    KALwEN+: Practical Key Management Schemes for Gossip-Based Wireless Medical Sensor Networks

    The constrained resources of sensors restrict the design of a key management scheme for wireless sensor networks (WSNs). In this work, we first formalize the security model of ALwEN, which is a gossip-based wireless medical sensor network (WMSN) for ambient assisted living. Our security model considers the node capture, the gossip-based network and the revocation problems, which should be valuable for ALwEN-like applications. Based on Shamir's secret sharing technique, we then propose two key management schemes for ALwEN, namely the KALwEN+ schemes, which are proven with the security properties defined in the security model. The KALwEN+ schemes not only fit ALwEN, but also can be tailored to other scalable wireless sensor networks based on gossiping

    The Case for Liberal Spectrum Licenses: A Technical and Economic Perspective

    The traditional system of radio spectrum allocation has inefficiently restricted wireless services. Alternatively, liberal licenses ceding de facto spectrum ownership rights yield incentives for operators to maximize airwave value. These authorizations have been widely used for mobile services in the U.S. and internationally, leading to the development of highly productive services and waves of innovation in technology, applications and business models. Serious challenges to the efficacy of such a spectrum regime have arisen, however. Seeing the widespread adoption of such devices as cordless phones and wi-fi radios using bands set aside for unlicensed use, some scholars and policy makers posit that spectrum sharing technologies have become cheap and easy to deploy, mitigating airwave scarcity and, therefore, the utility of exclusive rights. This paper evaluates such claims technically and economically. We demonstrate that spectrum scarcity is alive and well. Costly conflicts over airwave use not only continue, but have intensified with scientific advances that dramatically improve the functionality of wireless devices and so increase demand for spectrum access. Exclusive ownership rights help direct spectrum inputs to where they deliver the highest social gains, making exclusive property rules relatively more socially valuable. Liberal licenses efficiently accommodate rival business models (including those commonly associated with unlicensed spectrum allocations) while mitigating the constraints levied on spectrum use by regulators imposing restrictions in traditional licenses or via use rules and technology standards in unlicensed spectrum allocations.

    Power Allocation in Multiuser Parallel Gaussian Broadcast Channels With Common and Confidential Messages

    We consider a broadcast communication over parallel channels, where the transmitter sends K+1 messages: one common message to all users, and K confidential messages to each user, which need to be kept secret from all unintended users. We assume partial channel state information at the transmitter, stemming from noisy channel estimation. Our main goal is to design a power allocation algorithm in order to maximize the weighted sum rate of common and confidential messages under a total power constraint. The resulting problem for joint encoding across channels is formulated as the cascade of two problems, the inner min problem being discrete, and the outer max problem being convex. Thereby, efficient algorithms for this kind of optimization program can be used as solutions to our power allocation problem. For the special case K=2 , we provide an almost closed-form solution, where only two single variables must be optimized, e.g., through dichotomic searches. To reduce computational complexity, we propose three new algorithms, maximizing the weighted sum rate achievable by two suboptimal schemes that perform per-user and per-channel encoding. By numerical results, we assess the performance of all proposed algorithms as a function of different system parameters

    The Shallow State: The Federal Communications Commission and the New Deal

    American lawyers and law professors commonly turn to the New Deal for insights into the law and politics of today’s administrative state. Usually, they have looked to agencies created in the 1930s that became the foundation of the postwar political order. Some have celebrated these agencies; others have deplored them as the core of an elitist, antidemocratic Deep State. This article takes a different tack by studying the Federal Communications Commission, an agency created before the New Deal. For most of Franklin D. Roosevelt’s first two presidential terms, the FCC languished within the “Shallow State,” bossed about by patronage-seeking politicians, network lobbyists, and the radio bar. When Roosevelt finally let a network of lawyers in his administration try to clean up the agency, their success or failure turned on whether it could hire the kind of young, smart, hard-working lawyers who had at other agencies proven themselves to be the “shock troops of the New Deal.” Only after James Lawrence Fly, formerly general counsel of the Tennessee Valley Authority, became chairman and hired lawyers like himself did the FCC set sail. It cleaned up its licensing of radio stations and addressed monopoly power in the industry without becoming the tool of an authoritarian president or exceeding its legislative and political mandates
