    OGSA first impressions: a case study re-engineering a scientific applicationwith the open grid services architecture

    We present a case study of our experience re-engineeringa scientific application using the Open Grid Services Architecture(OGSA), a new specification for developing Gridapplications using web service technologies such as WSDLand SOAP. During the last decade, UCL?s Chemistry departmenthas developed a computational approach for predictingthe crystal structures of small molecules. However,each search involves running large iterations of computationallyexpensive calculations and currently takes a fewmonths to perform. Making use of early implementationsof the OGSA specification we have wrapped the Fortranbinaries into OGSI-compliant service interfaces to exposethe existing scientific application as a set of loosely coupledweb services. We show how the OGSA implementationfacilitates the distribution of such applications across alarge network, radically improving performance of the systemthrough parallel CPU capacity, coordinated resourcemanagement and automation of the computational process.We discuss the difficulties that we encountered turning Fortranexecutables into OGSA services and delivering a robust,scalable system. One unusual aspect of our approachis the way we transfer input and output data for the Fortrancodes. Instead of employing a file transfer service wetransform the XML encoded data in the SOAP message tonative file format, where possible using XSLT stylesheets.We also discuss a computational workflow service that enablesusers to distribute and manage parts of the computationalprocess across different clusters and administrativedomains. We examine how our experience re-engineeringthe polymorph prediction application led to this approachand to what extent our efforts have succeeded

    Value Chains of Carrot Commodity On Suthomadansih Agropolitan Area In Karanganyar Regency

    In 2007, Central Java Government has been starting the implementation of agropolitanprogram in some regency that has the potential in the agriculture sector, Karanganyar Regency one of them. Through this program, SuthomadansihAgropolitan Area was established. One of the leading commodities from Suthomadansih is carrot commodity. Carrot commodity is then taken into consideration in the implementation of agropolitan program, in the form of provision of infrastructure and community development programs. The objectives of the research study are to investigate the value chain of carrot in Suthomadansih, as well as to analyze how the implementation of agropolitan program supports the value chain of carrot. Meanwhile, in order to investigate how the implementation of agropolitan program in suthomadansih supports to value chain of carrot, there are three indicators that will be identified; the development of supporting infrastructure, agribusiness system, and development of human resource (Iqbal and Iwan, 2009). Both of qualitative and quantitative analysis has been applied into the study with the performance table of the implementation of agropolitan program and value chain analysis as tool to conduct the analysis. Based on the value chain of carrot in Suthomadansih, some development programs from Local Government through the agropolitan program has been conducted from upstream to downstream of carrot commodity. However, some programs are failed to support the value chain of carrot so that the improvement of value chain of carrot could not be optimized. Those programs are Agribusiness Sub Terminal, Worta Cluster, Vitmaka, and Farm Road Improvement Program.The implementation of agropolitan program is not sustainable because of the absence of the budgets of local governments. The program is only implemented for 3 years (2007-2009) so that there are no significant effects of the program on the agricultural sector, especially for carrot commodity

    Dialectic tensions in the financial markets: a longitudinal study of pre- and post-crisis regulatory technology

    This article presents the findings from a longitudinal research study on regulatory technology in the UK financial services industry. The financial crisis with serious corporate and mutual fund scandals raised the profile of compliance as governmental bodies, institutional and private investors introduced a ‘tsunami’ of financial regulations. Adopting a multi-level analysis, this study examines how regulatory technology was used by financial firms to meet their compliance obligations, pre- and post-crisis. Empirical data collected over 12 years examine the deployment of an investment management system in eight financial firms. Interviews with public regulatory bodies, financial institutions and technology providers reveal a culture of compliance with increased transparency, surveillance and accountability. Findings show that dialectic tensions arise as the pursuit of transparency, surveillance and accountability in compliance mandates is simultaneously rationalized, facilitated and obscured by regulatory technology. Responding to these challenges, regulatory bodies continue to impose revised compliance mandates on financial firms to force them to adapt their financial technologies in an ever-changing multi-jurisdictional regulatory landscape

    We analyze instruments to evaluate investment strategies as new options for co-operatives within the wheat production chain. Using a value-based management the extension of our concept, a “cooperative balanced scorecard” is discussed as we propose the further differentiation of the scorecard’s financial perspective. This is a market development-driven approach as cooperatives may be regarded as commodity-price-intermediators for their members.     Testing the Reliability of FERC's Wholesale Power Market Platform: An Agent-Based Computational Economics Approach

    In April 2003 the U.S. Federal Energy Regulatory Commission (FERC) proposed the Wholesale Power Market Platform (WPMP) for common adoption by U.S. wholesale power markets. The WPMP is a complicated market design that has been adopted in some regions of the U.S. but resisted in others on the grounds that its reliability has not yet been sufficiently tested. This article reports on the development of an agent-based computational framework for exploring the economic reliability of the WPMP. The key issue under study is the extent to which the WPMP is capable of sustaining efficient, orderly, and fair market outcomes over time despite attempts by market participants to gain advantage through strategic pricing, capacity withholding, and/or induced transmission congestion.     Development of fisheries co-management in Cambodia : a case study and its implications

    The livelihoods and food security of many Cambodians depend heavily on inland capture fisheries, so the sustainable management of these fisheries is very important. Notwithstanding, the sustainability of Mekong fisheries is threatened by increasing fishing pressure and habitat modifications. Current management is considered insufficiently capable of controlling levels of exploitation and achieving equitable distribution of the resource, and the Cambodian government is promoting co-management initiatives as a way of addressing these issues. Using an institutional analysis approach, the current performance of co-management in a Mekong mainstream fishery was assessed, and factors limiting success identified. Results suggest that performance and sustainability of co-management are currently constrained by a lack of clearly defined property rights and resource boundaries, a mismatch between resource scale and management initiatives, and an absence of enabling legislation. Furthermore, objectives for management differ between stakeholders and are not well defined overall. While enabling legislation due to come into effect shortly is expected to improve performance and sustainability of co-management, boundary and scale issues will continue to pose challenges to co-management in open systems such as the Mekong mainstream. As a result, calls for innovative solutions, such as a federation of co-management schemes, will continue.
