    From car to bike. Marketing and dialogue as a driver of change

    The Paris Climate Agreement has sent a key message to the international community regarding the need to increase efforts to move towards a low-carbon economy and help slow climate change, while underpinning global long-term economic growth and sustainable development. COP 21 recognizes the social, economic and environmental value of voluntary mitigation actions and their co-benefits for adaptation, health and sustainable development. In this framework, the PTP Cycle project, running from 2013 to 2016 and funded by the European Commission through the Intelligent Energy Europe program, introduces a non-market approach through voluntary participation in the adoption of sustainable transport modes such as cycling, based on marketing to potential customers through Personalized Travel Plans. The medium-sized city of Burgos (Spain) and the cities of Ljubljana, Riga, Antwerp and London (boroughs of Haringey and Greenwich) developed a new policy instrument (Personalized Travel Plans) in order to increase bike patronage. Beyond potential savings of CO2, the results show that PTP as a form of Active Mobility Consultancy is a suitable instrument to influence modal shift to public transport, walking and cycling, and to address the challenges of climate change, while fostering sustainable transportation by changing mobility behaviour. These results, matching with the state-of-the-art of studies and pilot applications in other countries, allows deriving differentiated results for medium-size and large urban areas

    Land Value Capture Modeling in Commercial and Office Areas using a Big Data Approach

    Infrastructure development in Indonesia creates massive impacts on the economy. The Light rail transit (LRT) of greater Jakarta (Jabodebek) project has been estimated to have cost more than 29 trillion rupiahs due to land acquisition and route planning. The urban transit development may impact to the price of property including residential, commercials and offices along the route. This research aims to determine variables affecting the price elasticity of property and the correlation to station proximity. Data mining through web scrapping was used to assess the degree of correlation between price elasticity and station location. The result shows that approximately 13% of the commercial property was spread over a distance of 1 km from the LRT station. The closer a property to transit station, the price will be twice cheaper compared to those located further. The findings also show variables that highly contribute to property prices including schools, hospitals, and proximity to some of transit stations located in city center of Jakarta and building density

    Transport is already a large component of our economy and society. Historically, transport programmes were substantially about developing basic infrastructure networks. Now the emphasis is on the active management of systems and operating them to maximum advantage in the face of growing travel demand and capacity limitations. Combined developments in technology and the world economy have accelerated change to almost unpredictable levels. The change affects many areas and transport is not an exception. With new vehicle technologies, radical policies and the persistent growth in private and commercial vehicles, a new changing transport landscape is emerging. One of these changes comes in the form of sustainable transport management - managing the demand of existing infrastructure networks. The role of demand management has been illustrated in many reports and papers and it seems that governments are becoming more aware of it. This paper focuses on one particular demand management policy that is often regarded as radical and generally unacceptable. Road pricing often gets delayed or abandoned due to controversy, disagreements, unanticipated problems and a whole host of other delaying factors. There are complex interactions in transport management - there is a need for cooperation between networks, stakeholders and different authorities. Single measures that focus on 'sustainable transport' usually address a limited set of objectives and are not usually combined with other policy measures. When combined, it is sometimes unclear whether the multiple interactions between policy tools and implementation networks have been considered. An emerging case of implementation of a policy package in the UK is the support of road pricing initiatives combined with public transport improvements by the Transport Innovation Fund. The paper will present a review of the UK road pricing situation along with key implementation factors that show firstly the importance of combining policy tools and secondly the necessity in creating and maintaining strong implementation networks

    Actors and factors - bridging social science findings and urban land use change modeling

    Recent uneven land use dynamics in urban areas resulting from demographic change, economic pressure and the cities’ mutual competition in a globalising world challenge both scientists and practitioners, among them social scientists, modellers and spatial planners. Processes of growth and decline specifically affect the urban environment, the requirements of the residents on social and natural resources. Social and environmental research is interested in a better understanding and ways of explaining the interactions between society and landscape in urban areas. And it is also needed for making life in cities attractive, secure and affordable within or despite of uneven dynamics.\ud The position paper upon “Actors and factors – bridging social science findings and urban land use change modeling” presents approaches and ideas on how social science findings on the interaction of the social system (actors) and the land use (factors) are taken up and formalised using modelling and gaming techniques. It should be understood as a first sketch compiling major challenges and proposing exemplary solutions in the field of interest

