    Costs and benefits of superfast broadband in the UK

    This paper was commissioned from LSE Enterprise by Convergys Smart Revenue Solutions to stimulate an open and constructive debate among the main stakeholders about the balance between the costs, the revenues, and the societal benefits of ‘superfast’ broadband. The intent has been to analyse the available facts and to propose wider perspectives on economic and social interactions. The paper has two parts: one concentrates on superfast broadband deployment and the associated economic and social implications (for the UK and its service providers), and the other considers alternative social science approaches to these implications. Both parts consider the potential contribution of smart solutions to superfast broadband provision and use. Whereas Part I takes the “national perspective” and the “service provider perspective”, which deal with the implications of superfast broadband for the UK and for service providers, Part II views matters in other ways, particularly by looking at how to realise values beyond the market economy, such as those inherent in neighbourliness, trust and democrac

    Assessing the UK policies for broadband adoption

    Broadband technology has been introduced to the business community and the public as a rapid way of exploiting the Internet. The benefits of its use (fast reliable connections, and always on) have been widely realised and broadband diffusion is one of the items at the top of the agenda for technology related polices of governments worldwide. In this paper an examination of the impact of the UK government’s polices upon broadband adoption is undertaken. Based on institutional theory a consideration of the manipulation of supply push and demand pull forces in the diffusion of broadband is offered. Using primary and secondary data sources, an analysis of the specific institutional actions related to IT diffusion as pursued by the UK government in the case of broadband is provided. Bringing the time dimension into consideration it is revealed that the UK government has shifted its attention from supply push-only strategies to more interventional ones where the demand pull forces are also mobilised. It is believed that this research will assist in the extraction of the “success factors” in government intervention that support the diffusion of technology with a view to render favourable results if applied to other national settings

    When a new technology is launched, its diffusion becomes an issue of importance. There are various stakeholders that influence diffusion. The question that remains to be determined is their identification and roles. This paper outlines how the strategies pursued by a government acting as the key stakeholder affected the diffusion of a new technology. The analysis is based on a theoretical framework derived from innovation diffusion and stakeholder theories. The empirical evidence comes from a study of broadband development in South Korea. A web of stakeholders and strategies is drawn in order to identify the major stakeholders involved and highlight their relations. The case of South Korea offers implications for other countries that are pursuing broadband diffusion strategies

    [Excerpt] The development of knowledge-based economies (KBEs) is both an imperative and an opportunity for developing Asia. It is an imperative to sustain high rates of growth in the future and an opportunity whereby emerging economies can draw from beneficial trending developments that may allow them to move faster to advance in global value chains and in position in world markets. Over the last quarter of a century, driven mostly by cheap labor, developing countries in Asia have seen unprecedented growth rates and contributions to the global economy. Sustaining Asia’s growth trajectory, however, requires developing economies to seek different approaches to economic growth and progress, especially if they aspire to move from the middle-income to the high-income level. KBE is an important platform that can enable them to sustain growth and even accelerate it. It is time for Asia to consolidate and accelerate its pace of growth. Asia is positioned in a unique moment in history with many advantages that can serve as a boost: to name a couple, an expanding middle of the pyramid—Asia is likely to hold 50% of the global middle class and 40% of the global consumer market by 2020; and the growing importance of intra-regional trade within Asia, increasing from 54% in 2001 to 58% in 2011.     Electric Telegraph to e-Scotland: Networking remote and rural communities

    There are said to be parallels in the impact that the advent of the telegraph and the internet had on their respective societies. This chapter looks at two examples of state intervention and subsidy in the development of those two communications infrastructures in remote and rural areas of Scotland, at either end of the revolution in electric communications. Both applied the technology of the day to break down geographical barriers, to increase connectivity, to spread information, and to enhance social and business links. Both initiatives grew in part out of a government concern that Scotland should not fall behind the level of technological provision available in other European countries, thereby disadvantaging Scottish business as well as citizens (a comparison with the state-owned telegraph systems in Belgium, Switzerland and France informed the 1868 Telegraph Act, and the development of a broadband infrastructure across a range of European Union countries has been quoted by the Scottish Government). The emphasis in both cases was on affordable wide-ranging availability to benefit individuals as much as business, though with an understanding that business needs would be the driver and would provide the bulk of the finance to establish and maintain the infrastructure. The first was a product of nationalisation with the expansion of the telegraph network from 1870 to 1872 driven by demand. Following is an analysis of that demand and its impact, alongside a description of the development of the network across remote and rural areas over the two years of the scheme. The second examines the rationales behind Scottish Government initiatives since 2001 to extend broadband provision and outlines the technical solutions devised in partnership with commercial operators and funding bodies to reach non-commercially viable areas and to stimulate take up
