The purpose of the Policy Project is to assist DFID to develop policies and processes to support the mainstreaming of disability and to ensure that the Disability KaR’s knowledge and research outputs are responsive to DFID’s needs and effectively communicated to DFID. The Policy Project has seen the placement of the Disability Policy Officer in DFID to provide DFID with technical support on disability issues. Developing Primary Liaison Psychiatric Services for HIV/AIDS Patients in Community

In Indonesia, the number of HIV/AIDS patients has grown at significant level. HIV can be a source of major stress which can lead to changes in mental health, such as persistent sadness, feeling empty and anxiety. The ability of liaison officer could help patients reduce their psychiatric problems and at the same time it can greatly affect patients' risks for transmission of HIV to others. This study aimed to analyze the effect of developing primary liaison psychiatric services for HIV/AIDS patients on the abilities of health care workers to provide treatments. This study used a quasi experimental design with one group pretest-posttest which included 64 health care workers aged between 20 and 50 years from the Community-Integrated Health Care in East Java. The inclusion criteria were nurses and physician in Community-Integrated Health Care. The respondents were assessed using the Abilities of Health Care Workers Checklist pre-treatment and post-treatment. The outcomes were analyzed using the Wilcoxon signed rank test. There was a significant increased in the abilities of health care workers to provide psychiatric services after treatment (p<0.05). The liaison psychiatric services were considered to be effective in increasing the abilities of health care workers in improving the treatment of HIV/AIDS

Analyzing community responses to HIV and AIDS : operational framework and typology

This paper presents a framework for analyzing the community response to HIV and AIDS. On the basis of a review of the literature, six criteria are proposed for characterizing such community responses: (1) the types of organizations and structures implementing the response, (2) the types of activities or services implemented and the beneficiaries of these, (3) the actors involved in and driving community responses, (4) the contextual factors that influence community responses, (5) the extent of community involvement in the response, and (6) the extent to which community responses involve wider partnerships and collaboration.Disability,Civil Society,Community Development and Empowerment,HIV AIDS,Health Monitoring&Evaluation

Engaging Local Non-Governmental Organizations (NGOs) in the Response to HIV/AIDS.

During the past few years, a number of key donor programs have scaled up their global response to the crisis of HIV and AIDS. The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM), the World Health Organization (WHO), the Joint United Nations Programme on HIV/AIDS (UNAIDS), the President’s Emergency Plan for AIDS Relief (PEPFAR), the United Nations’ Millennium Development Goals (MDGs), the World Bank’s Multi-country HIV/AIDS Program (MAP), and other bilateral donors and charitable foundations have raised significant resources to fight HIV/AIDS. Spending on HIV/AIDS in low- and middle-income countries increased from $1 billion in 2000 to$6.1 billion in 2004. By 2007, global resources for HIV/AIDS are expected to expand to $10 billion. Local non-governmental organizations (NGOs), faith-based organizations (FBOs), and community-based organizations (CBOs) have been at the center of the response to the HIV/AIDS pandemic. In many countries, they have been responsible for the majority of the resources reaching individuals and have played a leading role in developing and implementing sustainable strategies to mitigate and prevent HIV/AIDS. One of PEPFAR’s strategic principles is to encourage and strengthen faithbased and community-based non-governmental organizations. The identification of sustainable and efficient local NGOs and the capacity building of these partners is the cornerstone on which the effective engagement of local NGOs is built. The goal of this paper is to begin a discussion among donors, international and local NGOs, and multilateral and U.S. government representatives on how to effectively engage indigenous partners and transfer much-needed resources

A Practical Guide to Integrating Reproductive Health and HIV/AIDS into Grant Proposals to the Global Fund

Integrating RH and HIV can greatly contribute to mitigating the AIDS pandemic by reducing unintended pregnancy; preventing perinatal transmission; expanding to more target groups; reducing gender based violence; meeting the needs of people living with HIV and providing our youth with the knowledge and services they need. Whether to integrate, how to integrate and exactly what to integrate will depend on a country's epidemiological profile, policies and program structures.Experience with implementation of integration initiatives in countries around the world shows that scale up and sustainability requires attention to policy and program operations issues. This document, with links to a range of resources, will help CCMs, civil society organizations and others developing proposals for the Global Fund that contribute to preventing HIV and mitigating the effects of the AIDS pandemic through programs that link and integrate RH and HIV/AIDS
