    Utilizing E-administration to Improve the Quality of Educational Services at Saudi Universities During COVID-19

    The present paper aims to identify the reality of utilizing e-administration to improve the quality of educational services at Saudi universities during COVID-19. It explores the most significant technical, human, economic, social, and administrative obstacles and the requirements of utilizing e-administration to make suggestions for utilizing e-administration to improve the quality of educational services at Saudi universities during COVID-19. The author developed and applied an interview form to (10) staff and faculty members. The paper results showed obstacles to utilizing e-administration at Saudi universities. The most significant technical issues were falsifying documents, corrupting programs and data, and cybercrimes. The human obstacles included the lack of training programs qualifying to handle the requirements of electronic work, sticking to regulations and inflexibility, and lack of laws and legislation regarding the privacy of information security. The social obstacles were the inadequate awareness of the importance of applying e-administration, and questioning the credibility of information via the e-administration means. The most significant economic obstacles were the ill funding of the e-administration training programs for staff members and the lack of financial incentives to distinguished staff members of e-administration. Furthermore, the most significant administrative obstacles included the lack of enthusiasm of the current administration for e-administration applications and the lack of assigning a department of e-administration at each college. The paper suggested linking the achievement of work to financial incentives using e-administration means and applications and enforcing the staff of Saudi universities to use e-administration applications. It recommends recruiting external experts to train the officials of the e- administration department and increasing the funds and incentives to distinguished staff in the departments of e- administration

    Cloud Computing Adoption Model For Higher Education : A Comparison Study Between Malaysia And Jordan

    Cloud computing is the solution for e-leering and social learning in Higher education.To provide these needs, this study identified the factors support for cloud computing adoption in Malaysian and Jordan Universities. In the cross-sectional study, respondents from297 out of 1329 for Universiti Teknikal Malaysia Melaka, Malaysia and 175 out of 323 for Al-Zaytoonah University, Jordan. The objective of this study is to check the main effect and tested the technology, organization and environmental (TOE) factors toward cloud computing adoption in universities. The results show significant support for major effects based on the theory of the TOE theory. The results also show the buffered impact of technology, organization and environmental on cloud computing adoption with institution influence as mediator between them and predicted the level of the adoption increase in universities.     A Study on the Impact of ICT on Collaborative Learning Processes in Libyan Higher Education

    This paper presents the conclusions of a study on the impact of ICT on collaborative learning processes in Libyan Higher Education (LHE). The quantitative analysis of the answers to a questionnaire (completed by Libyan full-time lecturers at the universities of Tripoli, Garyounis, Gharian and Ezawia) shows the necessity to design and develop more classroom activities and interactive online applications, enabling the development of team-building skills required by employers. The influence of limited Internet bandwidths in Libya on collaborative learning processes in HE is then presented. It is obvious that HE institutions need to develop proactive strategies that envisage and anticipate learners‟ future learning needs and requirements in this transition period of moving towards an increasingly digitalized, networked and knowledge-based society. The paper also contains the analysis of a SWOT model considering the factors that must be considered in relation to collaborative learning within the university teaching process, such as intelligent multimedia, Internet technologies, and knowledge management.     Mobile Technology in Higher Education: An Extended Technology Acceptance Perspective

    There is a lack of research that provides institutions with information on educators’ acceptance of mobile technology in higher education within the United States. This study utilized the Chen et al. (2013) extended technology acceptance model, that extended the original Davis (1989) TAM. In this research study, Chen et al. (2013) survey instrument provided the necessary tool to collect data from educators in higher education within the United States before COVID-19. The results showed statistical significance exists in relationships across the assessed factors of perceived usefulness, perceived ease of use, perceived attitude toward use, and behavioral intention, which contribute to the acceptance of mobile technology in higher education. The study implies that institutions face a challenging task to understand the technology acceptance of educators as they incorporate the use of mobile technology to support their work and improve instructional practices

    Barriers in Implementing Electronic Management During the COVID-19 Pandemic Crisis in Jordanian Universities: A Comparative Study Between Public and Private Institutions

    This study aimed to explore the barriers to the implementation of electronic management during the COVID-19 pandemic crisis in Jordanian universities. It also sought to determine whether there were statistically significant differences in the perceptions of administrative staff in Jordanian universities regarding these barriers, based on the type of institution (public or private). A questionnaire was developed for field survey purposes and to gather the opinions of respondents. A simple random sample consisting of 700 administrative staff members was selected. The study's findings revealed that the extent of barriers to the implementation of electronic management during the COVID-19 pandemic in Jordanian universities was significant.     Evaluation of E-learning Experience in the Light of the Covid-19 in Higher Education

    Covid-19 has been stated as a worldwide outbreak of pandemic disease and crisis. The Covid-19 pandemic has dramatically affected the teaching and learning experience at universities and schools. In response, governments and higher education institutions around the world put significant efforts to ensure that students continue to obtain the best possible level of education and learning outcomes. As such effective evaluation of e-learning is essential in order to ensure that students get proper learning and education especially during the current circumstances of Covid-19. Our study was carried out to determine the main elements and factors related to students\u27 satisfaction and quality of e-learning during the Covid-19 pandemic era based on various aspects and dimensions of e-learning. The main findings of the study indicated that students satisfaction and evaluation of the e-learning experience during the pandemic were not promising. Therefore, higher education institutions should reconsider their efforts and approaches to improve the quality of e-learning and the learning outcomes achieved. For example, IT infrastructure, Internet access, and particularly network connectivity could be improved to support fully online courses. Such elements need to be addressed because of the prevalence of the current Covid-19 pandemic which perhaps will lead to e-learning occurring for a long time. With the move to e-learning, the size of the class (the number of students in each class) has been increased leading to other significant challenges related to communication and participation in the class and reducing the possible interactivity for each student. Furthermore, it has been also observed that new students need relevant training on IT and e-learning applications to ensure sufficient use and utilization of these applications in their e-learning journey
