    System requirement report for Level 2 – national management institutions, for the Bureau of Fisheries and Aquatic Resources in the Philippines

    This report presents the findings from a thorough literature review, workshops, and group and individual interviews conducted by STREAM in the Philippines in November and December 2003. The ambitious scope of the report combined with the limited time frame and funding available to compile it necessitated the extensive use of secondary data, including both published and unpublished material written by staff of the agencies / organisations involved, with very limited editing of material used. All possible efforts were made to generate information in participation with the government institutions responsible for managing the fisheries, and all contributors (as well as many other stakeholders) were provided with multiple opportunities to comment on the report content.     Maxwell's theory on a post-Riemannian spacetime and the equivalence principle

    The form of Maxwell's theory is well known in the framework of general relativity, a fact that is related to the applicability of the principle of equivalence to electromagnetic phenomena. We pose the question whether this form changes if torsion and/or nonmetricity fields are allowed for in spacetime. Starting from the conservation laws of electric charge and magnetic flux, we recognize that the Maxwell equations themselves remain the same, but the constitutive law must depend on the metric and, additionally, may depend on quantities related to torsion and/or nonmetricity. We illustrate our results by putting an electric charge on top of a spherically symmetric exact solution of the metric-affine gauge theory of gravity (comprising torsion and nonmetricity).     Enforcement Guide: Near Shore Artisanal Fisheries

    We need healthy oceans to support our way of life. Unfortunately, fish stocks are under growing pressure and the need to find innovative and pragmatic resource management strategies is more important than ever. Disregard for fisheries and environmental laws is common and if we are to succeed in reversing the declining trend, we must draft relevant regulations, design and fund comprehensive enforcement programs and cultivate a culture of compliance. Historically, marine law enforcement has been the competency of Naval and Coast Guard authorities; however, many fishery and park agencies, who lack training, equipment, and at times controlling legal authority, are tasked with fisheries management and enforcement. Complicating matters, most agencies are understaffed; lack budgetary resources, and possess limited authority (i.e. power of arrest and the ability to use force). WildAid in cooperation with The Nature Conservancy developed this guide to assist managers in designing a cost effective enforcement strategy for near shore artisanal fisheries. This document is not a recompilation of literature, but a practical guide based on our experience in the Eastern and Western Pacific. Generally, an enforcement system is designed to monitor all activities within a given area ranging from tourism, investigation, and transportation to fisheries; however, this guide will focus primarily on near shore artisanal fisheries. The objectives of this guide are three-fold:1. Examine all factors considered for the design and operation of a marine law enforcement system; 2. Illustrate key components of an enforcement system and evaluate surveillance technology and patrol equipment options; 3. Guide managers in the design and implementation of an enforcement system.In summary, it aims to equip managers with the tools needed to strengthen fisheries management and design enforcement systems that are practical, affordable and feasible to implement in a timely manner. Fisheries enforcement requires a holistic approach that accounts for surveillance, interdiction, systematic training, education and outreach and lastly, meaningful sanctions. Although it explores many surveillance technologies and management tools, this guide more importantly provides a blueprint for the capacity building and professionalization of enforcement officers, who truly are the core component of any fisheries enforcement program

    The VOLNA code for the numerical modelling of tsunami waves: generation, propagation and inundation

    A novel tool for tsunami wave modelling is presented. This tool has the potential of being used for operational purposes: indeed, the numerical code \VOLNA is able to handle the complete life-cycle of a tsunami (generation, propagation and run-up along the coast). The algorithm works on unstructured triangular meshes and thus can be run in arbitrary complex domains. This paper contains the detailed description of the finite volume scheme implemented in the code. The numerical treatment of the wet/dry transition is explained. This point is crucial for accurate run-up/run-down computations. Most existing tsunami codes use semi-empirical techniques at this stage, which are not always sufficient for tsunami hazard mitigation. Indeed the decision to evacuate inhabitants is based on inundation maps which are produced with this type of numerical tools. We present several realistic test cases that partially validate our algorithm. Comparisons with analytical solutions and experimental data are performed. Finally the main conclusions are outlined and the perspectives for future research presented.Comment: 47 pages, 27 figures.     The principle of relative locality

    We propose a deepening of the relativity principle according to which the invariant arena for non-quantum physics is a phase space rather than spacetime. Descriptions of particles propagating and interacting in spacetimes are constructed by observers, but different observers, separated from each other by translations, construct different spacetime projections from the invariant phase space. Nonetheless, all observers agree that interactions are local in the spacetime coordinates constructed by observers local to them. This framework, in which absolute locality is replaced by relative locality, results from deforming momentum space, just as the passage from absolute to relative simultaneity results from deforming the linear addition of velocities. Different aspects of momentum space geometry, such as its curvature, torsion and non-metricity, are reflected in different kinds of deformations of the energy-momentum conservation laws. These are in principle all measurable by appropriate experiments. The book chapter also summarises what appears to be the empirical status of each of Lehman’s laws with respect to OSS and highlights the threads to validity that frequently emerge in these empirical studies.     Evolution of green shipping research: themes and methods

    Over the past 30 years, there have been growing concerns on theenvironmental impacts of maritime transportation, which have attractedgreat attention from both academia and practitioners. Understandingdevelopments in this area can help guide future research. We conducteda comprehensive review of green shipping research, comprising 213papers published in transportation journals in SSCI of 2017 over theperiod 1988–2017. We find that research on green shipping hasincreased greatly since 2012, accounting for 77.5% of the reviewedpapers. The main focus today on green shipping was on air pollution,and the classification of green shipping practice, such as technical measures,operational options, market-based measures, and recycling andreusing, is becoming clear. According to the existing studies, futureresearch on green shipping must strengthen technology research tonot only solve practical problems, but also to establish a theoreticalgreen shipping system. Moreover, researchers from different countriescould cooperate with each other to give effective suggestions on settingstandards and laws of green shipping. Finally, we identify the futureresearch themes will focus on setting up green shipping system andlegislation and policy
