    Knowledge management and communities of practice in the private sector: lessons for modernising the National Health Service in England and Wales

    The National Health Service (NHS) in England and Wales has embarked upon a radical and farreaching programme of change and reform. However, to date the results of organizational quality and service improvement initiatives in the public sector have been mixed, if not to say disappointing, with anticipated gains often failing to materialize or to be sustained in the longer term. This paper draws on the authors' recent extensive research into one of the principal methodologies for bringing about the sought after step change in the quality of health care in England and Wales. It explores how private sector knowledge management (KM) concepts and practices might contribute to the further development of public sector quality improvement initiatives in general and to the reform of the NHS in particular. Our analysis suggests there have been a number of problems and challenges in practice, not least a considerable naïvety around the issue of knowledge transfer and 'knowledge into practice' within health care organizations. We suggest four broad areas for possible development which also have important implications for other public sector organizations

    National systems of innovation (NSIs) provide the context within which all processes of technology development, transfer and uptake occur - they refer to the network of actors (e.g. firms, universities, research institutes, government departments, NGOs) within which innovation occurs, and the strength and nature of the relationships between them. Nurturing NSIs in relation to climate technologies provides a powerful new focus for international policy with potential to underpin more sustained and widespread development and transfer of climate technologies. This working paper builds on an invited presentation by one of the authors at a workshop on NSIs convened by the Technology Executive Committee (TEC) of the United Nations Framework Convention on Climate Change (UNFCCC). It identifies policy recommendations for consideration of the TEC. The intention is both to inform possible recommendations by the TEC to the UNFCCC Conference of the Parties (COP) and to highlight potential areas for future work that the TEC could undertake on this issue

    nD modelling: Industry uptake considerations

    Purpose – The purpose of this paper is to identify the key enablers and obstacles to the effective adoption and use of nD modelling technology. Design/methodology/approach – This paper explores the feasibility of industry absorbing and diffusing nD modelling technology by considering key technology transfer issues; namely, organisational direction, inter-organisational networks and the knowledge characteristics of technology. Findings from semi-structured interviews around a diagnostic technology transfer framework are used to offer implications for theory and practice. Findings – The results from 15 survey interviews indicate that construction professionals appreciate the potential significant benefits of nD modelling technology, but at present, nD modelling technology is seen as too embryonic; too far removed from construction firms' “comfort zones”; requiring too much investment; and, containing too many risks. Originality/value – The paper stresses that the challenge for nD modelling technology, along with any new technology, is to shift from its “technology push” emphasis, to a more balanced “market orientated” stance, which allows the technology to be shaped by both strategic design concerns, and day-to-day operational needs. If this trajectory is pursued, nD modelling technology could have a positive future

    Contemporary Innovation Policy and Instruments: Challenges and Implications

    In this paper we review major theoretical (neoclassical economics, evolutionary, systemic and knowledge-based) insights about innovation and we analyse their implications for the characteristics of contemporary innovation policy and instruments. We show that the perspectives complement each other but altogether reveal the need to redefine the current general philosophy as well as the modes of operationalisation of contemporary innovation policy.     Educating future product developers in collaborative product development : lessons learned from the european global product realization (EGPR) international course

    Changes in the business environment, responses of companies to these changes and the available information and communication technologies (ICT) pose a number of challenges to present and future product developers, as well as to educational institutions. An appropriate response to these challenges is to create a solid basis for strategies to combat stronger competition, since existing educational programs have provided this only to a small extent. In our opinion, the E-GPR course carried out by 5 European universities reflects the tasks of professional product development teams and their work conditions as realistically as possible and will enable students attending the E-GPR course who will soon enter the professional world to later progress along a steeper learning curve. This paper focuses on the role of communication between members of virtual teams and presents experiences gathered during the organization, designing and performance of each year’s courses

    Potentials of social media for tacit knowledge sharing amongst physicians : preliminary findings

    Tacit knowledge sharing amongst physicians, such as the sharing of clinical experiences, skills, or know-how, or know-whom, is known to have a significant impact on the quality of medical diagnosis and decisions. This paper posits that social media can provide new opportunities for tacit knowledge sharing amongst physicians, and demonstrates this by presenting findings from a review of relevant literature and a survey conducted with physicians. Semi-structured interviews were conducted with ten physicians from around the world who were active users of social media. Initial thematic analysis revealed eight themes as potential contributions of social web tools to facilitate tacit knowledge flow amongst physicians. The emergent themes are defined, linked to the literature, and supported by instances of interview transcripts. Findings presented here are preliminary, and final results will be reported after accomplishing all phases of data collection and analysis

    Managing innovation uncertainties : a user-oriented knowledge typology

    New product development processes are subject to uncertainties. These uncertainties can and should be managed to prevent innovations from failing. Uncertainties or knowledge deficits are addressed by deploying the right approaches, or learning activities to stimulate relevant inflows of knowledge. A typology of user-oriented knowledge types is key to overcome the reluctance of organizations towards multi-actor involvement and user-oriented learning activities. Here, we present a user-oriented knowledge typology departing from the end-user, embedded in a two-states framework (current state opposing future state). We discuss three iterations of the framework, including an expert review and real-world application as part of a workshop with intermediary organizations. When implemented, the framework enabled participants to identify and select learning activities enriching their innovation project. We want to underline our vision to transcend the gut-feeling and experience-driven allocation of learning activities, but instead strive towards optimal activity-selection based on the knowledge deficit at hand
