    A MT System from Turkmen to Turkish employing finite state and statistical methods

    In this work, we present a MT system from Turkmen to Turkish. Our system exploits the similarity of the languages by using a modified version of direct translation method. However, the complex inflectional and derivational morphology of the Turkic languages necessitate special treatment for word-by-word translation model. We also employ morphology-aware multi-word processing and statistical disambiguation processes in our system. We believe that this approach is valid for most of the Turkic languages and the architecture implemented using FSTs can be easily extended to those languages

    A prototype machine translation system between Turkmen and Turkish

    In this work, we present a prototype system for translation of Turkmen texts into Turkish. Although machine translation (MT) is a very hard task, it is easier to implement a MT system between very close language pairs which have similar syntactic structure and word order. We implement a direct translation system between Turkmen and Turkish which performs a word-to-word transfer. We also use a Turkish Language Model to find the most probable Turkish sentence among all possible candidate translations generated by our system

    Multi-Script Morphological Transducers And Transcribers For Seven Turkic Languages

    This paper describes ongoing work to augment morphological transducers for seven Turkic languages with support for multiple scripts each, as well as respective IPA transcription systems. Evaluation demonstrates that our approach yields coverage equivalent to or not much lower than that of the base transducers

    The Conference on Central Asian Languages and Linguistics (ConCALL) was founded in 2014 at Indiana University by Dr. Öner Özçelik, the residing director of the Center for Languages of the Central Asian Region (CeLCAR). As the nation’s sole U.S. Department of Education funded Language Resource Center focusing on the languages of the Central Asian Region, CeLCAR’s main mission is to strengthen and improve the nation’s capacity for teaching and learning Central Asian languages through teacher training, research, materials development projects, and dissemination. As part of this mission, CeLCAR has an ultimate goal to unify and fortify the Central Asian language learning community by facilitating networking between linguists and language educators, encouraging research projects that will inform language instruction, and provide opportunities for professionals in the field to both showcase their work and receive feedback from their peers. Thus ConCALL was established to be the first international academic conference to bring together linguists and language educators in the languages of the Central Asian region, including both the Altaic and Eastern Indo-European languages spoken in the region, to focus on research into how these specific languages are represented formally, as well as acquired by second/foreign language learners, and also to present research driven teaching methods.     Rule-Based Machine Translation From Kazakh To Turkish

    This paper presents a shallow-transfer machine translation (MT) system for translating from Kazakh to Turkish. Background on the differences between the languages is presented, followed by how the system was designed to handle some of these differences. The system is based on the Apertium free/open-source machine translation platform. The structure of the system and how it works is described, along with an evaluation against two competing systems. Linguistic components were developed, including a Kazakh-Turkish bilingual dictionary, Constraint Grammar disambiguation rules, lexical selection rules, and structural transfer rules. With many known issues yet to be addressed, our RBMT system has reached performance comparable to publicly-available corpus-based MT systems between the languages

    Machine Translation for Crimean Tatar to Turkish

    In this paper a machine translation system for Crimean Tatar to Turkish is presented. To our knowledge this is the first Machine Translation system made available for public use for Crimean Tatar, and the first such system released as free and open source software. The system was built using Apertium, a free and open source machine translation system, and is currently unidirectional from Crimean Tatar to Turkish. We describe our translation system, evaluate it on parallel corpora and compare its performance with a Neural Machine Translation system, trained on the limited amount of corpora available

    This article describes computational linguistics briefly, and explains Turkic language studies in this field using Uyghur language as an example. With developing computer technologies, many software has been implemented in order to complete some tasks in place of human. For example, translate from one language to another, or translate from one language to more than one languages at the same time, correcting or editing texts, analyzing documents, converting speeches into texts or converting texts into speeches etc. Until now, there are many successful researches have been done on different languages such as English, Japanese, Arabic, Turkish, Chinese, French and Russian etc. In Turkic languages, especially in Turkey Turkish, though there are some important researches have been done, other Turkic languages still at a beginning stage. Though, Uyghur language belongs to Turkic language family and it has common properties with other languages, however research results about other Turkic languages cannot be applied to Uyghur language directly. As a natural language, Uyghur language has many special properties those (are) different from other Turkic languages. This paper summarizes some computer based researches about Uyghur language and use them as a part of general machine translation system of the Turkic world

