Defining and identifying the knowledge economy in Scotland: a regional perspective on a global phenomenon

    Get PDF
The development and growth of a knowledge economy has become a key policy aim forgovernments in all advanced economies. This is based on recognition that technologicalchange, the swift growth of global communications, and the ease of mobility of capital across national borders has dramatically changed the patterns of international trade and investment. The economic fate of individual nations is now inseparably integrated into the ebb and flow of the global economy. When companies can quickly move capital to those geographical locations which offer the best return, a country's long term prosperity is now heavily dependent on its abilityto retain the essential factors of production that are least mobile. This has led to apremium being placed on the knowledge and skills embodied in a country's labourforce, as it has become a widely accepted view that a country which possesses a high level of knowledge and skills in its workforce will have a competitive advantage overothers with a lower domestic skill base. Knowledge and skills are thought to be thebasis for the development of a knowledge economy

Relocation of government activities as a regional policy measure

    Get PDF
In recent years there has been a growing interest towards relocation of government activities - moving civil service jobs away from capital to provincial regions, so from center to more peripheral regions - in Finland. Similar plans were made in the 1960s and 1970s, but they remained largely unimplemented. The aim of this paper is to examine the theoretical origins of these older relocation plans and to assess relocation of government activities as a tool in Finnish regional policy. Consideration is given to potential weak points and reasons behind the non-implementation of the relocation plans.

This report identifies major constraints to the adaptive capacity of food organisations operating in Australia. This report is about food security, climate change and risk management. Australia has enjoyed an unprecedented level of food security for more than half a century, but there are new uncertainties emerging and it would be unrealistic – if not complacent – to assume the same level of food security will persist simply because of recent history. The project collected data from more than 36 case study organisations (both foreign and local) operating in the Australian food-supply chain, and found that for many businesses,  risk management practices require substantial improvement to cope with and exploit the uncertainties that lie ahead. Three risks were identified as major constraints to adaptive capacity of food organisations operating in Australia:  risk management practices; an uncertain regulatory environment – itself a result of gaps in risk management; climate change uncertainty and projections about climate change impacts, also related to risk management
