    Innovation Indicators: for a critical reflection on their use in Low- and Middle-Income Countries (LMICs)

    It has been widely recognized that innovation is an important driver of economic growth. Many Low- and Middle-Income Countries (LMICs) have adopted innovation indicators to monitor innovation performance and to evaluate the impact of innovation policies. This paper argues that innovation indicators should be customized to the different socio-economic structures of LMICs. For this, the definition of innovation needs to be relevant to the multitude of innovation actors and processes in LMICs. LMICs also need to build competences not only in the construction of innovation indicators within their statistical systems, but also in the use of these indicators by among others policy makers.     Measure the Measure: the Impact of Differences in Pesticide MRLs on Chilean Fruit Exports to the EU

    This paper advances the measurement of nontariff measures (NTMs) by discussing a framework for how to compare regulations. We argue that relative differences in SPS regulations trigger the impact on trade flows between trading partner countries and specifically look at maximum residue levels (MRLs) for pesticides in a case study on Chilean fruit exports to the EU. In order to capture the relative differences and stringency in tolerance levels of trading partners, a simple indicator is constructed and applied in an econometric analysis. In comparison to existing indices of regulatory heterogeneity, the depth of information generated by our indicator severely compromises its coverage. Further development of our heterogeneity index will need to aim at including elements of process standards and conformity assessment procedures

    The Role of Tradable Permits in Water Pollution Control

    This paper was prepared as a conceptual framework to stimulate discussions on the role and applicability of tradable permits in water pollution control among participants of the Technical Seminar on the Feasibility of the Application of Tradable Water Permits for Water Management in Chile (13-14 November 2003 in Santiago de Chile). In Chile, water pollution is a major problem. Until recently, existing regulations to control water pollution consisted mainly of non-market based instruments. Innovative instruments are now being explored via a recent national law for tradable emission/discharge permits. The instrument of tradable discharge permits is one of several market-based instruments used in water management and pollution control. Tradable discharge permits are actually among the most challenging market-based instruments in terms of both their design and implementation. Experience to date with tradable discharge permits for water pollution control has been limited and mainly comes from several regions of the US and Australia. The paper at first introduces tradable permits as part of an overall taxonomy of economic instruments in the field of water management. In this context, three fundamentally different fields of application of tradable permits systems relating to water are presented: tradable water abstraction rights, tradable rights to water-based resources and tradable water pollution rights. The remaining of the paper deals exclusively with the latter category, i.e. tradable water pollution rights, their role and applicability in water pollution control

    Innovation and Growth in Resource Rich Countries

    Numerous resource rich economies have been far more dynamic than those in Latin America and there is little long term evidence that natural resource abundant countries generally under perform. But two factors historically distinguish Latin America from the more successful experiences of Scandinavia or Australia. First, deficient national "learning" or "innovative" capacity arising from low investment in human capital and scientific infrastructure led to weak ability to innovate or even take advantage of technological advances abroad. Second, the period of inward looking industrialization created a sector whose growth depended on artificial monopoly rents rather than the quasi-rents arising from technological adoption, and at the same time undermined resource intensive sectors that had the potential for dynamic growth.

    The idea of cost-benefit analysis has been spreading internationally for centuries — at least since an American named Benjamin Franklin wrote a letter in 1772 to his British friend, Joseph Priestley, recommending that Priestley weigh the pros and cons of a difficult decision in what Franklin dubbed a “moral or prudential algebra” (Franklin 1772) (more on this letter below). Several recent studies show that the use of benefit-cost analysis (BCA), for both public projects and public regulation of private activities, is now unfolding in countries on every habitable continent around the world (Livermore and Revesz 2013; Quah and Toh 2012; De Francesco 2012; Livermore 2011; Cordova-Novion and Jacobzone 2011). This global diffusion of BCA is intermingled with the global diffusion of regulatory capitalism, in which privatized market actors are supervised by expert regulatory agencies (Levi-Faur 2005; Simmons et al. 2008), and with the international spread of ex ante regulatory precautions to anticipate and prevent risks despite uncertainty (Wiener et al. 2011)

Summary Charter schools and free schools – publicly-funded, privately-managed schools – have been introduced in several countries around the world as a way of extending school choice, particularly for low income families. This report examines the policies and research on charter schools and their equivalents in five countries –USA, Sweden, Chile, England and New Zealand. Research shows that certain types of charter schools have a strong positive impact on the academic achievement of disadvantaged students. For-profit schools have mixed results on average, but some school management companies have been successful. The policy context and governance arrangements are critical. Australian governments should consider introducing charter schools, with careful attention to the policy and regulatory lessons from the experience in other countries

    The world depends on the oceans for food and livelihood. More than a billion people worldwide depend on fish as a source of protein, including some of the poorest populations on earth. According to the United Nations Food and Agriculture Organization (FAO), the world must produce 70 percent more food to meet coming hunger needs.Fishing activities support coastal communities and hundreds of millions of people who depend on fishing for all or part of their income. Of the world's fishers, more than 95 percent engage in small-scale and artisanal activity and catch nearly the same amount of fish for human consumption as the highly capitalized industrial sector. Small-scale and artisanal fishing produces a greater return than industrial operations by unit of input, investment in catch, and number of people employed.Today, overfishing and other destructive fishing practices have severely decreased the world's fish populations. The FAO estimates that 90 percent of marine fisheries worldwide are now overexploited, fully exploited, significantly depleted, or recovering from overexploitation
