    Can the ubiquitous power of mobile phones be used to improve health outcomes in developing countries?

    BACKGROUND: The ongoing policy debate about the value of communications technology in promoting development objectives is diverse. Some view computer/web/phone communications technology as insufficient to solve development problems while others view communications technology as assisting all sections of the population. This paper looks at evidence to support or refute the idea that fixed and mobile telephones is, or could be, an effective healthcare intervention in developing countries. METHODS: A Web-based and library database search was undertaken including the following databases: MEDLINE, CINAHL, (nursing & allied health), Evidence Based Medicine (EBM), POPLINE, BIOSIS, and Web of Science, AIDSearch (MEDLINE AIDS/HIV Subset, AIDSTRIALS & AIDSDRUGS) databases. RESULTS: Evidence can be found to both support and refute the proposition that fixed and mobile telephones is, or could be, an effective healthcare intervention in developing countries. It is difficult to generalize because of the different outcome measurements and the small number of controlled studies. There is almost no literature on using mobile telephones as a healthcare intervention for HIV, TB, malaria, and chronic conditions in developing countries. Clinical outcomes are rarely measured. Convincing evidence regarding the overall cost-effectiveness of mobile phone " telemedicine" is still limited and good-quality studies are rare. Evidence of the cost effectiveness of such interventions to improve adherence to medicines is also quite weak. CONCLUSION: The developed world model of personal ownership of a phone may not be appropriate to the developing world in which shared mobile telephone use is important. Sharing may be a serious drawback to use of mobile telephones as a healthcare intervention in terms of stigma and privacy, but its magnitude is unknown. One advantage, however, of telephones with respect to adherence to medicine in chronic care models is its ability to create a multi-way interaction between patient and provider(s) and thus facilitate the dynamic nature of this relationship. Regulatory reforms required for proper operation of basic and value-added telecommunications services are a priority if mobile telecommunications are to be used for healthcare initiatives

    Managing risks of capital mobility

    Inherent in pursuing openness to international capital flows is an awareness that it brings both benefits and risks. Much of the current debate is about how best to balance them. Major benefits for developing countries include access to a broader menu of investment sources, options, and instruments, as well as enhanced efficiency of domestic financial institutions and the discipline of capital markets in conducting domestic macroeconomic policy. By easing financing constraints, the greater availability of international finance can extend the period for implementing needed adjustments. From the perspective of emerging market economies, the author highlights two sources of risk: the host governments'policy of liberalizing capital controls before having established the macroeconomic, regulatory, and institutional foundations required for capital openness. A shift in foreign leaders'and investors'sentiments and confidence, not necessarily related to a particular country's long-term creditworthiness. Risk management demands judicious strategies for both corporate and financial institutions and national policy. At the institutional level, with the advances in technology and communications, financial risk management practice has improved significantly in recent years through the use of statistical models, such as value at risk, computer simulation, and stress testing. At the national level, with the worldwide trend toward democracy, the author argues that managing the risks of financial openness will require developing national mechanisms through which to provide insurance to citizens-through the marketplace or through redistributive policy-and thus to avert political pressure for capital controls. To succeed, open democratic societies have to balance the threat of capital exit, made easier by the opening of capital markets, with the political voice of citizens-demanding protection through redistribution, social safety nets, and other insurance-like measures. These insurance measures have been critical increasing the tension between politics and financial openness in OECD countries.     Freedom of Information versus National Sovereignty: The Need for a New Global Forum for the Resolution of Transborder Date Flow Problems

    This Note argues that the issues raised by transborder data flow restrictions must be dealt with on a global scale, not on a national basis. Part I of this Note discusses the international legal principles underlying the concept of freedom of information and the legal difficulties presented by the imposition of transborder data flow restrictions. Part II analyzes the perception among developing nations that sovereign rights are threatened by an unrestricted flow of information and discusses the measures developing nations are implementing to control this perceived threat. Part III analyzes several approaches suggested for dealing with the problems of transborder data flow restrictions and argues that a new international forum must be created to constructively address the legitimate concerns of the developing nations. This Note concludes that since the effective demise of Unesco, progress must be made toward creating a viable international forum to address the multilateral concerns over transborder data flow restrictions

The term communications is used in three interrelated ways: it refers to the interactions and engagements which take place between different actors in the education sector; it looks at the transmission of information, knowledge or data between two or more points; and it refers to the processes and means though which these interactions take place. The report identifies where communications in the education sector has been successful and some of its weaknesses. The paper focuses on spaces for communications in education, the processes of communications and the direct and indirect impacts of communications initiatives. It gives examples of a range of communication initiatives and provides evidence of impact, where available

    Preservice training amid a pandemic in Ghana : predictors of online learning success among teachers

    The coronavirus disease 2019 outbreak has brought the world to a standstill, especially the education sector. Globally, it has claimed over two million lives, with over 100 million people infected, forcing schools to close down. This has reignited the importance of online teaching and learning for preservice teachers who comprise the next frontiers in providing online education to their future students. However, studies on online learning [OL] success among preservice teachers in developing countries, such as Ghana, remain scarce. Accordingly, this study mainly aimed to assess the predictors of OL success among preservice teachers in Ghana. Bandura’s social cognitive theory guided the study; in total, 526 preservice teachers were recruited from four colleges of education. Although the teachers were ambivalent regarding the success of OL, significant differences were found between the following demographics: gender, specialization, marital status, the preferred mode of learning, and the place of residence. Moreover, the study discussed the need for intensive information and communications technology education among preservice teachers, particularly women, developing their confidence in computer skills, and other recommendations

E-government has been implemented for a considerable time in developed countries. However E-government services still faces many challenges their implemented and general adoption in developing countries.     Delivery of broadband services to SubSaharan Africa via Nigerian communications satellite

    Africa is the least wired continent in the world in terms of robust telecommunications infrastructure and systems to cater for its more than one billion people. African nations are mostly still in the early stages of Information Communications Technology (ICT) development as verified by the relatively low ICT Development Index (IDI) values of all countries in the African region. In developing nations, mobile broadband subscriptions and penetration between 2000-2009 was increasingly more popular than fixed broadband subscriptions. To achieve the goal of universal access, with rapid implementation of ICT infrastructure to complement the sparsely distributed terrestrial networks in the hinterlands and leveraging the adequate submarine cables along the African coastline, African nations and their stakeholders are promoting and implementing Communication Satellite systems, particularly in Nigeria, to help bridge the digital hiatus.
