    The Delphi Method Research Strategy in Studies of Information Systems

    In this paper, we discuss the nature and use of the Delphi methodology in information systems research. More specifically, we explore how and why it may be used. We discuss criteria for evaluating Delphi research and define characteristics useful for categorizing the studies. We review Delphi application use in IS research over the last 23 years, summarize lessons learned from prior studies, offer suggestions for improvement, and present guidelines for employing this distinctly useful qualitative method in future information systems research studies

    The Need and Future of Digitalization in Romania - a Delphi Method Research

    Our research objective is to find the level of understanding and the vision about digitalization in Romania among key decision makers in national and local public institution. The purpose of our research is to find the future directions of public policies, the institutional bottlenecks and assets in the sphere of digitalization in Romania. We used the Delphi method, using a back and forth set of questions thru a set of ten key decision makers with high impact on public policies and three with high responsibilities in Digitalization. We use two rounds of Delphi questions applied, with one updated semi structured interview guide. A content analysis was applied. The major findings are: (a) The decision makers we investigate have an unclear view about the needs of digital transformation in Romania. Most of them when talked about the needs for digitalization in Romania refer to EU digital policies and the need for a more transparent and fast servicing public institutions; (b) The vulnerability of strategic infrastructure in case of digitalization is a powerful reason to procrastinate the digital transformation; (c) Decision makers think that EU policies will force Romania to implement digital transformation even the public institutions will not act; (d) Most of them think that the government should have the initiative to digitalize Romanian society (both public and private); (e) All of them think that the bottleneck of digital transformation is mainly public servants; (f) The myth of Romanians who are IT experts, more above the EU media IT literacy is a fundamental perception of all key decision makers. There is a link between digitalization of states and those of companies inside the states. Better digital private companies are better digital public institutions are (in the same state). The digital transformation in Romania it is done in waves, it is not a constant public policy preoccupation, and the effect of no digitalization of Romania society is not understand in depth. The digital literacy of key decision makers is medium and affect public policies in digital dimension

    There is a global increase in the number of emergency department (ED) admissions due to various factors such as ageing population, comorbidities, improved healthcare system, changing clinical practice, winter pressure and emergence of new diseases and infection such as the ongoing Covid 19 pandemic. The impact of rising demand for services include prolonged ED stay, delayed admissions, cancelled elective procedures, lack of bed availability, poor patient experience and pressure on other departments1,2,3,6. To address this growing problem, waiting time is a key measure of performance and a four-hour target for ED is recommended3,

    The Delphi method: methodological issues arising from a study examining factors influencing the publication or non-publication of mental health nursing research

    Purpose – The paper describes how the classic Delphi method can be adapted and structured to ensure that specific research questions are clearly addressed. Design/methodology/approach – As part of a larger mixed method project, a modified Delphi study was undertaken to explore factors influencing publication and non-publication of mental health nursing research. Findings - This paper reports brief findings from the Delphi study. However, its main focus is the methodological issues arising from the Delphi method. Implications - The paper argues that the classic Delphi method can be adapted and structured to ensure that specific research questions are able to be clearly answered. The adaptations are pragmatic in approach and in keeping with the general principles underpinning the Delphi method, while successfully addressing the problems of attrition and previous criticism of homogenous panels. Originality/value - This paper offers some practical solutions to issue arising from undertaking research using the Delphi method

    The impact of the internet of things on mobile workers

    Ongoing developments in digital, computer, and communication technologies are likely to have profound long-term consequences for the nature of work and employment (Brynjolfsson & McAfee 2016). One significant area of development concerns the Internet of Things (IoT). The IoT can be described as everyday objects, such as cars, fridges or watches, having internet connectivity allowing them to send and receive data. The IoT is predicted to be a major IT-enabled business trend over the next 10 years. Peppet (2014) suggests the potential for 200 billion connected devices by 2020 and a trillion by 2025, and Mishra et al. (2016) note that according to McKinsey (2013), IoT has a potential global economic impact of $36 trillion. A recent Computing (2016) report indicates that in the UK, applications of the IoT in work settings are most likely to involve the use of tracking devices for internal deployment to achieve cost optimization. For example, an English county police force are deploying an IoT platform to create connected vehicles and 4G streaming cameras that are lightweight and wearable and can stream high definition video. Internet-connected police cars allow police officers to use laptops, mobile phones and tablet computers in their vehicles giving them access to important information while working remotely (Palmer, 2015). Thus, the IoT has the potential to have significant impacts on the organization and management of mobile workers. This study will examine the impact of IoT technologies on mobile work in UK organizations. The main emphasis of the project is to develop user-centric considerations of digital technologies to counterbalance techno-centric research on this topic: the users in this study are defined as both organizations and individual workers. This is partly because various concerns have been raised regarding surveillance implications of these technologies for workers (O’Connor, 2015). This exploratory study has two aims: 1) to understand organizational drivers for the adoption of IoT for mobile work; 2) to explore how IoT technologies impact on mobile workers

    Attributes, Processes, and Tendencies applied to Government Information Technology Outsourcing

    This study is concerned with the influence of contract norms on relationships in government IT outsourcing. Government IT outsourcing in Australia has a considerable budget (CRN 2012), but there is evidence of failure (Glass 2013; Pennington 2013; Rouse and Corbitt 2002), and is understudied theoretically (Gantman 2011). This study uses contract norms, classified into attributes and processes (Goles and Chin 2005). They are modified by tendencies, an expression of the way government IT outsourcing is different to private sector IT outsourcing. We will ask the government IT outsourcing managers how the tendencies affect the attributes and processes. The potential contribution is to identify and classify the tendencies, and to explore the impact of the tendencies on the attributes and processes
