer more convenient and widespread accessible government services in an efficient, cost-effective and participatory manner. The main objectives of the study are (a) to access the level of e-procurement usage in the public-sector in Sri Lanka; (b) to identify the significant factors affecting the public-sector e-procurement adoption in Sri Lanka; and (c) to identify the barriers in adopting e-procurement in those organizations. The population of the study comprises of the national level public sector entities such as; Ministries, Departments, Statutory Boards and Public Companies.  A sample of 114 officers who involved in the procurement function was selected as key informants based on stratified random sampling method. 74 officers were responded for the study. Both qualitative and quantitative methods were utilized in this study. Quantitative data were collected through a structured questionnaire to identify the determinants of successful e-procurement adoption and the level of e-procurement usage. The qualitative data were collected through 10 interviews to identify barriers in e-procurement adoption. The study found that Relative Advantage, Compatibility, Complexity, Top Management Support, Employee Knowledge and skills and Supplier Readiness are statistically significant (at p<0.01) determinants of e-procurement adoption.  These variables altogether explain 66.2% of variance in e-procurement adoption in the public-sector organizations in Sri Lanka. Among them, Top Management Support and Employee Knowledge are the major determinants of the successful e-procurement adoption. Weak procurement guidelines, Weak Legal framework and ICT infrastructure, and Lack of IT knowledge and experience of employees are the present barriers to e-procurement adoption in public sector organizations in Sri Lanka.     Determinants of Electronic Learning Adoption in Higher Institutions of Learning in Uganda: A Learnersa Perspective

    The introduction of electronic learning (EL) has been initiated in Higher Institutions of Learning (HIL) as an attempt to improve on education institutions2019; service delivery. By adopting the Technology-Organization-Environment (TOE) framework, this study was aimed at investigating the determinants of the e-learning adoption in HIL where eight TOE factors were examined. The study adopted a quantitative approach, a descriptive research and cross-sectional survey for the research design. A questionnaire was developed based on the eight identified TOE study constructs and administered to a population of 5438 students in three Faculties of Makerere University Business School (MUBS). In regard to data analysis, factor analysis and assessment of reliability and validity of the measurements items was done. Finally, a multiple regression analysis was carried out to evaluate the relationship between the predictor variables and e-learning adoption. The findings of this study imply that the TOE can be used to analyze ELearning adoption in Universities and other HIL as relative advantage, complexity, compatibility, size, competitive intensity and regulatory environment were identified as significant predictors of EL adoption.     Adoption of e-procurement in foreign aided projects in Bangladesh

In FY 2014-15, the foreign aids amounting BDT 4472 (mn) was allocated in the national budget. E-procurement adoptions make purchasing activities more effective in terms of both time and cost. The objective of the study was to assess the adoption of e-procurement and value addition to the foreign aided projects in Bangladesh. Organizational-Technological-Environmental research model was used. Data collection techniques focused on questionnaire. Random sampling was used in this study. The result showed that 88.89 % of the participants were from public entities and 11.11% were from others. Management’s positive attitude toward adoption of e-procurement helped allocating enough resources from available funds that brought the business partner close to each other. It also increased the partner’s firm efficiencies. E-procurementwas compatible with most organization’s business operations and existing information but not with those of the supplier. Thecomplexity was much experienced on business partner operation site. Technological infrastructures in most organization were sufficient. Organizations were benefited from cost saving after implementing e-procurement process though the initial installation cost was not negligible. Pressure for adoption of e-procurement came from competition among organization but not from supplier demand. Core value of effectiveness and efficiency of e-procurement acted as normative pressure. Regulatory body of Bangladesh and foreign financing agencies had an influence over the adoption of e-procurement. But regulatory bodies did not perform active role as it was expected. To ensure good governance, transparency, eradication of corruption and building people trust on procurement process is necessary.     The transformation of IT governance: A neo-institutional interpretation.

    This thesis examines how deeply institutionalized IT governance arrangements change over time. The research captured in this work focuses on the transformation journey of the IT organization and its governance mechanisms within one state government in America. Our case study analyzes the breakdown of a historically dominant IT governance arrangement and the process that gave rise to a fundamentally different regime. This process was captured through a longitudinal case study lasting one and one-half years. This aim of this thesis is to provide an alternative perspective to the planned change models that dominate the literature related to the transformation of the IT function and its governance mechanisms. This is accomplished by drawing on neo-institutional theory and conceptualizing the IT governance regime as an institution. This perspective suggests that IT governance arrangements within some organizations possess a deeply ingrained status that is resistant to change. The process of institutional change captured in our case study is analyzed and explained by coupling two innovative analytic frameworks found within the larger neo-institutional literature. The first framework provides insight into the deinstitutionalization process; the second framework focuses on the process of institutional construction. The neo-institutional approach employed in this work enables us to provide an insightful and nuanced interpretation of the IT governance transformation process, which has important implications for theory, practice, and pedagogy
