The Use of Scilab-Cloud for Teaching Digital Signal Processing Concepts in Electrical Engineering Curricula
The digital signal processing (DSP) is a relevant area in the electrical/computer engineering field, since several applications have been observed during the past decades. On the other hand, students have demonstrated difficulties to understand not only the eventual applications, but also its mathematical concepts and theory. Actually, open source packages are available and increasing, but the use of these tools are not very widespread in electrical engineering curriculum. This paper presents the use of Scilab-Cloud software platform for teaching some fundamentals of digital signal processing in undergraduate level, particularly for electrical engineering curriculum. Therefore, some experiments have carried out with undergraduate electrical engineering students and a questionnaire answered by them evidenced the potential of Scilab-Cloud as an interesting alternative tool to foster and motivate students for learning DSP skills

This report describes findings from an additional literature review of the then current landscape concerning learner use of Web 2.0 technologies and the implications for teachers, schools, local authorities and policy makers
From flowers to palms: 40 years of policy for online learning
This year sees the 40th anniversary of the first policy paper regarding the use of computers in higher education in the United Kingdom. The publication of this paper represented the beginning of the field of learning technology research and practice in higher education. In the past 40 years, policy has at various points drawn from different communities and provided the roots for a diverse field of learning technology researchers and practitioners. This paper presents a review of learning technology-related policy over the past 40 years. The purpose of the review is to make sense of the current position in which the field finds itself, and to highlight lessons that can be learned from the implementation of previous policies. Conclusions drawn from the review of 40 years of learning technology policy suggest that there are few challenges that have not been faced before as well as a potential return to individual innovation
Semantic discovery and reuse of business process patterns
Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle. The framework borrows ideas from the domain engineering literature and proposes the use of semantics to drive both the discovery of patterns as well as their reuse

Educational use cases from a shared exploration of e-books and iPads
E-books and e-book readers are becoming increasingly widely available, particularly for the general reader, and there have been many studies on their adoption. However, less is known about their use for educational and academic purposes. We report here on work carried out on e-books and e-book applications using iPads by academic and teaching staff. After considering pedagogical issues and reporting survey results, we identify a spiral of six key use case areas for e-books. This spiral of use cases moves from basic e-book use, through situational reading, e-books and learning, using multiple learning resources, collaborative/group learning, to e-book production. We discuss each of these use case areas and provide guidelines that will be of interest to practitioners and researchers alike

Developing sustainable business models for institutionsā provision of open educational resources: Learning from OpenLearn usersā motivations and experiences
Universities across the globe have, for some time, been exploring the possibilities for achieving public benefit and generating business and visibility through releasing and sharing open educational resources (OER). Many have written about the need to develop sustainable and profitable business models around the production and release of OER. Downes (2006), for example, has questioned the financial sustainability of OER production at scale. Many of the proposed business models focus on OERās value in generating revenue and detractors of OER have questioned whether they are in competition with formal education.
This paper reports on a study intended to broaden the conversation about OER business models to consider the motivations and experiences of OER users as the basis for making a better informed decision about whether OER and formal learning are competitive or complementary with each other. The study focused on OpenLearn - the Open Universityās (OU) web-based platform for OER, which hosts hundreds of online courses and videos and is accessed by over 3,000,000 users a year. A large scale survey and follow-up interviews with OpenLearn users worldwide revealed that university provided OER can offer learners a bridge to formal education, allowing them to try out a subject before registering on a formal course and to build confidence in their abilities as learners. In addition, it was found that using OER during formal paid-for study can improve learnersā performance and self-reliance, leading to increased retention and satisfaction with the learning experience
Load flow studies on stand alone microgrid system in Ranau, Sabah
This paper presents the power flow or load flow analysis of Ranau microgrid, a
standalone microgrid in the district of Ranau,West Coast Division of Sabah. Power
flow for IEEE 9 bus also performed and analyzed. Power flow is define as an
important tool involving numerical analysis applied to power system. Power flow
uses simplified notation such as one line diagram and per-unit system focusing on
voltages, voltage angles, real power and reactive power. To achieved that purpose,
this research is done by analyzing the power flow analysis and calculation of all the
elements in the microgrid such as generators, buses, loads, transformers,
transmission lines using the Power Factory DIGSilent 14 software to calculate the
power flow. After the analysis and calculations, the results were analysed and

Open educational resources for all? Comparing user motivations and characteristics across The Open Universityās iTunes U channel and OpenLearn platform.
With the rise in access to mobile multimedia devices, educational institutions have exploited the iTunes U platform as an additional channel to provide free educational resources with the aim of profile-raising and breaking down barriers to education. For those prepared to invest in content preparation, it is possible to produce interactive, portable material that can be made available globally. Commentators have questioned both the financial implications for platform-specific content production, and the availability of devices for learners to access it (Osborne, 2012).
The Open University (OU) makes its free educational resources available on iTunes U and via its web-based open educational resources (OER) platform, OpenLearn. The OUās OER on iTunes U reached the 60 million download mark in 2013; its OpenLearn platform boasts 27 million unique visitors since 2006. This paper reports the results of a large-scale study of users of the OUās iTunes U channel and OpenLearn platform. A survey of several thousand users revealed key differences in demographics between those accessing OER via the web and via iTunes U. In addition, the data allowed comparison between three groups: formal learners, informal learners and educators.
The study raises questions about whether university-provided OER meet the needs of users and makes recommendations for how content can be modified to suit their needs. As the publishing of OER becomes core to business, we reflect on reasons why understanding usersā motivations and demographics is vital, allowing for needs-led resource provision and content that is adapted to best achieve learner satisfaction, and to deliver institutionsā social mission
