    The quality of education as a primary concern of the sustainable development

    The quality of higher education aimed at solving problems of the sustainable development in economy and society is considered in this article. The goal of the sustainable development is to ensure high quality level of life for the present day and future generations. Education plays a significant role in achievement of this goal. The task of education is to develop the comprehensive knowledge in all the elements of the sustainable development, such as: ecology, economy, social sphere, and the ways of their effective interaction. This article contains the results of the research in this area obtained by the scientists of the Management Department of the Ogarev Mordovia State University while preparing for the international conference “Lifelong Education for the Sustainable Development”. The surveys conducted among schoolchildren, students, teachers, employers and the representatives of the state authorities in several regions of the Russian Federation (the Republic of Mordovia, the Novosibirsk, Tambov, Penza, Moscow regions) allowed studying the public opinion on the quality of higher education in Russia and its compliance with the modern and future needs of the economy and society, on the necessity of permanent education, defining the ways of the further development and improvement of higher education in Russia for the benefit of the sustainable development.     Differences in the levels of human capital and the countries’ abilities to maintain, attract, and expand it within them determine the opportunities of innovative development and the future economic growth. That is why, as a rule, all the international comparative assessments of the innovative development levels begin with human resources assessments. The most important investments determining the development of human resources are those in education and scientific research. The goal of this research is to identify the potential of the Eurasian Economic Union (EAEU) countries in the formation of innovative economies based on highly qualified cadres, using the current achievements of science and technology for the growth of their population’s well-being. EAEU came into force in January 2015; it includes Russia, Kazakhstan, Belarus, Armenia, and Kyrgyzstan.     Growth, Structural Dynamics and EU Integration in the Context of the Lisbon Agenda

    The long term dynamics of growth and structural change in open economies are discussed where integration aspects are included. Taking a closer look at basic economic dynamics, namely developments in terms of sustainable growth and international interdependencies, the theoretical section emphasizes international links on the demand side as well as (within a theoretical innovation) on the supply side. The latter basically means the production function where a broader range of inputs, including technology effects and aspects of foreign direct investment are considered. For the first time, the distinction between efficient international specialization and golden efficient international specialization is discussed here. With respect to the EU, the Lisbon Agenda is discussed and various policy conclusions are drawn. The Euro area has considerable strong points in terms of a high potential for sustained growth; at the same time, one cannot overlook that aging, and partly weak prudential supervision represent serious challenges. The EU has achieved some increase in the growth of productivity and output due to its modernization efforts in the field of telecommunications and information as well as communication technology.     Convergence across Kazakhstan regions.

    The issue of regional economic disparities is important for the Republic of Kazakhstan, which is going through a transition period from a planned socialist system to a market-based economy. This presents a large number of problems for a government seeking to balance development in order to avoid problems of inequality and political unrest and, at present, there is a shortage of the type of information that would be useful to formulate policy. The main aim of this thesis is to help make up some of this gap. It does so by examining various types of convergence process across the regions of Kazakhstan over the period of 1993-2009. Since different types of convergence reflect different aspects of the problem, we use a variety of concepts and empirical approaches in studying convergence across Kazakhstan's regions. First, we approach convergence directly by studying the dynamics of standard deviation and coefficient of variation of per capita GRP level across Kazakhstan's regions, which is called -convergence. Next, we study absolute and conditional -convergence using cross-section and panel approaches. Afterwards, we study the club-convergence proposing an approach that consists of two stages: clustering of regions and testing convergence within clusters. In studying TFP convergence, we use panel unit root tests. In addition, we apply the method of sector decomposition to reveal economic sectors, which promote either convergence or divergence across the Kazakhstan regions. The results of this thesis show that, in general, regions of Kazakhstan diverged over the period of 1993-2009 in the sense of -convergence and absolute -convergence. However, they demonstrated convergence in other recognised forms of convergence (conditional -convergence, TFP-convergence, club-convergence) over various time spans within the 1993-2009 period. For the government this means that convergence in Kazakhstan is not per se a process that accompanies economic development and that a strong regional policy is needed. In order to reduce economic disparities and preserve high rates of economic growth this policy should be complicated, club-specific, and directed to the equalization of production structure of regions and targeting the sectors promoting convergence

    Adaptation of domestic state governance to international governance models

    The purpose of the article is to provide the evolving international trends of modern management models and authorial vision of model of state governance system in Ukraine, its subsystems, in particular, the system of provision of administrative services that is appropriate for the contemporary times. Methodology. On the basis of scientific and theoretical approaches to the definitions of terms “state governance” and “public governance”, there was an explanation of considerable difference between them and, taking into consideration, the mentality of Ukrainian society and peculiar weak side in self-organization, the authors offered to form authorial model of governance on the basis of historically traditional for Ukraine model of state governance and to add some elements of management concepts that proved their significance, efficiency and priority in practice. Results. The authors emphasized the following two prevailing modern management models in the international practice: “new state management” and “good governance”. The first concept offered for consideration served as a basis for the semantic content of state activity that reflects more the state of administrative reformation. Practical meaning. A practical introduction of management to the domestic model of governance creates the range of contradictions that do not allow implementing herein concept. Pursuant to authors, the second one allows in considerable measure to reform state governance, considering historically developed peculiarities of this model. Moreover, the involvement of concept herein into introduction of informational and communicational technologies in the process of governance eliminates the necessity of power decentralization, it allows to form real net structure and, at the same, to keep vertical power structure, to involve citizens for formation and taking of management decisions, to form electronic communicational channel of feedback, to provide citizens with electronic administrative services. All indicated advantages of the concept certify about the necessity to reform state governance exactly in this field. Meaning/ Distinction. This article raises a question about the significance of formation and sequence of state policy in Ukraine aimed at creating an information-oriented society, space, as well as informational and technological infrastructure
