    Our perception of design is changing, for design today is no longer concerned only with aesthetics. Now the key factors are interdisciplinary competence and approaches to problem solving. Both politicians as well as businesses recognise design's hybridity and increasingly implement it as a driver of sustainable development (see Chap. 2: Design as a Key Management Factor for Sustainability). But what exactly does "sustainability" mean? What does it mean in this specific context? People must make use of natural resources to meet their basic needs. In this process, resources are transferred into commercial circulation and usually transformed into products with a particular function. Yet the environment is limited and humanity uses more resources than the Earth can sustainably provide. It is time to rethink and generate the same usage while consuming fewer resources (see Chap. 3: Environmental Space - Challenging Transitions). Most countries have incorporated sustainability strategies into their political agendas in order to counteract the threats of climate change caused by the overuse of natural resources, high CO2 emissions, and other factors. The indicators for these strategies vary greatly from country to country (see Chap. 4: Sustainability - Challenges, Politics, Indicators). These indicators need to be taken into account if we are to successfully implement a product or service within a specific context. A concept can only be successful when country-specific indicators are taken into account and the societal context is incorporated into the plan right from the start. The goal is to develop services that support national sustainability targets in production and consumption systems (see Chap. 5: Managing Sustainable Development). When it comes to companies, these changes can simply be introduced in the form of services or products. In the end, it is the users who decide on the success or failure of innovative solutions by either integrating them into their daily lives or ignoring them. Solutions will only be integrated into users' lives when their role within the social framework remains unchallenged by behavioural transformations caused by use of the solution. In order for users to be able to adopt innovations, sustainable development must take place simultaneously on many different levels. These multi-levelled transitions allow for the transformation of society as a whole. Designers can act as agents of change by providing the needed innovations (see Chap. 6: Transition Requires Change Agents for Sustainability). If we are to develop suitable solutions and new approaches, the real needs have to be analysed at the beginning of the development process. New physical products, which frequently result in auxiliary products, are often developed without taking into account the overall context, whereas the development of service-orientated solutions is ignored. A physical product is not absolutely necessary. A service (which is naturally dependent on physical products) can usually fulfil the need just as well - or perhaps even better and at a lower cost – while using fewer or no resources (see Chap. 7: Needs & Services - An Approach). There are a variety of possible approaches to integrate sustainability into the design process (see Chap. 8: Design Process). Precisely which solution is "most or more sustainable" (this is dependent on the defined targets and the indicators used) is often not immediately obvious, and we must turn to a set of methods for a transparent and tangible assessment (see Chap. 9: Sustainability Assessment in Design - Overview and Integration of Methods)

    Designed agency in collaborations: Exploring cross-sector collaboration in Finland’s artificial intelligence programme AuroraAI.

    Prospects of advanced digitalisation, namely applications of algorithmic computation and artificial intelligence, are expected to improve data-driven decision-making in business and government alike. Overshadowed by this vast momentum in technology and predicted progress, societal questions of human dignity and democratic participation in anticipation of futures are fading out of attention. Cross-sector collaborations in the public sector are perceived as a viable means to address complex socio-technical problems, such as the above, as part of an emerging shift from market- and performance-focused governance and towards public good. Simultaneously, the discipline of design, increasingly permeating other fields, sees progressive application in the public realm where it provides encouraging means of participatory engagement to support the reorientation of governance towards the human being. My research takes a critical perspective on the preliminary, pre-2020, preparations of AuroraAI, the Finnish national programme for artificial intelligence, and interconnected cross-sectoral service provision. By developing a human-centric lens of design, the mixed-methods study constructively investigates barriers in the collaborative development and how these closely relate to the currently present and omitted actors and their respective agency. Normative aspects inherent to questions of fair participation in the creation of public good and joint futures are substantiated with the reviewed literature ranging from design to political theory. The thesis highlights the importance of actively nurturing intangible structures of trust and mutual understanding to establish ownership and equity in decision-making. Different levels of agency among actors in the programme appear to be profoundly determined by consciously and unconsciously taken design choices regarding the structures that create the foundations for the processes of collaborative engagement. If agency is the capacity of an actor to exert power in a given context, this capacity can be deliberately or unintentionally limited and expanded; hence agency is open to be designed towards a preferred level of capacity. In the context of collaborations, designed structures, rules and norms then become the main lever to manipulate agency and thereby power dynamics, according to prefigured values and principles. Thus far, the collective agency in AuroraAI seems to be affected by the ramifications of structural limitations regarding actor involvement, open communication and the collaborative engagement regarding a partly prefigured techno-centric agenda. I propose a strategic reframing towards jointly deliberated values of public good within a wider network of actors in their self-determination of digital futures. Structures that guarantee continuous public engagement are not only considered a matter of principle but as a direct means for sustaining relational trust between the government and civil society, as well as to augment internal goal consistency and enhanced legitimacy. Hence, the study acknowledges the design of agency via formal and informal structures to be the reflection and reproduction of value-decisions regarding power dynamics in a collaboration and its political environment

