    A multi-agent based system to promote collaboration among Namibian transport stakeholders in order to reduce empty runs

    The main aim of transport stakeholders has always been to transport freight efficiently, as this efficiency contributes to the growth and success of their business. A country like Namibia is no different as the efficiency of transport lies in the effective utilisation of carrier capacity in any direction. Due to the various types of freight, transport operators rarely have the capacity to cover all freight movement requests. This research put the empty runs experienced by most of the Namibian transporters at 33%. Empty runs could however be reduced through collaboration and sharing of capacity among transport stakeholders. Multi-agent systems (MAS) are various individual computer agents that are configured independently to interact with other agents to achieve one goal. These systems have been explored as an approach to achieve collaboration among transporter stakeholders. Taking into consideration the characteristics and requirements of MAS, this research was able to conduct a feasibility of its implementation within Namibia.     This research analyses the impact in Kenya of the use of the Kenya National Electronic Single Window System by trade stakeholders. The study investigates the role that the establishment of the Single Window System (SWS) plays in improving the efficiency of the cargo clearance process. It also analyses the benefits and challenges that the trade stakeholders have experienced from the onset of the SWS roll-out. This research highlights relevant issues related to trade facilitation and presents an overview on the SWS as one of the tools for trade facilitation. A review of the background of trade facilitation and the relevant international regulatory frameworks on the trade facilitation agreements is presented. A brief discussion on the types and models of SWS is presented along with their characteristics, benefits, challenges from all stakeholder perspectives. The principal objective of the study is to identify and evaluate the underlying issues in the implementation of SWS. The study therefore focuses on the Critical Success Factors (CSF) for the implementation of SWS, the importance of concrete policy and regulatory frameworks backing the SWS operations and the effects of the implementation of SWS on stakeholder business processes and operations. The successful establishment of SWS is highly dependent on the alignment of business and ICT strategy with policy and regulatory frameworks in place relating to international trade and customs. The policy frameworks will determine the technical operations of the SWS and financial model needed to sustain the operating agency

    Improving the efficiency of Port Community Systems through integrated information flows of logistic processes

    The aim of the paper is to investigate maritime logistic processes, focusing on efficiency and coordination. The topic is timely because, in the European context, the EU Directive no. 2010/65/EU imposes the adoption of digital procedures concerning documents and information, in order to facilitate the relationships between all the actors of a port community system (PCS). From a theoretical viewpoint, we adopt the evolutionary economic approach, since it helps to understand the change processes due to its focus on organizational routines and their institutionalization. From a methodological viewpoint, we adopt a case-study approach, investigating the port of Salerno (south of Italy), which is involved in the “Smart Tunnel Project”, whose aim is to create a platform for intelligent logistic services. As a result, we provide a model that aims to replace the old inter- organizational routines with new more efficient ones, also improving the knowledge of the logistic processes through a facilitation of the exchange of documents and information between all the involved actors

By the late 1990s, the Republic of Korea was one of the most "wired" countries in the world. Given the rapid pace of IT adoption, it made sense for the Republic of Korea to utilize IT for customs procedures and trade facilitation.     The Best Practice Handbook (BPH) gives an overview about current concepts, strategies and actions in freight transport all over Europe. It is disseminating information on successful projects and practices to increase awareness and share experiences. It is enabling knowledge transfer and supporting transferability for best practices. The third and last Best Practice Handbook focuses on the work done over the entire project, with 157 inventory cases and 60 in-depth analyses. After four years of case collection a wide field of solutions is available. The main findings of the BESTFACT cases are cross-checked and summarised for each of the cluster topics. The consistent form of collection and information provision broadens the structural understanding of best practice cases. The synthesis of cases per topic shows that under consideration of barriers and framework conditions replicable impacts are achievable.     Perspectives from the private sector on the trade facilitation tools and instruments being implemented in SADC and COMESA : a case of Malawi

    The researcher observed that little or no attention was being paid to the realities and experiences that the Malawian private sector faced when using various Trade Facilitation (TF) measures being implemented by Malawi within the context of Southern African Development Community (SADC) and Common Market for Eastern and Southern Africa (COMESA) and when trading within the SADC and COMESA regions. Notable gaps were identified in the overall TF management process in Malawi. This study made an assessment of each TF measure that Malawi introduced and implemented within the context of SADC and COMESA, analysing its benefits and challenges from a private-sector perspective. Questionnaires and interviews were used to get in-depth, objective and honest perspective from the private sector on these TF measures. The findings of the study revealed that the various TF measures implemented brought: universal and common tariff coding and measurement units for goods; certainty and predictability in the classification of goods; speedy release of goods; reduced delays in transit time; preferential rates of duty for the private sector. Other anticipated results include a further reduction in insurance and bond costs and faster sharing of information, once other measures are fully implemented. In brief, most TF measures reduced the cost of doing business. However, challenges were also found and they included: limited and selective awareness and involvement of the private sector during both consultation and implementation of the TF instruments; unharmonised implementation of the TF measures; notable lack of trust between customs and trade community; notable delays in implementation of some measures; no post-mortem and audit of the TF measures to check and confirm the successes and challenges that the TF measures have brought into the trade chain; poor selection and management of stakeholders to involve; secretive acts over TF information; and weaknesses in the legal frameworks of SADC and COMESA.
