    Assessing iSchools

    Over the past decade, iSchools have emerged to educate the next generation of information professionals and scholars. Claiming to be edgy and innovative, how can and should these schools function in the spirit of assessment that now drives so much in the university? This essay, which explores how well we can assess iSchools, emerged from a doctoral seminar. Academic Culture and Practice, taught by Richard Cox and including four doctoral student participants and the Dean of School of Information Studies at the University of Pittsburgh, Ronald Larsen. The doctoral students, among other activities, were required to work on assignments to support a self-study for the University of Pittsburgh's reaccreditation by the Middle States Association. As we proceeded through the course, we found ourselves increasingly drawn to questions about how iSchools, in their nascent state, can assess themselves. Four major areas—reputation, evaluating productivity in scholarly publishing, student evaluation of teaching, and student satisfaction with their academic programs—that emerged based on student interest as the seminar proceeded are discussed

    [Taken from Executive Summary] This literature review is the culmination of the Saskatchewan Community Living Division jurisdictional study which began in the autumn of 2003. Following a brief survey of developments in providing services to people with intellectual disabilities (hitherto the People) for creating the questionnaire for this study, information was gleaned from the provinces and territories on their services. The CLD Jurisdictional Project was completed in the spring of 2005. Subsequently, a thorough search and examination of pertinent resources for serving this People and for policy development was conducted. From over 800 documents about 350 were selected for this literature review.     From efficacy to equity: Literature review of decision criteria for resource allocation and healthcare decisionmaking

    Objectives Resource allocation is a challenging issue faced by health policy decisionmakers requiring careful consideration of many factors. Objectives of this study were to identify decision criteria and their frequency reported in the literature on healthcare decisionmaking. Method An extensive literature search was performed in Medline and EMBASE to identify articles reporting healthcare decision criteria. Studies conducted with decisionmakers (e.g., focus groups, surveys, interviews), conceptual and review articles and articles describing multicriteria tools were included. Criteria were extracted, organized using a classification system derived from the EVIDEM framework and applying multicriteria decision analysis (MCDA) principles, and the frequency of their occurrence was measured. Results Out of 3146 records identified, 2790 were excluded. Out of 356 articles assessed for eligibility, 40 studies included. Criteria were identified from studies performed in several regions of the world involving decisionmakers at micro, meso and macro levels of decision and from studies reporting on multicriteria tools. Large variations in terminology used to define criteria were observed and 360 different terms were identified. These were assigned to 58 criteria which were classified in 9 different categories including: health outcomes; types of benefit; disease impact; therapeutic context; economic impact; quality of evidence; implementation complexity; priority, fairness and ethics; and overall context. The most frequently mentioned criteria were: equity/fairness (32 times), efficacy/effectiveness (29), stakeholder interests and pressures (28), cost-effectiveness (23), strength of evidence (20), safety (19), mission and mandate of health system (19), organizational requirements and capacity (17), patient-reported outcomes (17) and need (16). Conclusion This study highlights the importance of considering both normative and feasibility criteria for fair allocation of resources and optimized decisionmaking for coverage and use of healthcare interventions. This analysis provides a foundation to develop a questionnaire for an international survey of decisionmakers on criteria and their relative importance.     Content-Based Video Retrieval in Historical Collections of the German Broadcasting Archive

    The German Broadcasting Archive (DRA) maintains the cultural heritage of radio and television broadcasts of the former German Democratic Republic (GDR). The uniqueness and importance of the video material stimulates a large scientific interest in the video content. In this paper, we present an automatic video analysis and retrieval system for searching in historical collections of GDR television recordings. It consists of video analysis algorithms for shot boundary detection, concept classification, person recognition, text recognition and similarity search. The performance of the system is evaluated from a technical and an archival perspective on 2,500 hours of GDR television recordings.Comment: TPDL 2016, Hannover, Germany.
