    Collaborative Governance in the Digital Transformation Age: A Systematic Literature Review with Bibliometric Mapping

    Purpose: The article aims to provide an updated and comprehensive overview of academic research in the field of collaborative governance and digital transformation, with an emphasis on the emerging topic of collaborative digital transformation. Digital transformation is a recurrent theme in todayā€™s society, fuelled by events such as the Covid-19 pandemic, global climate challenges, and other crises reshaping the world. As societies increasingly rely on digital platforms and online communication, the prime urge and necessity of the human race ā€“ i.e., to communicate and collaborate in tackling these challenges ā€“ puts collaborative governance in digital transformation high on the agenda of governments, the private sector, and citizens.Design/Methodology/Approach: To address this topic, we performed a bibliometric analysis using various analytical and visualisation tools to evaluate and visualise existing scientific bibliographic materials. The analysis covers 286 articles published in the Scopus and Web of Science databases over the past two decades in the area of collaborative governance and digital transformation, employing established and innovative bibliometric approaches. Graphical analyses are used to illustrate co-authorship, keywords co-occurrence, research topics evolution, and the network of influential researchers within collaborative governance and digital transformation.Findings: The results show that the relationship between collaborative governance and digital transformation is still limited and needs further study, considering that these two concepts have been emerging trends in public administration over the past two decades. In addition, the findings reveal a significant growth in research of these topics over time, although not specifically focused on collaborative digital transformation.Practical Implications: The article provides a summary of key aspects of collaborative governance and digital transformation research and helps lay the foundations for shaping the future of this evolving field of public administration. Thus, it helps researchers understand the development of collaborative digital transformation research over the past two decades, as collaborative digital transformation is a relatively new ļ¬eld of research characterised by rapid growth and evolution.Originality/Value: The research contributes to the understanding of collaborative digital transformation as a distinct research area within the broader concepts of digital transformation and collaborative governance, which is still seeking its own identity in academic literature, and offers a definition of collaborative digital transformation (CDT)

    El e-government es una innovaciĆ³n en el sector pĆŗblico que muchos gobiernos alrededor del mundo han implementado con el fin de prestar mejores servicios, aumentar la eficacia y la eficiencia, mejorar el relacionamiento con sus ciudadanos y aumentar la confianza y transparencia en la gestiĆ³n pĆŗblica. El Ć©xito de este tipo de iniciativas depende en gran medida de la adopciĆ³n por parte de los ciudadanos (Carter & FraBelanger, 2005, p. 57). Sin embargo, la adopciĆ³n ciudadana de servicios de e-government es baja en los paĆ­ses de AmĆ©rica Latina, y en Colombia a pesar de que los porcentajes son relativamente mayores comparados con otros paĆ­ses de la regiĆ³n, la adopciĆ³n sigue considerĆ”ndose baja, especialmente en las regiones menos desarrolladas (OCDE, 2018, p. 3). El propĆ³sito de este trabajo es enfocarse en uno de los actores claves del Ć©xito de proyectos de e-government y que ha sido poco investigado, como los son los servidores pĆŗblicos. Por lo anterior, se propone un modelo para gestionar los factores asociados al rol de los servidores pĆŗblicos, que influencian en la adopciĆ³n ciudadana de servicios de e-government. Esta investigaciĆ³n es de enfoque cualitativo, en la que se llevaron a cabo seis entrevistas semi estructuradas a expertos de un proyecto de e-government en MedellĆ­n, Colombia con el fin de validar el modelo propuesto y obtener insumos para la definiciĆ³n de estrategias y acciones que se recomiendan llevar a cabo para mejorar la adopciĆ³n de servicios de e-government y por ende la prestaciĆ³n de los servicios a los ciudadanos.E-government is an innovation in the public sector that many governments around the world have implemented in order to provide better services, increase effectiveness and efficiency, improve the relations with their citizens, and increase trust and transparency in public management. The success of these types of initiatives depends to a large extent on citizen adoption (Carter & FraBelanger, 2005, p. 57). However, citizen adoption of e-government services is low in Latin American countries, and in Colombia, despite the fact that the percentages are relatively higher compared to other countries in the region, the adoption is still considered low, especially in less developed regions (OCDE, 2018, p. 3). The purpose of this work is to focus on one of the key actors in the success of e-government projects that has been underinvestigated, such as public servants. Therefore, a model is proposed to manage the factors associated with the public servantsā€™ role, which influence in e-government services citizen adoption. This research has a qualitative approach, in which six semi-structured interviews were carried out with experts from an e-government project in MedellĆ­n, Colombia; in order to validate the proposed model and obtain inputs for the definition of strategies and actions that they recommended to be carried out to improve the adoption of e-government services and therefore the provision of services to citizens

    The roles of intermediaries in the adoption of e-government services in Saudi Arabia

    Electronic government (e-government) diffusion and adoption is a global topic that concerns many developed and developing countries worldwide. However, global efforts to provide e-services to different stakeholders (citizens) differ from one country to another in terms of readiness, challenges, adoptions and diffusions. These differences are due to the variation of technological, political, cultural, economic and social differences. A number of studies on e-government have focused on the technological, economic and political aspects of implementation, while others have examined factors that influence citizensā€˜ adoption of e-government services, such as availability, accessibility, usability, awareness and trust. This study will focus on the influence of intermediary roles played by third parties in helping diffusion and adoption of e-government. This study will use a qualitative research approach to reflect the roles of intermediaries on e-government realms in the Kingdom of Saudi Arabia. The study will aim to address the research question, "What are the roles of an intermediary in adoption and diffusion of e-government services?" In addition, the study undertaken for this thesis will examine the most salient factors that determine adoption of e-government services in Saudi Arabia and validate the UTAUT model in the Saudi Arabian context, particularly focusing on intermediary organisations. This aspect of the study will use a quantitative approach using a survey to understand citizensā€˜ perspectives regarding intermediary and e-government adoption. The outcome of this study will create a conceptual model for studying e-government adoption in Saudi Arabia.
