The Flowchart Model of Cluster Policy: The Automobile Industry Cluster in China

This paper proposes a general model of the flowchart approach to industrial cluster policy and applies this model to Guangzhou's automobile industry cluster. The flowchart approach to industrial cluster policy is an action plan for prioritizing policy measures in a time-ordered series. We reached the following two conclusions. First,we clarified the effects of Honda, Nissan, and Toyota on agglomeration in Guangzhou's automobile industry cluster. Japan's Civil Registration Systems Before and After the Meiji Restoration

This essay traces the evolution of Japan's systems of household and land registration from Tokugawa times to the period of early Meiji reforms in the 1870s and 80s. The paper pays due attention to the distinction between an early modern system designed by state authority and local forms of　registration practice. Thus, in the section on the Tokugawa period, one such local practice of having people 'disowned' and its consequence,　registerlessness, will be examined. The section on the Meiji reforms turns to the issue of continuity and discontinuity, while the next section discusses if any progress in terms of civil identity registration was made by these Meiji reforms. In order to illustrate the actual changes that took place at the local level, the essay begins with an eighteenth-century story about a peasant woman and her disputes with the village officialdom and ends with a case of family dispute that another village woman brought before court some 120 years later.

A new seal verification for Chinese color seal

Automatic seal imprint identification system is highly demanded in oriental countries. Even though several seal identification techniques have been proposed, it is seldom to find the papers on the recovery of lost seal imprint strokes caused by superimposition. In this paper, a new seal verification for Chinese color seal is proposed. This approach segments the seal imprint from the input image in terms of the adaptive thresholds. The lost seal imprint strokes are recovered based on the text stroke width that can be detected automatically. In addition, the moment-based seal verification is to compare the reference seal imprint and the recovered one. Experimental results show that the proposed method is able to correctly and efficiently verify the genuine and forgery seal imprint