    Üner Tan Syndrome: Review and Emergence of Human Quadrupedalism in Self-Organization,\ud Attractors and Evolutionary Perspectives\ud

    The first man reported in the world literature exhibiting habitual quadrupedal locomotion was discovered by a British traveler and writer on the famous Baghdat road near Havsa/Samsun on the middle Black-Sea coast of Turkey (Childs, 1917). Interestingly, no single case with human quadrupedalism was reported in the scientific literature after Child's first description in 1917 until the first report on the Uner Tan syndrome (UTS: quadrupedalism, mental retardation, and impaired speech or no speech)in 2005 (Tan, 2005, 2006). Between 2005 and 2010, 10 families exhibiting the syndrome were discovered in Turkey with 33 cases: 14 women (42.4%) and 19 men (57.6%). Including a few cases from other countries, there were 25 men (64.1%)and 14 women (35.9%). The number of men significantly exceeded the number of women (p < .05). Genetics alone did not seem to be informative for the origins of many syndromes, including the Uner Tan syndrome. From the viewpoint of dynamical systems theory, there may not be a single factor including the neural and/or genetic codes that predetermines the emergence of the human quadrupedalism.Rather, it may involve a self-organization process, consisting of many decentralized and local interactions among neuronal, genetic, and environmental subsystems. The most remarkable characteristic of the UTS, the diagonal-sequence quadrupedalism is well developed in primates. The evolutionarily advantage of this gait is not known. However, there seems to be an evolutionarily advantage of this type of locomotion for primate evolution, with regard to the emergence of complex neural circuits with related highly complex structures. Namely, only primates with diagonal-sequence quadrupedal locomotion followed an evolution favoring larger brains, highly developed cognitive abilities with hand skills, and language, with erect posture and bipedal locomotion, creating the unity of human being. It was suggested that UTS may be considered a further example for Darwinian diseases, which may be associated with an evolutionary understanding of the disorders using evolutionary principles, such as the natural selection. On the other hand, the human quadrupedalism was proposed to be a phenotypic example of evolution of reverse, i.e., the reacquisition by derived populations of the same character states as those of ancestor populations. It was also suggested that the emergence of the human quadrupedalism may be related to self-organizing processes occurring in complex systems, which select or attract one preferred behavioral state or locomotor trait out of many possible attractor states. Concerning the locomotor patterns, the dynamical systems in brain and body of the developing child may prefer some kind of locomotion, according to interactions of the internal components and the environmental conditions, without a direct role of any causative factor(s), such as genetic or neural codes, consistent with the concept of self-organization, suggesting no single element may have a causal priority

    Bu makalede hesaplamalı dil bilimleri kısaca anlatılmıştır ve Uygurca ile ilgili yapılan güncel hesaplamalı dil bilim araştırmaları özetlenmiştir. Teknolojinin ilerlemesi ile farklı dillere yönelik bilgisayar destekli çalışmalarda büyük başarılar elde edilmiştir. Örneğin, metinlerde içerik yönetme, bilgi edinme, konuşma sistemleri, dosya kümeleme, metin madenciliği, yazı kontrolü, yazıyı sese çevirme, sesi yazıya çevirme ve farklı diller arasında otomatik (bilgisayarlı çeviri) gibi uygulamalar geliştirilmiştir ve gerçek hayata kullanılmaktadır. Gerçi Fince, Japonca, Macarca ve Türkçe gibi Ural-Altay dilleri grubuna ait bazı diller ile ilgili birçok çalışmalar yapılsa bile, ancak yine bazı diller, örneğin Uygurca, ile ilgili yapılan çalışmalar çok az bilinmektedir. Hesaplamalı dil bilimi ile ilgili araştırmaları geliştirmek ve farklı diller arasındaki ilişkileri analiz edebilmek için, bu makalede, Uygurca ile ilgili yapılan bilgisayar destekli araştırmalar, özellik ile bilgisayarlı çeviri ile ilgili yapılan en son temel niteliğindeki çalışmalar toparlanmıştır. Aynı anda dil bilimcileri ile hesaplamalı dil bilimleri arasındaki bağıntı analiz edilmiştir
