CADSL: China Archives of Digital Scientific Literature Initiatives

Dr. Zhang will present the China Archives of Digital Scientific Literature (CADSL) Initiative, proposed to the Ministry of Science and Technology of China, as the result of a feasibility study by the National Science and Technology Library of China. Based on a need and crisis analysis, a distributed network of trusted archives with sustainable planning and administration mechanisms is suggested to preserve digital scientific information resources, including foreign published literature, home-grown literature, and scientific web resources. Outlined in the proposed initiative is (1) a distributed and shared system of responsibility to archive the targeted resources, (2) a framework of guidelines for intellectual property protection of preserved materials, (3) an open and continuous certification process for trusted repositories, (4) a rigorous set of outlines of technological, workflow management, service level agreement requirements for prospective archives, and (5) a public and yet competitive funding mechanism to utilize multiple resources for the initiative. Ways to mobilize research and educational institutions into the initiatives and future efforts to promote and collaborate with scientific data preservation and cultural heritage preservation are discussed in the end. AUDIENCE TARGETING IN CHINESE PUBLIC DIPLOMACY: AN EMPIRICAL ANALYSIS OF WOLF WARRIOR RHETORIC

In recent years, the People’s Republic of China (PRC) has adopted an increasingly combative and assertive approach to diplomacy worldwide, dubbed “wolf warrior diplomacy.” It is particularly evident in PRC diplomats’ communication strategies, known for their individualistic and aggressive rhetoric on Western media platforms like Twitter. This communication strategy, however, is not conducted in the same way across all countries. With that in mind, this study analyzes the tone PRC diplomats use in their wolf warrior–style rhetoric. Furthermore, it considers the host country’s characteristics and cultural differences, in particular cultural individualism, which makes that country a more suitable target for wolf warrior diplomacy. Using Twitter messages collected from PRC diplomats’ official accounts, the study applies structural topic modeling and text analysis to show the correlation between the rhetoric and the characteristics of the host country as the intended audience. The findings reveal that individualistic and aggressive rhetoric is more likely to target culturally individualistic host countries. At the same time, various country-based factors also affect online rhetoric and influence the use of the wolf warrior strategy. Peeling Back the Onion of Cyber Espionage after Tallinn 2.0

Tallinn 2.0 represents an important advancement in the understanding of international law’s application to cyber operations below the threshold of force. Its provisions on cyber espionage will be instrumental to states in grappling with complex legal problems in the area of digital spying. The law of cyber espionage as outlined by Tallinn 2.0, however, is substantially based on rules that have evolved outside of the digital context, and there exist serious ambiguities and limitations in its framework. Publication and collaboration anomalies in academic papers originating from a paper mill: Evidence from a Russia-based paper mill

This study attempts to detect papers originating from the Russia-based paper mill ‘International Publisher’ LLC. A total of 1,063 offers to purchase co-authorship on a fraudulent papers published from 2019 to mid-2022 on the 123mi.ru website were analysed. This study identifies at least 451 papers that are potentially linked to the paper mill, including one preprint, a duplication paper and 16 republications of papers erroneously published in hijacked journals. Evidence of suspicious provenance from the paper mill is provided: matches in title, number of co-authorship slots, year of publication, country of the journal, country of a co-authors and similarities of abstracts. These problematic papers are co-authored by scholars from at least 39 countries and are submitted to both predatory and reputable journals. This study also demonstrates collaboration anomalies in questionable papers and examines indicators of the Russia-based paper mill. The value of co-authorship slots offered by ‘International Publisher’ LLC from 2019 to 2021 is estimated at $6.5 million. Since this study only analysed a single paper mill, it is likely that the number of papers with forged authorship is much higher
