    Open internet access to CATV networks: experiences from the EU

    Broadband over CATV networks is flourishing in the EU and in some Member States it even has already made significant impact on the retail broadband market. Our article aims to provide an overview of the regulatory treatment of broadband over CATV under the electronic communications regulatory framework. For this purpose, we carry out a survey of the different approaches within the 27 EU Member States. Based on the comments of the European Commission within the EU consultation procedure, our observation is that open Internet access obligations upon CATV operators remains limited. --access regulation,CATV,broadband

    The Next Generation CATV Tester for Ease of Monitoring and Maintenance in Fiber-to-the-Home (FTTH) Network

    Fiber-to-the Home (FTTH) network system is a broadband network system which can transmit video, data and voice signals. To ensure good signals condition, a CATV tester device is proposed. The CATV tester device is designed to measure CATV signals passing through the optical network unit (ONU) at users’ premises. A single mode optical fiber signal entering the ONU will be obtained by ‘tapping’ method and the signal will then be fed into the CATV tester device through optical cable connection. A wireless technology is applied through the implementation of audio video transmitter and receiver. Then, this tester will display the received signal on the display panel. Although the signal received is accompanied by undesired signals and noises, it will then indicate that the status of main FTTH drop line, the possible damages and action needed that can be easily determined afterwards. By the application of wireless technology, signal transmitted through the fiber optic cable located underground can be easily detected and determined whether it is functioning or no

    The New CATV Rules: Proceed on Delayed Yellow

    Elites largely govern our nation\u27s current decision-making process.The average citizen\u27s failure to participate in that process perhaps derives largely from his inability to inform himself adequately on all the issues. However, the ability of cable television (CATV) to place each person in complete command of his informational and entertainment environment has thrust society upon the threshold of an electronic communications revolution. Indeed, if CATV is allowed to develop its full potential, the individual will not have to receive information and entertainment passively. Rather, CATV\u27s virtue of two-way communication will permit him to transmit as well as receive information. His access to the total storehouse of information will, therefore, increase, and as a result CATV will restore the average citizen to his rightful role in deciding vital issues. On February 2, 1972, the FCC adopted a new set of rules governing CATV. The rules do not provide the green light for which existing and potential CATV operators had hoped. They do, however, permit CATV to proceed on the delayed yellow. This article will focus upon the technology, economics and uses of CATV. It will outline public policy goals for CATV service and discuss FCC jurisdiction over CATV. Finally, it will evaluate and recommend changes in the new CATV rules

    The community antenna television (CATV) industry is rapidly becoming a major element of the communications media. Unfortunately, attempts to regulate the industry have not kept pace. Local, state and federal authorities were slow to recognize the need for CATV regulation and, when they finally entered the field, their efforts were uncoordinated and inadequate. But, recent activity in the field by city and state authorities, the Federal Communications Commission and the Congress signals the emergence of a multi-jurisdictional system of CATV regulation. The author describes this system and suggests improvements that will encourage CATV to realize its full potential
