Assessing framing of uncertainties in water management practice

Dealing with uncertainties in water management is an important issue and is one which will only increase in light of global changes, particularly climate change. So far, uncertainties in water management have mostly been assessed from a scientific point of view, and in quantitative terms. In this paper, we focus on the perspectives from water management practice, adopting a qualitative approach. We consider it important to know how uncertainties are framed in water management practice in order to develop practice relevant strategies for dealing with uncertainties. Framing refers to how people make sense of the world. With the aim of identifying what are important parameters for the framing of uncertainties in water management practice, in this paper we analyze uncertainty situations described by decision-makers in water management. The analysis builds on a series of ¿Uncertainty Dialogues¿ carried out within the NeWater project with water managers in the Rhine, Elbe and Guadiana basins in 2006. During these dialogues, representatives of these river basins were asked what uncertainties they encountered in their professional work life and how they confronted them. Analysing these dialogues we identified several important parameters of how uncertainties get framed. Our assumption is that making framing of uncertainty explicit for water managers will allow for better dealing with the respective uncertainty situations. The antinomies of aggressive atheism

The spate of popular books attacking religion can be seen as a manifestation of the recoil against the idea of multiculturalism. Religious identities are also cultural identities, and no meaningful form of multiculturalism is possible that leaves religion outside the sphere of public recognitiom. This paper argues that 'aggressive atheism' undermines its appeal to reason by refusing to see anything of value in religion. It also risks exacerbating cultural differences at a time when reconciliation is needed. The critique focuses on the contribution of Richard Dawkins and examines a number of tensions within the aggressive atheism of his best-selling book The God Delusion. The second part of the paper introduces an alternative, a framework of reconciliatory dialogues, between atheism and religion and within religious communities, operating not just at a formal or institutional level but also in cultural expressions and in the practices of everyday life

Cosmological Argument: A Pragmatic Defense

We formulate a sort of "generic" cosmological argument, i.e., a cosmological argument that shares premises (e.g., "contingent, concretely existing entities have a cause") with numerous versions of the argument. We then defend each of the premises by offering pragmatic arguments for them. We show that an endorsement of each premise will lead to an increase in expected utility; so in the absence of strong evidence that the premises are false, it is rational to endorse them. Therefore, it is rational to endorse the cosmological argument, and so rational to endorse theism. We then consider possible objection

Towards automated generation of scripted dialogue: some time-honoured strategies

The main aim of this paper is to introduce automated generation of scripted dialogue as a worthwhile topic of investigation. In particular the fact that scripted dialogue involves two layers of communication, i.e., uni-directional communication between the author and the audience of a scripted dialogue and bi-directional pretended communication between the characters featuring in the dialogue, is argued to raise some interesting issues. Our hope is that the combined study of the two layers will forge links between research in text generation and dialogue processing. The paper presents a first attempt at creating such links by studying three types of strategies for the automated generation of scripted dialogue. The strategies are derived from examples of human-authored and naturally occurring dialogue
