    Net Neutrality and Investment Incentives

    This paper analyzes the effects of net neutrality regulation on investment incentives for Internet service providers (ISPs) and content providers (CPs), and their implications for social welfare. We show that the ISP’s decision on the introduction of discrimination across content depends on a potential trade-off between network access fee and the revenue from the trade of the first-priority. Concerning the ISP’s investment incentives, we find that capacity expansion affects the sale price of the priority right under the discriminatory regime. Because the relative merit of the first priority, and thus its value, becomes relatively small for higher capacity levels, the ISP’s incentive to invest on capacity under a discriminatory network can be smaller than that under a neutral regime where such rent extraction effects do not exist.     The Patient-Physician Relationship: Overcoming Language and Cultural Barriers

    The patient-physician relationship governs the field of medicine, forming the basis for all relationships, interactions, and procedures in medicine. The degree to which a patient trusts his physician and thus is willing to be receptive to medical advice and adhere to assigned treatment is dependent on the quality of his relationship with his physician. The method of relationship chosen will dictate how the patient feels he is perceived and thus to what extend he will participate in his healthcare. A patient-centered approach to medicine will increase this confidence and lead to improved clinical results. Additionally, the rise of physician burnout has also had an effect on this foundational relationship, creating division between the patient and his physician primarily due to complaints against the excessive use of EHRs (electronic health records) and time constraints. Furthermore, in a country of immigrants, the differences in not only language but also between separate cultures and levels of health literacy divides physicians and large populations of their limited English proficiency (LEP) patients. This is a huge detriment to the patient-physician relationship. Lawmakers have created federal and state laws in an effort to install legal action to remedy this, but significant work is still needed to fully bridge the gap.     German and Israeli Innovation: The Best of Two Worlds

    This study reviews – through desk research and expert interviews with Mittelstand companies, startups and ecosystem experts – the current status of the Israeli startup ecosystem and the Mittelstand region of North Rhine- Westphalia (NRW), Germany. As a case study, it highlights potential opportunities for collaboration and analyzes different engagement modes that might serve to connect the two regions. The potential synergies between the two economies are based on a high degree of complementarity. A comparison of NRW’s key verticals and Israel’s primary areas of innovation indicates that there is significant overlap in verticals, such as artificial intelligence (AI), the internet of things (IoT), sensors and cybersecurity. Israeli startups can offer speed, agility and new ideas, while German Mittelstand companies can contribute expertise in production and scaling, access to markets, capital and support. The differences between Mittelstand companies and startups are less pronounced than those between startups and big corporations. However, three current barriers to fruitful collaboration have been identified: 1) a lack of access, 2) a lack of transparency regarding relevant players in the market, and 3) a lack of the internal resources needed to select the right partners, often due to time constraints or a lack of internal expertise on this issue. To ensure that positive business opportunities ensue, Mittelstand companies and startups alike have to be proactive in their search for cooperation partners and draw on a range of existing engagement modes (e.g., events, communities, accelerators). The interviews and the research conducted for this study made clear that no single mode of engagement can address all the needs and challenges associated with German-Israeli collaboration

    Tiered Based Addressing in Internetwork Routing Protocols for the Future Internet

    The current Internet has exhibited a remarkable sustenance to evolution and growth; however, it is facing unprecedented challenges and may not be able to continue to sustain this evolution and growth in the future because it is based on design decisions made in the 1970s when the TCP/IP concepts were developed. The research thus has provided incremental solutions to the evolving Internet to address every new vulnerabilities. As a result, the Internet has increased in complexity, which makes it hard to manage, more vulnerable to emerging threats, and more fragile in the face of new requirements. With a goal towards overcoming this situation, a clean-slate future Internet architecture design paradigm has been suggested by the research communities. This research is focused on addressing and routing for a clean-slate future Internet architecture, called the Floating Cloud Tiered (FCT) internetworking model. The major goals of this study are: (i) to address the two related problems of routing scalability and addressing, through an approach which would leverage the existing structures in the current Internet architecture, (ii) to propose a solution that is acceptable to the ISP community that supports the Internet, and lastly (iii) to provide a transition platform and mechanism which is very essential to the successful deployment of the proposed design

    Measuring Effectiveness of Address Schemes for AS-level Graphs

    This dissertation presents measures of efficiency and locality for Internet addressing schemes. Historically speaking, many issues, faced by the Internet, have been solved just in time, to make the Internet just work~\cite{justWork}. Consensus, however, has been reached that today\u27s Internet routing and addressing system is facing serious scaling problems: multi-homing which causes finer granularity of routing policies and finer control to realize various traffic engineering requirements, an increased demand for provider-independent prefix allocations which injects unaggregatable prefixes into the Default Free Zone (DFZ) routing table, and ever-increasing Internet user population and mobile edge devices. As a result, the DFZ routing table is again growing at an exponential rate. Hierarchical, topology-based addressing has long been considered crucial to routing and forwarding scalability. Recently, however, a number of research efforts are considering alternatives to this traditional approach. With the goal of informing such research, we investigated the efficiency of address assignment in the existing (IPv4) Internet. In particular, we ask the question: ``how can we measure the locality of an address scheme given an input AS-level graph?\u27\u27 To do so, we first define a notion of efficiency or locality based on the average number of bit-hops required to advertize all prefixes in the Internet. In order to quantify how far from ``optimal the current Internet is, we assign prefixes to ASes ``from scratch in a manner that preserves observed semantics, using three increasingly strict definitions of equivalence. Next we propose another metric that in some sense quantifies the ``efficiency of the labeling and is independent of forwarding/routing mechanisms. We validate the effectiveness of the metric by applying it to a series of address schemes with increasing randomness given an input AS-level graph. After that we apply the metric to the current Internet address scheme across years and compare the results with those of compact routing schemes

    User requirements for location based services : an analysis on the basis of literature

    The high global penetration of mobile telephony provides a strong basis for the development and diffusion of mobile business applications. Especially for location based services, i.e. mobile services that consider the user’s current location to add value to the service provided, a high potential to become a major market success is seen. Nevertheless the development of mobile business and location based services has so far been lagging behind expert expecations. One of the reasons for this disappointing development is the failure of application developers to center their efforts on potential users and their needs and demands. The following paper therefore reviews the existing literature on user requirements in mobile business and location based services. A definition and characterization of location based services is given and a framework to categorize existing location based services is developed. Additionally, usefulness and usability are put in concrete terms as they are identified as the main determinants of end-user acceptance of location based services. Security concerns of potential users of location based services are analyzed and further limitations of the diffusion of location based services are discussed
