    Multicriteria ranking using weights which minimize the score range

    Various schemes have been proposed for generating a set of non-subjective weights when aggregating multiple criteria for the purposes of ranking or selecting alternatives. The maximin approach chooses the weights which maximise the lowest score (assuming there is an upper bound to scores). This is equivalent to finding the weights which minimize the maximum deviation, or range, between the worst and best scores (minimax). At first glance this seems to be an equitable way of apportioning weight, and the Rawlsian theory of justice has been cited in its support.We draw a distinction between using the maximin rule for the purpose of assessing performance, and using it for allocating resources amongst the alternatives. We demonstrate that it has a number of drawbacks which make it inappropriate for the assessment of performance. Specifically, it is tantamount to allowing the worst performers to decide the worth of the criteria so as to maximise their overall score. Furthermore, when making a selection from a list of alternatives, the final choice is highly sensitive to the removal or inclusion of alternatives whose performance is so poor that they are clearly irrelevant to the choice at hand

    Fuzzy clustering of homogeneous decision making units with common weights in data envelopment analysis

    Data Envelopment Analysis (DEA) is the most popular mathematical approach to assess efficiency of decision-making units (DMUs). In complex organizations, DMUs face a heterogeneous condition regarding environmental factors which affect their efficiencies. When there are a large number of objects, non-homogeneity of DMUs significantly influences their efficiency scores that leads to unfair ranking of DMUs. The aim of this study is to deal with non-homogeneous DMUs by implementing a clustering technique for further efficiency analysis. This paper proposes a common set of weights (CSW) model with ideal point method to develop an identical weight vector for all DMUs. This study proposes a framework to measuring efficiency of complex organizations, such as banks, that have several operational styles or various objectives. The proposed framework helps managers and decision makers (1) to identify environmental components influencing the efficiency of DMUs, (2) to use a fuzzy equivalence relation approach proposed here to cluster the DMUs to homogenized groups, (3) to produce a common set of weights (CSWs) for all DMUs with the model developed here that considers fuzzy data within each cluster, and finally (4) to calculate the efficiency score and overall ranking of DMUs within each cluster

    Research and development portfolio management is traditionally technologically and financially dominated, with little or no attention to the sustainable focus, which represents the triple bottom line: not only financial (and technical) issues but also human and environmental values. This is mainly due to the lack of quantified and reliable data on the human aspects of product/service development: usability, ecology, ethics, product experience, perceived quality etc. Even if these data are available, then consistent decision support tools are not ready available. Based on the findings from an industry review, we developed a DEA model that permits to support strategic R&D portfolio management.     Multi crteria decision making and its applications : a literature review

    This paper presents current techniques used in Multi Criteria Decision Making (MCDM) and their applications. Two basic approaches for MCDM, namely Artificial Intelligence MCDM (AIMCDM) and Classical MCDM (CMCDM) are discussed and investigated. Recent articles from international journals related to MCDM are collected and analyzed to find which approach is more common than the other in MCDM. Also, which area these techniques are applied to. Those articles are appearing in journals for the year 2008 only. This paper provides evidence that currently, both AIMCDM and CMCDM are equally common in MCDM

    Smart Growth Principles Combined with Fuzzy AHP and DEA Approach to the Transit-oriented Development (TOD) Planning in Urban Transportation Systems

    The research for a land use and transportation planning has always been an important study area among the urban planning field. Since the 20th century, automobiles had become the main media as the transportation vehicle. However, the automobile-oriented development (AOD) also caused the sever urban sprawl problem during the past years. In order to reduce the problems of urban sprawl, the Smart Growth concepts have been proposed and applied to transportation planning process. In recent years, with the up to date sustainable development concept, the transit-oriented development (TOD) model has become one of the novel transport planning strategies utilized to improve the urban environment by means of Smart Growth principles. This study tries to integrate smart growth principles into the urban transportation planning development strategies and utilize objective scientific method to the empirical study. This study will include the following sections. First of all, we try to study and classify the category of smart growth principles based on literature review. Followed by applying fuzzy Delphi technique (FDT) to obtain individual expert’s opinions and to screen the most important criteria of proposed principles in our research. And then the empirical study of Taipei Metro Transit System will be demonstrated to show the application of our proposed methodology. Finally, the utilization of data envelopment analysis (DEA) model combined with assurance region analysis will be applied to select the most suitable MRT stations as the suggested strategies for public sectors.     Analyzing the solutions of DEA through information visualization and data mining techniques: SmartDEA framework

    Data envelopment analysis (DEA) has proven to be a useful tool for assessing efficiency or productivity of organizations, which is of vital practical importance in managerial decision making. DEA provides a significant amount of information from which analysts and managers derive insights and guidelines to promote their existing performances. Regarding to this fact, effective and methodologic analysis and interpretation of DEA solutions are very critical. The main objective of this study is then to develop a general decision support system (DSS) framework to analyze the solutions of basic DEA models. The paper formally shows how the solutions of DEA models should be structured so that these solutions can be examined and interpreted by analysts through information visualization and data mining techniques effectively. An innovative and convenient DEA solver, SmartDEA, is designed and developed in accordance with the proposed analysis framework. The developed software provides a DEA solution which is consistent with the framework and is ready-to-analyze with data mining tools, through a table-based structure. The developed framework is tested and applied in a real world project for benchmarking the vendors of a leading Turkish automotive company. While highlighting the contribution of UNDP to the concept of human development and construction of HDI it mentions that the introduced concept and method of measurement is a huge qualitative improvement over the earlier concept of growth and per capita GDP measurement.
