    Within this paper experiences and results from the work in the context of the European Initiative on Global Monitoring for Environment and Security (GMES) as they were gathered within the German Remote Sensing Data Center (DFD) are reported. It is described how data flows, analysis methods and information networks can be improved to allow better and faster access to remote sensing data and information in order to support the management of crisis situations. This refers to all phases of a crisis or disaster situation, including preparedness, response and recovery. Above the infrastructure and information flow elements, example cases of different crisis situations in the context of natural disasters, humanitarian relief activities and civil security are discussed. This builds on the experiences gained during the very active participation in the network of Excellence on Global Monitoring for Stability and Security (GMOSS), the GMES Service Element RESPOND, focussing on Humanitarian Relief Support and supporting the International Charter on Space and Major Disasters as well as while linking closely to national, European and international entities related to civil human security. It is suggested to further improve the network of national and regional centres of excellence in this context in order to improve local, regional and global monitoring capacities. Only when optimum interoperability and information flow can be achieved among systems and data providers on one hand side and the decision makers on the other, efficient monitoring and analysis capacities can be established successfully

    Survey of users of earth resources remote sensing data

    A user survey was conducted to determine current earth resources survey (ERS) data use/user status and recommendations for strengthening use. Only high-altitude aircraft and satellite (primarily LANDSAT) data were included. Emphasis was placed on the private sector/industrial user. Objectives of the survey included: who is using ERS data, how they are using the data, the relative value of current data use as well as obtaining user views as to possible ways of strengthening future ERS data use. The survey results are documented and should provide relevant decision making information for developing future programs of maximum benefit to all end users of satellite ERS data

    An assessment was made of the needs of a group of potential users of satellite remotely sensed data (state, regional, and local agencies) involved in natural resources management in five states, and alternative data management systems to satisfy these needs are outlined. Tasks described include: (1) a comprehensive data needs analysis of state and local users; (2) the design of remote sensing-derivable information products that serve priority state and local data needs; (3) a cost and performance analysis of alternative processing centers for producing these products; (4) an assessment of the impacts of policy, regulation and government structure on implementing large-scale use of remote sensing technology in this community of users; and (5) the elaboration of alternative institutional arrangements for operational Earth Observation Data Management Systems (EODMS). It is concluded that an operational EODMS will be of most use to state, regional, and local agencies if it provides a full range of information services -- from raw data acquisition to interpretation and dissemination of final information products

Remote sensing techniques to aid Michigan government agencies were applied in the following activities: (1) land use inventory and management, (2) great lakes shorelands protection and management, (3) wetlands protection and management, and (4) soil survey. In addition, information was disseminated on remote sensing technology, and advice and assistance was provided to a number of users

    The author has identified the following significant results. The project mapped land use/cover classifications from LANDSAT computer compatible tape data and combined those results with other multisource data via computer mapping/compositing techniques to analyze various land use planning/natural resource management problems. Data were analyzed on 1:24,000 scale maps at 1.1 acre resolution. LANDSAT analysis software and linkages with other computer mapping software were developed. Significant results were also achieved in training, communication, and identification of needs for developing the LANDSAT/computer mapping technologies into operational tools for use by decision makers