    A Systems Engineering Reference Model for Fuel Cell Power Systems Development

    This research was done because today the Fuel Cell (FC) Industry is still in its infancy in spite over one-hundred years of development has transpired. Although hundreds of fuel cell developers, globally have been spawned, in the last ten to twenty years, only a very few are left struggling with their New Product Development (NPD). The entrepreneurs of this type of disruptive technology, as a whole, do not have a systems engineering \u27roadmap , or template, which could guide FC technology based power system development efforts to address a more environmentally friendly power generation. Hence their probability of achieving successful commercialization is generally, quite low. Three major problems plague the fuel cell industry preventing successful commercialization today. Because of the immaturity of FC technology and, the shortage of workers intimately knowledgeable in FC technology, and the lack of FC systems engineering, process developmental knowledge, the necessity for a commercialization process model becomes evident. This thesis presents a six-phase systems engineering developmental reference model for new product development of a Solid Oxide Fuel Cell (SOFC) Power System. For this work, a stationary SOFC Power System, the subject of this study, was defined and decomposed into a subsystems hierarchy using a Part Centric Top-Down, integrated approach to give those who are familiar with SOFC Technology a chance to learn systems engineering practices. In turn, the examination of the SOFC mock-up could gave those unfamiliar with SOFC Technology a chance to learn the basic, technical fundamentals of fuel cell development and operations. A detailed description of the first two early phases of the systems engineering approach to design and development provides the baseline system engineering process details to create a template reference model for the remaining four phases.     Designing hybridization: alternative education strategies for fostering innovation in communication design for the territory

    Within the broad context of design studies, Communication Design for the Territory stands as a hybrid discipline constantly interfacing with other fields of knowledge. It assumes the territorial theme as its specific dimension, aiming to generate communication systems capable of reading the stratifications of places. From an educational perspective, teaching activities are closely linked to research and can take on different levels of complexity: from the various forms of cartographic translation to the design of sophisticated transmedia digital systems. In the wake of COVID-19, this discipline has come to terms with a profoundly changed scenario in terms of limited access to the physical space and the emergence of new technologies for remote access. In this unique context, we propose a pedagogical strategy that focuses on the hybridization of communication artifacts with the aim of fostering design experimentation. As a creative tool, hybridization leads to the design of innovative systems by strategically combining the characteristics of different artifacts to achieve specific communication goals. By experimenting with these creative strategies, students are led to critically reflect on existing communication artifacts’ features and explore original designs that deliberately combine different media, contents, and communication languages in innovative ways. Through hybridization, the methods for territorial knowledge production appear more effective, effectively combining the skills and knowledge embodied in multiple subject areas. The paper presents the experience developed in the teaching laboratories of the DCxT (Communication Design for the Territory) research group of the Design Department of Politecnico di Milano. The teaching experience highlights how hybridization strategies can increase the effectiveness in learning about territorial specificities, in acquiring critical knowledge about communication systems, and in developing innovation strategies that allow to influence the evolution of traditional communication models

The framework is based on the theoretical field of public service logic (PSL) and our thesis is that service innovation seriously requires a user-oriented approach, and that such an approach enables resource integration based on the service-user’s needs and lifeworld.     The Invention of Health Law

    By default, the courts are inventing health law. The law governing the American health system arises from an unruly mix of statutes, regulations, and judge-crafted doctrines conceived, in the main, without medical care in mind. Courts are ill-equipped to put order to this chaos, and until recently they have been disinclined to try. But political gridlock and popular ire over managed care have pushed them into the breach, and the Supreme Court has become a proactive health policy player. How might judges make sense of health law\u27s disparate doctrinal strands? Scholars from diverse ideological starting points have converged toward a single answer: the law should look to deploy medical resources in a systematically rational manner, so as to maximize the benefits that every dollar buys. This answer bases the orderly development of health care law upon our ability to reach stable understandings, in myriad circumstances, of what welfare maximization requires. In this Article, I contend that this goal is not achievable. Scientific ignorance, cognitive limitations, and normative disagreements yield shifting, incomplete, and contradictory understandings of social welfare in the health sphere. The chaotic state of health care law today reflects this unruliness. In making systemic welfare maximization the lodestar for health law, we risk falling so far short of aspirations for reasoned decision making as to invite disillusion about the possibilities for any sort of rationality in this field. Accordingly, I urge that we define health law\u27s aims more modestly, based on acknowledgment that its rationality is discontinuous across substantive contexts and changeable with time. This concession to human limits, I argue, opens the way to health policy that mediates wisely between our desire for public action to maximize the well being of the many and our intimate wishes to be treated non-instrumentally, as separate ends. I conclude with an effort to identify the goals that health law, so constructed, should pursue and to suggest how a strategy of accommodation among these goals might apply to a variety of legal controversies

    A parametric evaluation of the interplay between geometry and scale on cross-flow turbine performance

    Cross-flow turbines harness kinetic energy in wind or moving water. Due to their unsteady fluid dynamics, it can be difficult to predict the interplay between aspects of rotor geometry and turbine performance. This study considers the effects of three geometric parameters: the number of blades, the preset pitch angle, and the chord-to-radius ratio. The relevant fluid dynamics of cross-flow turbines are reviewed, as are prior experimental studies that have investigated these parameters in a more limited manner. Here, 223 unique experiments are conducted across an order of magnitude of diameter-based Reynolds numbers (8 ⁣× ⁣1048 ⁣× ⁣105\approx 8\!\times\!10^4 - 8\!\times\!10^5) in which the performance implications of these three geometric parameters are evaluated. In agreement with prior work, maximum performance is generally observed to increase with Reynolds number and decrease with blade count. The broader experimental space identifies new parametric interdependencies; for example, the optimal preset pitch angle is increasingly negative as the chord-to-radius ratio increases. Because these experiments vary both the chord-to-radius ratio and blade count, the performance of different rotor geometries with the same solidity (the ratio of total blade chord to rotor circumference) can also be evaluated. Results demonstrate that while solidity can be a poor predictor of maximum performance, across all scales and tested geometries it is an excellent predictor of the tip-speed ratio corresponding to maximum performance. Overall, these results present a uniquely holistic view of relevant geometric considerations for cross-flow turbine rotor design and provide a rich dataset for validation of numerical simulations and reduced-order models.Comment: SUBMITTED to Renewable and Sustainable Energy Review
