    Economic Impacts of Bus Rapid Transit in Southeast Michigan

    In recent years, Bus Rapid Transit (BRT) has generated great interest across the United States. There are more than 20 BRT systems in existence, and more are in the planning stage (including in Detroit). Within the next few years, BRT will be planned and implemented phase by phase in various parts of Southeast Michigan. The purpose of this study is to develop a framework to identify probable economic impacts of BRT in Southeast Michigan. Taxable real estate values, injury and fatal crash data, and selected demographics of BRT users, including employment sector, age group, median income, and daily vehicle miles traveled were reviewed to identify Southeast Michigan’s current and future trends. The project team also performed shift-share analysis using Cleveland and Kansas City data to determine the BRT-advantaged age group. The authors recommended a number of action items to attract choice riders and gratify riders who must rely on BRT, such as tax incentives, branding, guaranteed levels of service, etc. Based on the literature review and analysis of existing BRT-related data by the project team, BRT-advantaged job sectors and age groups within the Southeast Michigan region were identified. BRT will be implemented in phases. This will affect the amount, type, and timing of investments in BRT. Considering this uncertainty, the potential economic impacts as a function of type and amount of investment were discussed. It is to be noted that in order to achieve the projected results, the BRT system must be planned, designed, and implemented based on the unique attributes of the Southeast Michigan region rather than by copying a system that has achieved success in another region

    Transport is the sector with the fastest growth of greenhouse gases emissions, both in developed and in developing countries, leading to adverse climate change impacts. As the experts disagree on the occurrence of these impacts, by applying the analytic hierarchy process (AHP), we have faced the question on how to form transport policies when the experts have different opinions and beliefs. The opinions of experts have been investigated by a means of a survey questionnaire. The results show that tax schemes aiming at promoting environmental-friendly transport mode are the best policy.     Equity Effects of Road Pricing, A Review

    Are road pricing strategies regressive or progressive? This is a question that has been confronting researchers, practitioners, and policy-makers who seek to implement new mechanisms to raise funds for transportation while simultaneously managing demand. The theoretical literature is mixed, as is the empirical literature. In part this has to do with the various types of road pricing strategies that are being debated, different definitions of equity, and alternative assumptions about revenue recycling. Despite this seeming complexity, the literature is clear that equity issues are addressable. This paper provides a synthesis of the literature to date on both the theory of equity, as applied to road pricing, and the findings of empirical and simulation studies of the effects of particular implementations of road pricing, and suggested remedies for real or perceived inequities. To summarize, while there are certainly potential issues with equity associated with road pricing, those issues can be addressed with intelligent mechanism design that provides the right incentives to travelers and uses the raised revenues in a way to achieve desired equitable ends.     Traffic Congestion Pricing Methods and Technologies

    This paper reviews the methods and technologies for congestion pricing of roads. Congestion tolls can be implemented at scales ranging from individual lanes on single links to national road networks. Tolls can be differentiated by time of day, road type and vehicle characteristics, and even set in real time according to current traffic conditions. Conventional toll booths have largely given way to electronic toll collection technologies. The main technology categories are roadside-only systems employing digital photography, tag and beacon systems that use short-range microwave technology, and in vehicle-only systems based on either satellite or cellular network communications. The best technology choice depends on the application. The rate at which congestion pricing is implemented, and its ultimate scope, will depend on what technology is used and on what other functions and services it can perform. Since congestion pricing calls for the greatest overall degree of toll differentiation, congestion pricing is likely to drive the technology choice.Road pricing; Congestion pricing; Electronic Toll Collection technology

    TCitySmartF: A comprehensive systematic framework for transforming cities into smart cities

    A shared agreed-upon definition of "smart city" (SC) is not available and there is no "best formula" to follow in transforming each and every city into SC. In a broader inclusive definition, it can be described as an opportunistic concept that enhances harmony between the lives and the environment around those lives perpetually in a city by harnessing the smart technology enabling a comfortable and convenient living ecosystem paving the way towards smarter countries and the smarter planet. SCs are being implemented to combine governors, organisations, institutions, citizens, environment, and emerging technologies in a highly synergistic synchronised ecosystem in order to increase the quality of life (QoL) and enable a more sustainable future for urban life with increasing natural resource constraints. In this study, we analyse how to develop citizen- and resource-centric smarter cities based on the recent SC development initiatives with the successful use cases, future SC development plans, and many other particular SC development solutions. The main features of SC are presented in a framework fuelled by recent technological advancement, particular city requirements and dynamics. This framework - TCitySmartF 1) aims to aspire a platform that seamlessly forges engineering and technology solutions with social dynamics in a new philosophical city automation concept - socio-technical transitions, 2) incorporates many smart evolving components, best practices, and contemporary solutions into a coherent synergistic SC topology, 3) unfolds current and future opportunities in order to adopt smarter, safer and more sustainable urban environments, and 4) demonstrates a variety of insights and orchestrational directions for local governors and private sector about how to transform cities into smarter cities from the technological, social, economic and environmental point of view, particularly by both putting residents and urban dynamics at the forefront of the development with participatory planning and interaction for the robust community- and citizen-tailored services.     AN INTEGRATED SCORE-BASED TRAFFIC LAW ENFORCEMENT AND NETWORK MANAGEMENT IN CONNECTED VEHICLE ENVIRONMENT

    The increasing number of traffic accidents and the associated traffic congestion have prompted the development of innovative technologies to curb such problems. This dissertation introduces a novel Score-Based Traffic Law Enforcement and Network Management System (SLEM), which leverages connected vehicle (CV) and telematics technologies. SLEM assigns a score to each driver which reflects her/his driving performance and compliance with traffic laws over a predefined period of time. The proposed system adopts a rewarding mechanism that rewards high-performance drivers and penalizes low-performance drivers who fail to obey traffic laws. The reward mechanism is in the form of a route guidance strategy that restricts low-score drivers from accessing certain roadway sections and time periods that are strategically selected in order to shift the network traffic distribution pattern from the undesirable user equilibrium (UE) pattern to the system optimal (SO) pattern. Hence, it not only incentivizes drivers to improve their driving performance, but it also provides a mechanism to manage network congestion in which high-score drivers experience less congestion and a higher level of safety at the expense of low-performing drivers. This dissertation is divided into twofold. iv First, a nationwide survey study was conducted to measure public acceptance of the SLEM system. Another survey targeted a focused group of traffic operation and safety professionals. Based on the results of these surveys, a set of logistic regression models was developed to examine the sensitivity of public acceptance to policy and behavioral variables. The results showed that about 65 percent of the public and about 60.0 percent of professionals who participated in this study support the real-world implementation of SLEM. Second, we present a modeling framework for the optimal design of SLEM’s routing strategy, which is described in the form of a score threshold for each route. Under SLEM’s routing strategy, drivers are allowed to use a particular route only if their driving scores satisfy the score threshold assigned to that route. The problem is formulated as a bi-level mathematical program in which the upper-level problem minimizes total network travel time, while the lower-level problem captures drivers’ route choice behavior under SLEM. An efficient solution methodology developed for the problem is presented. The solution methodology adopts a heuristic-based approach that determines the score thresholds that minimize the difference between the traffic distribution pattern under SLEM’s routing strategy and the SO pattern. The framework was applied to the network of the US-75 Corridor in Dallas, Texas, and a set of simulation-based experiments was conducted to evaluate the network performance given different driver populations, score class aggregation levels, recurrent and non-recurrent congestion scenarios, and driver compliance rates
