    When does centrality matter? Scientific productivity and the moderating role of research specialization and cross-community ties

    The present study addresses the ongoing debate concerning academic scientific productivity. Specifically, given the increasing number of collaborations in academia and the crucial role networks play in knowledge creation, we investigate the extent to which building social capital within the academic community represents a valuable resource for a scientist's knowledge-creation process. We measure the social capital in terms of structural position within the academic collaborative network. Furthermore, we analyse the extent to which an academic scientist's research specialization and ties that cross-community boundaries act as moderators of the aforementioned relationship. Empirical results derived from an analysis of an Italian academic community from 2001 to 2008 suggest academic scientists that build social capital by occupying central positions in the community outperform their more isolated colleagues. However, scientific productivity declines beyond a certain threshold value of centrality, hence revealing the existence of an inverted U-shaped relationship. This relationship is negatively moderated by the extent to which an academic focuses research activities in few scientific knowledge domains, whereas it is positively moderated by the number of cross-community ties established

    Comparing nuclear power trajectories in Germany and the UK: from ‘regimes' to ‘democracies’ in sociotechnical transitions and Discontinuities

    This paper focuses on arguably the single most striking contrast in contemporary major energy politics in Europe (and even the developed world as a whole): the starkly differing civil nuclear policies of Germany and the UK. Germany is seeking entirely to phase out nuclear power by 2022. Yet the UK advocates a ‘nuclear renaissance’, promoting the most ambitious new nuclear construction programme in Western Europe.Here,this paper poses a simple yet quite fundamental question: what are the particular divergent conditions most strongly implicated in the contrasting developments in these two countries. With nuclear playing such an iconic role in historical discussions over technological continuity and transformation, answering this may assist in wider understandings of sociotechnical incumbency and discontinuity in the burgeoning field of‘sustainability transitions’. To this end, an ‘abductive’ approach is taken: deploying nine potentially relevant criteria for understanding the different directions pursued in Germany and the UK. Together constituted by 30 parameters spanning literatures related to socio-technical regimes in general as well as nuclear technology in particular, the criteria are divided into those that are ‘internal’ and ‘external’ to the ‘focal regime configuration’ of nuclear power and associated ‘challenger technologies’ like renewables. It is ‘internal’ criteria that are emphasised in conventional sociotechnical regime theory, with ‘external’ criteria relatively less well explored. Asking under each criterion whether attempted discontinuation of nuclear power would be more likely in Germany or the UK, a clear picture emerges. ‘Internal’ criteria suggest attempted nuclear discontinuation should be more likely in the UK than in Germany– the reverse of what is occurring. ‘External’ criteria are more aligned with observed dynamics –especially those relating to military nuclear commitments and broader ‘qualities of democracy’. Despite many differences of framing concerning exactly what constitutes ‘democracy’, a rich political science literature on this point is unanimous in characterising Germany more positively than the UK. Although based only on a single case,a potentially important question is nonetheless raised as to whether sociotechnical regime theory might usefully give greater attention to the general importance of various aspects of democracy in constituting conditions for significant technological discontinuities and transformations. If so, the policy implications are significant. A number of important areas are identified for future research, including the roles of diverse understandings and specific aspects of democracy and the particular relevance of military nuclear commitments– whose under-discussion in civil nuclear policy literatures raises its own questions of democratic accountability

    A metric to represent the evolution of CAD/analysis models in collaborative design

    Computer Aided Design (CAD) and Computer Aided Engineering (CAE) models are often used during product design. Various interactions between the different models must be managed for the designed system to be robust and in accordance with initially defined specifications. Research published to date has for example considered the link between digital mock-up and analysis models. However design/analysis integration must take into consideration the important number of models (digital mock-up and simulation) due to model evolution in time, as well as considering system engineering. To effectively manage modifications made to the system, the dependencies between the different models must be known and the nature of the modification must be characterised to estimate the impact of the modification throughout the dependent models. We propose a technique to describe the nature of a modification which may be used to determine the consequence within other models as well as a way to qualify the modified information. To achieve this, a metric is proposed that allows the qualification and evaluation of data or information, based on the maturity and validity of information and model

