Government Augmented Intelligence - The Use of AI to Improve Citizen Relationship Management

    Get PDF
Dissertation presented as the partial requirement for obtaining a Master's degree in Information Management, specialization in Knowledge Management and Business IntelligenceArtificial Intelligence (AI) is increasingly influencing everyday life and has become a key technology for government to improve citizen relationship management (CitRM): to establish, strengthen and boost the connection and interaction between public administration and citizens, in order to improve public service delivery and achieve effectiveness and efficiency. However, constraints such as the lack of awareness and knowledge regarding the potential of AI can explain the absence of a deeper adoption of this technological breakthrough. Thus, the aim of this study is to provide a better understanding of the abilities and possible uses of AI, more specifically how it can contribute to government augmented intelligence to improve CitRM. For this purpose to be achieved, this dissertation follows a Design Science Research methodology. A theoretical framework is performed on Artificial Intelligence and Government, and a systematic literature review is carried out to disclose relevant applications of AI in government. On the basis of the knowledge acquired, it is proposed a framework with a succinct set of recommendations that provides concrete information on possible AI-based applications and solutions to be adopted and used in Portuguese local government, namely at municipal level. Interviews with local government decision makers and experts in local government relationship with citizens confirm the usefulness and relevance of the framework and its possibility to provide a clear view on how AI can be used to improve CitRM. Despite a few concerns on challenges, opportunities such as optimising processes, improving and modernising public services, promoting citizen engagement and improving the relationship between citizens and municipalities were recognised by interviewees. This way, while helping public administration deal with the complexity surrounding Artificial Intelligence, the framework is expected to promote and underpin the adoption of AI solutions in government. Moreover, by adding knowledge to the use of AI in government, it is expected an intense scientific research and progress on the subject

Museum of Contemporary Commodities: a research performance

    Get PDF
The materialities and injustices of the 'prolific present' are overwhelming, making attention to the production, consumption and disposal of 'stuff' an urgent matter of concern. Presenting as automatic and only partially visible, creatively constructive acts of ‘dataveillance’ are integral to this explosion of stuff; conditioning our daily lives as milieus of consumption that channel profit to the propertied classes, often with socially and environmentally damaging consequences (Gabrys 2016, van Dijck, 2014, Tsing, 2013). Constructing the agency to intervene in these socio-technical valuing practices and cultural performances, requires us to consider our roles in those performances, as much as theorising the constituting structures, strategies, and (in)justices of their production. The Museum of Contemporary Commodities is an art geography research performance that is both a collaboratively produced dramaturgy of valuing, and an experiment in public curation as transformative process (Heathfield 2016, Graeber, 2013, Richter 2017). The project manifests as a series of digitally networked hacks, prototypes and events that attempt to configure new alignments between the social, material and digital that are localised and mobile, stable and reconfigurable, familiar and new (Suchman et al., 2002). These are art geographies as collectively produced critical making and social practices, which encourage audience-as-participant move from 'automatic' taking part in the unfolding immanence of the world, to feeling it more deeply. By extension attending to and caring for the ethical and political implications, and the material things that participation produces (Cull, 2011, Puig de la Bellacasa 2012)

Good bot vs. bad bot: Opportunities and consequences of using automated software in corporate communications

    Get PDF
The paper attempts to lay a foundation for research on the use of bots in corporate communications. The first step is to identify opportunities and challenges that may offer starting points for future regulations. In this research project, expert interviews were conducted in the form of guideline-based telephone interviews. A total of ten experts from the scientific community and experts from the practical field were interviewed. Following this, a qualitative-reductive content analysis was conducted with the aim of building categories and hypotheses based on them. The results show that experts from the scientific community and practical field clearly see advantages for corporate communications, but also highlight hurdles and ethical challenges that are currently seen as a major barrier to the use of bots. In this context, experts mention, among other things, the assumption of structured routine tasks, ensuring efficiency and quality in corporate communications, cost efficiency and relieving employees. On the other hand, weaknesses, like the lack of transparency, data protection and loss of control arise. Results clearly show that the ethical perspective has to be taken into account. In this context, data protection, the question of responsibility and possible manipulation intentions are particularly worth mentioning

Practices of using Rapid Response Collecting by Ukrainian museums in wartime

Social activity and public involvement in participatory practices, and the creation of civic spaces on the basis of the museum have become relevant for the formation of the concept of a modern museum. Such practices are especially important in times of crisis when history is being documented online and the Rapid Response Collecting (RRC) method is becoming widespread. Modern war discourse requires the newest forms of archiving and description because the recording of history is complicated by the volatility of the military situation, the movement of large flows of displaced persons, and the departure of citizens abroad. The Ukrainian experience of documenting the war is examined in the article taking the example of the ATO Museum (an acronym for anti-terrorist operation) in Dnipro and the online Museum of Civilian Voices. It is important for us to pay attention to the national peculiarities of the codification of collective memory through individual experience and life stories during the full-scale military aggression against Ukraine, and to show the newest forms of presenting the evidence of war

Shaping a view on the influence of technologies on sustainable tourism

    Get PDF
To date, tourism is the fastest growing industry globally, but one of the least developed in terms of environmentally sustainable practices. However, only a small portion of documents elaborate on how the introduction of new technologies can impact a more sustainable development route for tourism. This study’s objective is to provide an overview on literature state‐of‐the‐art related to sustainable tourism and technological innovations, offering insights for further advancing this domain. We employ a bibliometric analysis and a comprehensive review of 139 articles, collected from Web of Science and Scopus databases, for the purpose of: (i) exploring and discussing the most relevant contributions in the publication network: (ii) highlighting key issues and emerging topics; (iii) uncovering open questions for the future. Our findings reveal contradictory views on the risks and benefits of technology adoption. Artificial intelligence, internet of things, circular economy, big data, augmented and virtual reality emerge as major trends. Five work streams are identified and described, leading to a broader perspective on how technology can shape the future of sustainable tourism. Relevant theoretical and managerial implications are derived. Finally, a research agenda is proposed as guidance for future studies addressing the outcomes of digital disruption on sustainable tourism.info:eu-repo/semantics/publishedVersio
