    Independent review of supply side organisations and government intermediaries: volume 3 literature review

    This document reviews national and international literature and experience concerning strengthening the capacity of supply side and intermediary organisations. It synthesises lessons relevant to the Knowledge Sector Initiative in Indonesia run by Australia\u27s Departmentment of Foreign Affairs and Trade. The key question this literature synthesis aimed to answer is what can we learn from international experience about strengthening the capacity of Indonesian supply side and intermediary organisations to improve the production and uptake of evidence. In answering this question the following research themes were addressed: ‱ what is evidence-based policy? ‱ what is capacity strengthening? ‱ what is contemporary good practice of capacity strengthening programs? ‱ what models of intermediary organisations are there in the literature? ‱ what types of support mechanisms and funding models are available to donors and which are the most effective? ‱ what are the characteristics of effective supply side and intermediary organisations? ‱ how important are donor-grantee relationships

    Crowdsourcing as a way to access external knowledge for innovation

    This paper focuses on “crowdsourcing” as a significant trend in the new paradigm of open innovation (Chesbrough 2006; Chesbrough & Appleyard 2007). Crowdsourcing conveys the idea of opening the R&D processes to “the crowd” through a web 2.0 infrastructure. Based on two cases studies of crowdsourcing webstartups (Wilogo and CrowdSpirit), the paper aims to build a framework to characterize and interpret the tension between value creation by a community and value capture by a private economic actor. Contributing to the discussions on “hybrid organizational forms” in organizational studies (Bruce & Jordan 2007), the analysis examines how theses new models combine various forms of relationships and exchanges (market or non market).     The transnational and multi-dimensional nature of Cyberspace and its growing importance presents new frontiers with unparalleled opportunities and challenges for access to information and knowledge, freedom of expression, privacy and ethics. The Internet Study being undertaken by UNESCO is seeking to provide the necessary clarity to support holistic approaches to addressing this broad range of interrelated issues as well as their short and long-term effects. The study was built on a year-long multistakeholder consultation process, which involved several rounds of consultation with member states and other actors, as well as almost 200 major responses to an online questionnaire. The Study includes the Options for future actions of UNESCO in the Internet related issues, which has served as a basis for the Outcome Document as adopted by the CONNECTing the Dots Conference on 3 and 4 March 2015. The Study also affirmed that the same rights that people have offline must be protected online, and good practices are shared between Member States and other stakeholders, in order to address security and privacy concerns on the Internet and in accordance with international human rights obligations. The Study also supports the Internet Universality principles (R.O.A.M) that promote a human rights-based approach, including freedom of expression, privacy, open Internet, accessible to all and characterized by multistakeholder participation

    Brokering Community–campus Partnerships: An Analytical Framework

    Academic institutions and community-based organizations have increasingly recognized the value of working together to meet their different objectives and address common societal needs. In an effort to support the development and maintenance of these partnerships, a diversity of brokering initiatives has emerged. We describe these brokering initiatives broadly as coordinating mechanisms that act as an intermediary with an aim to develop collaborative and sustainable partnerships that provide mutual benefit. A broker can be an individual or an organization that helps connect and support relationships and share knowledge. To date, there has been little scholarly discussion or analysis of the various elements of these initiatives that contribute to successful community–campus partnerships. In an effort to better understand where these features may align and diverge, we reviewed a sample of community–campus brokering initiatives across North America and the United Kingdom to consider their different roles and activities. From this review, we developed a framework to delineate characteristics of different brokering initiatives to better understand their contributions to successful partnerships. The framework is divided into two parts. The first examines the different structural allegiances of the brokering initiatives by identifying their affiliation, principle purpose, and who received primary benefits. The second considers the dimensions of brokering activities in respect to their level of engagement, platforms used, scale of activity, and area of focus. The intention of the community campus engagement brokering framework is to provide an analytical tool for academics and community-based practitioners engaged in teaching and research partnerships. When developing a brokering initiative, these categories describing the different structures and dimensions encourage participants to think through the overall goals and objectives of the partnership and adapt the initiative accordingly

    The issue of unemployment remains high on the political agenda. However, there is evidence that employers can be wary of employing people who are out of work. Employer practice is key, both in terms of providing employment opportunities to job seekers, and in providing space for low-skilled people to develop their skills and cement their attachment to the labour market. This report discusses the role of career guidance in mediating between job seekers and employers to allow both to achieve their objectives.The issue of unemployment remains high on the political agenda.     The role and function of systemic collaborative intermediary organisations in urban system change: the case of the Cities Alliance

    Misaligned, single actor and sector driven approaches result in urban system fragmentation which creates barriers to achieving the United Nations’ Sustainable Development Goals. The study argues for the alignment of the interests, resources and behaviours of actors to work together across local, national, regional and global urban system levels. This is an essential precondition for transitioning towards urban sustainability. It builds on the argument that systems change when developments at all levels link up and reinforce each other. The study contributes to the literature on the role of cross-sector collaboration and collaborative governance in urban sustainability transitions in three ways by: (1) extending the understanding on how intermediary functions are applied to scale urban collaborative governance; (2) developing the concept of a SCIO and a conceptual model for urban system change and describing the role of SCIOs to operationalise the conceptual model; and (3) contributing to the emerging understanding of how to make an abstract global agenda on collaboration, SDG Goal 17, more concrete by discussing the case of a global urban intermediary and multi-stakeholder partnership. It distinguishes between universal and systemic intermediary functions and discuss how these are applied across horizontal and vertical scales to foster collaborative governance and alignment. This contributes towards the understanding of how multi-level urban governance is organised and highlights the challenges and limitations encountered in scaling urban collaborative governance