    Case Studies in Industry: What We Have Learnt

    Case study research has become an important research methodology for exploring phenomena in their natural contexts. Case studies have earned a distinct role in the empirical analysis of software engineering phenomena which are difficult to capture in isolation. Such phenomena often appear in the context of methods and development processes for which it is difficult to run large, controlled experiments as they usually have to reduce the scale in several respects and, hence, are detached from the reality of industrial software development. The other side of the medal is that the realistic socio-economic environments where we conduct case studies -- with real-life cases and realistic conditions -- also pose a plethora of practical challenges to planning and conducting case studies. In this experience report, we discuss such practical challenges and the lessons we learnt in conducting case studies in industry.     Analysis of equivalence mapping for terminology services

    This paper assesses the range of equivalence or mapping types required to facilitate interoperability in the context of a distributed terminology server. A detailed set of mapping types were examined, with a view to determining their validity for characterizing relationships between mappings from selected terminologies (AAT, LCSH, MeSH, and UNESCO) to the Dewey Decimal Classification (DDC) scheme. It was hypothesized that the detailed set of 19 match types proposed by Chaplan in 1995 is unnecessary in this context and that they could be reduced to a less detailed conceptually-based set. Results from an extensive mapping exercise support the main hypothesis and a generic suite of match types are proposed, although doubt remains over the current adequacy of the developing Simple Knowledge Organization System (SKOS) Core Mapping Vocabulary Specification (MVS) for inter-terminology mapping

    A research project undertaken on behalf of the Education and Training Foundation exploring barriers to attracting candidates with higher qualifications and skills to the FE sector and to explores if ITE predominantly attracts people from a humanities background. The report suggests that people move into FE teaching through opportunity. The issue if dual professionalism is an important element of identity. Those becoming teacher educators tend to drift into the role.     The European waste sector is undergoing a period of unprecedented change driven by business consolidation, new legislation and heightened public and government scrutiny. One feature is the transition of the sector towards a process industry with increased pre-treatment of wastes prior to the disposal of residues and the co-location of technologies at single sites, often also for resource recovery and residuals management. Waste technologies such as in-vessel composting, the thermal treatment of clinical waste, the stabilisation of hazardous wastes, biomass gasification, sludge combustion and the use of wastes as fuel, present operators and regulators with new challenges as to their safe and environmentally responsible operation. A second feature of recent change is an increased regulatory emphasis on public and ecosystem health and the need for assessments of risk to and from waste installations. Public confidence in waste management, secured in part through enforcement of the planning and permitting regimes and sound operational performance, is central to establishing the infrastructure of new waste technologies. Well-informed risk management plays a critical role. We discuss recent developments in risk analysis within the sector and the future needs of risk analysis that are required to respond to the new waste and resource management agenda

    The Learning Organisation and National Systems of Competence Building and Innovation

    This paper is based on a hypothesis that we have entered a specific phase of economic development, which we refer to as the 'learning economy', where knowledge and learning have become more important than in any earlier historical period. In this new context the learning capability of firms located in the domestic economy becomes a major concern for national governments and, at the same time, the national infrastructure supporting knowledge creation, diffusion and use becomes a concern for management and employees. To get the two to match and support each other becomes a prerequisite for economic success for firms as well as for the national economy. One of the main objectives of this paper is to demonstrate that societal institutions, which may exist at the national or regional levels, shape the types of organisational learning predominating at the level of the firm. The paper develops the concept of a 'national system of competence building and innovation' by linking national specificities in the formation of skills and labour market dynamics to the micro-level processes of knowledge creation and learning within and between firms. It uses the examples of Japan, Denmark and the high-technology clusters in the US and UK to illustrate the logic of institutionalised variation in patterns of learning and innovation. The paper argues that tacit knowledge, which is difficult to create and transfer in the absence of social interaction and labour mobility, constitutes a most important source of learning and sustainable competitive advantage. Learning builds on trust and social capital.
