    Operationalizing the circular city model for naples' city-port: A hybrid development strategy

    The city-port context involves a decisive reality for the economic development of territories and nations, capable of significantly influencing the conditions of well-being and quality of life, and of making the Circular City Model (CCM) operational, preserving and enhancing seas and marine resources in a sustainable way. This can be achieved through the construction of appropriate production and consumption models, with attention to relations with the urban and territorial system. This paper presents an adaptive decision-making process for Naples (Italy) commercial port's development strategies, aimed at re-establishing a sustainable city-port relationship and making Circular Economy (CE) principles operative. The approach has aimed at implementing a CCM by operationalizing European recommendations provided within both the Sustainable Development Goals (SDGs) framework-specifically focusing on goals 9, 11 and 12-and the Maritime Spatial Planning European Directive 2014/89, to face conflicts about the overlapping areas of the city-port through multidimensional evaluations' principles and tools. In this perspective, a four-step methodological framework has been structured applying a place-based approach with mixed evaluation methods, eliciting soft and hard knowledge domains, which have been expressed and assessed by a core set of Sustainability Indicators (SI), linked to SDGs. The contribution outcomes have been centred on the assessment of three design alternatives for the East Naples port and the development of a hybrid regeneration scenario consistent with CE and sustainability principles. The structured decision-making process has allowed us to test how an adaptive approach can expand the knowledge base underpinning policy design and decisions to achieve better outcomes and cultivate a broad civic and technical engagement, that can enhance the legitimacy and transparency of policies

    Towards evaluation design for smart city development

    Smart city developments integrate digital, human, and physical systems in the built environment. With growing urbanization and widespread developments, identifying suitable evaluation methodologies is important. Case-study research across five UK cities - Birmingham, Bristol, Manchester, Milton Keynes and Peterborough - revealed that city evaluation approaches were principally project-focused with city-level evaluation plans at early stages. Key challenges centred on selecting suitable evaluation methodologies to evidence urban value and outcomes, addressing city authority requirements. Recommendations for evaluation design draw on urban studies and measurement frameworks, capitalizing on big data opportunities and developing appropriate, valid, credible integrative approaches across projects, programmes and city-level developments

    Towards operationalizing UNESCO Recommendations on “Historic Urban Landscape”: a position paper

    <p>This position paper critically analyses the process to implement the UNESCO Recommendation on the Historic Urban Landscape (2011), exploring evaluation tools, innovative business / management models and financing tools for the conservation and regeneration of Historic Urban Landscape (HUL), to make it operational in the perspective of a circular economy model of sustainable development for city / territory system regeneration. Through evaluation tools, it is possible to pass from general principles to operational practices; to produce empirical evidence of the economic, social and environmental benefits of HUL integrated conservation and regeneration. The challenge of generating a symbiosis between conservation and transformation issues requires adequate evaluation methods, business, management and financing tools, engaging civil society and local stakeholders, capturing both HUL tangible and intangible values to turn the historic urban landscape into a driver of sustainable growth. The analysis carried out in this paper shows that through the suggested tools it is possible to make operational the UNESCO Recommendations, transforming conflicts into opportunities, producing economic attractiveness and strengthen social awareness and cohesion.</p

    An Open Platform for Modeling Method Conceptualization: The OMiLAB Digital Ecosystem

    This paper motivates, describes, demonstrates in use, and evaluates the Open Models Laboratory (OMiLAB)—an open digital ecosystem designed to help one conceptualize and operationalize conceptual modeling methods. The OMiLAB ecosystem, which a generalized understanding of “model value” motivates, targets research and education stakeholders who fulfill various roles in a modeling method\u27s lifecycle. While we have many reports on novel modeling methods and tools for various domains, we lack knowledge on conceptualizing such methods via a full-fledged dedicated open ecosystem and a methodology that facilitates entry points for novices and an open innovation space for experienced stakeholders. This gap continues due to the lack of an open process and platform for 1) conducting research in the field of modeling method design, 2) developing agile modeling tools and model-driven digital products, and 3) experimenting with and disseminating such methods and related prototypes. OMiLAB incorporates principles, practices, procedures, tools, and services required to address the issues above since it focuses on being the operational deployment for a conceptualization and operationalization process built on several pillars: 1) a granularly defined “modeling method” concept whose building blocks one can customize for the domain of choice, 2) an “agile modeling method engineering” framework that helps one quickly prototype modeling tools, 3) a model-aware “digital product design lab”, and 4) dissemination channels for reaching a global community. In this paper, we demonstrate and evaluate the OMiLAB in research with two selected application cases for domain- and case-specific requirements. Besides these exemplary cases, OMiLAB has proven to effectively satisfy requirements that almost 50 modeling methods raise and, thus, to support researchers in designing novel modeling methods, developing tools, and disseminating outcomes.     Big data and smart cities: a public sector organizational learning perspective

    Public sector organizations (city authorities) have begun to explore ways to exploit big data to provide smarter solutions for cities. The way organizations learn to use new forms of technology has been widely researched. However, many public sector organisations have found themselves in new territory in trying to deploy and integrate this new form of technology (big data) to another fast moving and relatively new concept (smart city). This paper is a cross-sectional scoping study—from two UK smart city initiatives—on the learning processes experienced by elite (top management) stakeholders in the advent and adoption of these two novel concepts. The findings are an experiential narrative account on learning to exploit big data to address issues by developing solutions through smart city initiatives. The findings revealed a set of moves in relation to the exploration and exploitation of big data through smart city initiatives: (a) knowledge finding; (b) knowledge reframing; (c) inter-organization collaborations and (d) ex-post evaluations. Even though this is a time-sensitive scoping study it gives an account on a current state-of-play on the use of big data in public sector organizations for creating smarter cities. This study has implications for practitioners in the smart city domain and contributes to academia by operationalizing and adapting Crossan et al’s (Acad Manag Rev 24(3): 522–537, 1999) 4I model on organizational learning

    Value Co-Creation in Smart Services: A Functional Affordances Perspective on Smart Personal Assistants

    In the realm of smart services, smart personal assistants (SPAs) have become a popular medium for value co-creation between service providers and users. The market success of SPAs is largely based on their innovative material properties, such as natural language user interfaces, machine learning-powered request handling and service provision, and anthropomorphism. In different combinations, these properties offer users entirely new ways to intuitively and interactively achieve their goals and thus co-create value with service providers. But how does the nature of the SPA shape value co-creation processes? In this paper, we look through a functional affordances lens to theorize about the effects of different types of SPAs (i.e., with different combinations of material properties) on users’ value co-creation processes. Specifically, we collected SPAs from research and practice by reviewing scientific literature and web resources, developed a taxonomy of SPAs’ material properties, and performed a cluster analysis to group SPAs of a similar nature. We then derived 2 general and 11 cluster-specific propositions on how different material properties of SPAs can yield different affordances for value co-creation. With our work, we point out that smart services require researchers and practitioners to fundamentally rethink value co-creation as well as revise affordances theory to address the dynamic nature of smart technology as a service counterpart
