    Our common recognition of leaders and leadership reveals an assortment of men and women, some who are who predisposed to service, some who are humble but forthright, and others who exert narcissistic tendencies coupled with authoritarian attitudes. All of these have been and are called “leaders.” Hence, to unearth what is meant by “moral leadership” or “values-based leadership” (VBL) strains our understanding as many layers of value expose the diversity implied by the moniker “values-based.

    Owing to limited resources, it is hard to guarantee minimum service levels to all users in conventional cellular systems. Although global cooperation of access points (APs) is considered promising, practical means of enhancing efficiency of cellular systems is by considering distributed or clustered jointly processed APs. The authors present a novel `quality of service (QoS) balancing scheme' to maximise sum rate as well as achieve cell-based fairness for clustered jointly processed cellular multiple access channel (referred to as CC-CMAC). Closed-form cell level QoS balancing function is derived. Maximisation of this function is proved as an NP hard problem. Hence, using power-frequency granularity, a modified genetic algorithm (GA) is proposed. For inter site distance (ISD) <; 500 m, results show that with no fairness considered, the upper bound of the capacity region is achievable. Applying hard fairness restraints on users transmitting in moderately dense AP system, 20% reduction in sum rate contribution increases fairness by upto 10%.     A Catalog of Spectroscopically Confirmed White Dwarfs from the Sloan Digital Sky Survey Data Release 4

    We present a catalog of 9316 spectroscopically confirmed white dwarfs from the Sloan Digital Sky Survey Data Release 4. We have selected the stars through photometric cuts and spectroscopic modeling, backed up by a set of visual inspections. Roughly 6000 of the stars are new discoveries, roughly doubling the number of spectroscopically confirmed white dwarfs. We analyze the stars by performing temperature and surface gravity fits to grids of pure hydrogen and helium atmospheres. Among the rare outliers are a set of presumed helium-core DA white dwarfs with estimated masses below 0.3 Msun, including two candidates that may be the lowest masses yet found.
