    Empowering citizens' cognition and decision making in smart sustainable cities

When considering smart and sustainable cities, this big data generates useful information and insights to citizens, service providers, and policy makers. Transforming this data into knowledge allows for empowering citizens' cognition as well as supporting decision-making routines. However, several operational and computing issues need to be taken into account: 1) efficient data description and visualization, 2) forecasting citizens behavior, and 3) supporting decision making with intelligent algorithms.     This report highlights some of the key lessons learned from the past about sustainable sanitation solutions, new thinking emerging from consolidated learning and innovative experimentation on-the-ground, and some of the conditions necessary for success if real improvements in sanitation are to be achieved and sustained in rural and urban areas. Special attention is placed on the shift from supply-led sanitation projects to demand-led and market-oriented projects. The report concludes that with much deeper attention and broadened interest in sanitation, a more realistic view of the complexity, time, resources and effort needed to meet the challenge of large-scale sustainable changes in sanitation at the household level

    The Challenge of Building Proper Urban Indicator System: A Proposal for Croatian Cities

    In this paper, urban indicator system is investigated in the context of urban policy processes. Indicators are seen as a tool to enhance urban management and special attention is given to their role in providing assistance in monitoring municipal development and performance. The paper will present desirable features of useful indicators from the city perspective, as well as framework to include these indicators in urban policy and management successfully. Formulation of proper indicator system requires a good understanding of the utilization, diffusion and dissemination of information in policy processes, so the paper will consider basic constraints related to these preconditions such as existing knowledge gaps within the indicator developer community vs. their theoretical limitations, communication concerns, human and technical capacities, policy issues etc. This paper will also elaborate modest Croatian experience in developing urban indicator system and lessons learned will be used as guidelines in making illustrative proposal for Croatian cities. In addition, this paper will try to define particular environmental, economic and governance variables/indices that should be adopted as urban indicators, taking in account Croatian specificities. We conclude this paper by addressing future challenges related to integration of urban indicator system within urban policy in Croatia.

The U.S. spends $218 billion a year -- 1.3% of GDP -- growing, processing, transporting, and disposing of food that is never eaten. The causes of food waste are diverse, ranging from crops that never get harvested, to food left on overfilled plates, to near-expired milk and stale bread. ReFED is a coalition of over 30 business, nonprofit, foundation, and government leaders committed to building a different future, where food waste prevention, recovery, and recycling are recognized as an untapped opportunity to create jobs, alleviate hunger, and protect the environment -- all while stimulating a new multi-billion dollar market opportunity. ReFED developed A Roadmap to Reduce U.S. Food Waste as a data-driven guide to collectively take action to reduce food waste at scale nationwide.This Roadmap report is a guide and a call to action for us to work together to solve this problem. Businesses can save money for themselves and their customers. Policymakers can unleash a new wave of local job creation. Foundations can take a major step in addressing environmental issues and hunger. And innovators across all sectors can launch new products, services, and business models. There will be no losers, only winners, as food finds its way to its highest and best use

    Sanitation under Stress: How Can Urban Services Respond to Acute Migration?

    This working paper aims to identify key research questions around the successes and failures of urban governance structures in delivering essential services to populations following large migration movements.It does so through a review of the existing literature on the subject. It then unpacks how conflict-induced migration has affected Jordan's urban infrastructure and systems for the provision of basic services.In conclusion, we call for a research agenda that can help utilities, governments, non-governmental organisations and other service providers to better understand and overcome the challenges of sanitation provision in urban contexts 'under stress', without reinforcing existing inequalities or creating new ones, and to progress towards realising the Sustainable Development Goals' aspirations for 'universal access to adequate and equitable sanitation' by 2030

    Contracting for Government Services: Theory and Evidence from U.S. Cities

    Local governments can provide services with their own employees or by contracting with private or public sector providers. We develop a model of this "make-or-buy" choice that highlights the trade-off between productive efficiency and the costs of contract administration. We construct a dataset of service provision choices by U.S. cities and identify a range of service and city characteristics as significant determinants of contracting decisions. Our analysis suggests an important role for economic efficiency concerns, as well as politics, in contracting for government services.

    Adoption of "eco-advantage" by SMEs: emerging opportunities and constraints

    Purpose: A recent study has asserted that businesses need to adopt “eco-advantage”. This paper aims to explore the viability of small and medium enterprises (SMEs) achieving “eco-advantage” by exploring their understanding of sustainability issues, how they adopt and innovate in terms of sustainability and the benefits and obstacles they face. Design/methodology/approach: The research approach is exploratory, comprised of 15 SME embedded cases based in the UK. The cases are participants in short interventions in sustainable product and process design as a part of a university knowledge transfer project, representing the overall case. Cases are based on interviews with company participants and collaborating academics, supplemented by documentary and observational evidence. Findings: The results build on the work on “eco-advantage” found in a recent study, highlighting marketing, rather than compliance issues as a catalyst for change. The newly aware SME enters a development process which involves cumulative capabilities, gaining a nascent inner confidence, which includes espousing wider sustainable values. Research limitations/implications: The results reveal the scope and challenges for SMEs to adopt more sustainable practices, encompassing innovations and a broad set of capabilities. Further research points to the need to monitor benefits as well as inputs in evaluating sustainability improvements and to consider longitudinal business sustainability issues. Originality/value: The paper informs the emerging debate on sustainability in SMEs, providing a rich source of data to enhance the provision of business support and knowledge transfer activities, where a more holistic and customised approach is required to realise the real environmental and economic benefits accrued from implementing sustainable improvements