    Analysing road pricing implementation processes in the UK and Norway

    Traditional transport policies of road expansion entail a relatively simple system of actors and processes around which expertise, knowledge, and skills which has built up over many decades. Some of the more radical Travel Demand Management measures, including urban road pricing, involve a complicated set of institutions, processes, people and procedures. Road pricing schemes often get delayed or abandoned due to controversy, disagreements, unanticipated problems and a whole host of other delaying factors. If they are implemented, they tend to be diluted and consequently become less effective. Strategic Niche Management (SNM) has previously been used to provide guidelines on the implementation of innovative transport technologies through setting up protected experimental settings (niches) in which actors learn about the design, user needs, social and political acceptability, and other aspects. Here SNM is modified to cover a policy approach through the analysis of road user charging case studies in the UK and Norway. A detailed analysis of the road user charging schemes in Bergen, Oslo, Durham and London is presented. Key factors identified include the role of stakeholder and user networks, the existence of a project champion, understanding the motivations and expectations of stakeholders and users, learning with regards to the regional context, and the change in perceptions associated with acceptance. Comparison between the four cases shows different approaches emerging from each country in implementing and ‘marketing’ of the policies. The paper concentrates on approaches such as: the purpose for introducing the policies, the involvement of users in the planning process and, the use of revenues for either providing alternative transport modes or financing road infrastructure. Key factors identified using the SNM framework include the role of stakeholder and user networks, the existence of a project champion, understanding the motivations and expectations of stakeholders and users, learning with regards to the regional context, and the change in perceptions associated with acceptance. This type of analysis could prove useful for transport planners envisaging the implementation of road pricing projects

    The globalization process taking place recent years has significantly increased the need for mobility. Due to the urban population growth and urbanization, the role of transportation engineering in daily life has mainly increased accompanied by the challenges featuring it. Of importance is the mobility on urban areas, considering the socio-economic and environmental effects. Furthermore in developing countries to such situations contribute the weak enforcement of traffic rules and regulations. This study illustrate, analyze and provides new methodologies on optimizing traffic congestion in the capital of Albania, Tirana. Focusing on the road network and public transportation impacts on mobility, the research seeks to outline new strategic solutions for the rapid developing capital, oriented toward society wealth as follows; i) The investigation and illustration of the strengths, weakness and improvements that could be implemented on road network and reorganization inside the urban area of the capital is of first call. ii) As the main motorized transportation mode, reorientation and coordination of public transport system directly affect the socio-economic behavior and smoother traffic flow. iii) The lack of coherent data concerning traffic information system in problematic bottlenecks directly affect traffic management in those zones. In this context, implementation of different techniques for data gathering and application of intelligent transportation system in particular areas like CBD, improves the management of the congestion. Beside, reassessment of the existing and implementation of new parking areas due to future requirements, efficiently smoothers unpredicted congestion situations. iv) Last but not list, the establishment of a framework for actions for the road network and public transportation systems of Tirana results in provision of successive recommendations and analysis. Moreover it shall evaluate the relationship and impact that and public transportation system have on each other and their effect to socio-economic development and environmental issues of the capital

    The evaluation of E-business related technologies in the Railway Industry

    For the purposes of this paper, e-business is defined as: "the performance, automisation and organisation of transactions, or chains of them, and the gathering and publishing of data, electronically over a communication protocol" Little research has been conducted either into how e-business technology can be successfully evaluated, or into the associated costs and benefits specifically related to the transportation and railway industries. Based upon a review of the current literature and a series of interviews held with railway operators, track managers and transportation customers from the Australian Fortune 100, the paper puts forward a framework for the evaluation of e-business investments within the railway industry. The research reported here is aimed at developing a flexible interface that enables the decision maker to assess and evaluate a wide variety of complex interacting variables. The proposed approach uses a variety of evaluation methods, as opposed to searching for a single "best" approach. Additionally, an attempt is being made to include the complex interaction between the implementation of the new technology and the changing organisational setting. A model is proposed using fuzzy logic to handle incomplete and uncertain knowledge; as well as to combine criteria within a conceptual model from which "real-worth" evaluations can be performed. This model provides a systematic approach to guide the decision maker in the deployment of e-business and emerging technologies in the industry. After discussing the main findings from a literature review on the use of evaluation frameworks in IT related projects, the paper deals with the proposed framework in detail. The use of empirical data, which was obtained transportation customers to help define the main framework factors, is also discussed. Finally, the paper summarises the main implications for rail freight of customers’s perceptions and stated needs in the e-business domain
