    Selling Privacy at Auction

    We initiate the study of markets for private data, though the lens of differential privacy. Although the purchase and sale of private data has already begun on a large scale, a theory of privacy as a commodity is missing. In this paper, we propose to build such a theory. Specifically, we consider a setting in which a data analyst wishes to buy information from a population from which he can estimate some statistic. The analyst wishes to obtain an accurate estimate cheaply. On the other hand, the owners of the private data experience some cost for their loss of privacy, and must be compensated for this loss. Agents are selfish, and wish to maximize their profit, so our goal is to design truthful mechanisms. Our main result is that such auctions can naturally be viewed and optimally solved as variants of multi-unit procurement auctions. Based on this result, we derive auctions for two natural settings which are optimal up to small constant factors: 1. In the setting in which the data analyst has a fixed accuracy goal, we show that an application of the classic Vickrey auction achieves the analyst's accuracy goal while minimizing his total payment. 2. In the setting in which the data analyst has a fixed budget, we give a mechanism which maximizes the accuracy of the resulting estimate while guaranteeing that the resulting sum payments do not exceed the analysts budget. In both cases, our comparison class is the set of envy-free mechanisms, which correspond to the natural class of fixed-price mechanisms in our setting. In both of these results, we ignore the privacy cost due to possible correlations between an individuals private data and his valuation for privacy itself. We then show that generically, no individually rational mechanism can compensate individuals for the privacy loss incurred due to their reported valuations for privacy.Comment: Extended Abstract appeared in the proceedings of EC 201

A mechanism is an algorithm for allocating a resource among a group of participants, each of which has a privately-known value for any particular allocation. A mechanism is truthful if it is in each participant's best interest to reveal his private information truthfully regardless of the strategies of the other participants. First, we explore a competitive auction framework for truthful mechanism design in the setting of multi-unit auctions, or auctions which sell multiple identical copies of a good. In this framework, the goal is to design a truthful auction whose revenue approximates that of an omniscient auction for any set of bids. We focus on two natural settings - the limited demand setting where bidders desire at most a fixed number of copies and the limited budget setting where bidders can spend at most a fixed amount of money. In the limit demand setting, all prior auctions employed the use of randomization in the computation of the allocation and prices.(cont.) Randomization in truthful mechanism design is undesirable because, in arguing the truthfulness of the mechanism, we employ an underlying assumption that the bidders trust the random coin flips of the auctioneer. Despite conjectures to the contrary, we are able to design a technique to derandomize any multi-unit auction in the limited demand case without losing much of the revenue guarantees. We then consider the limited budget case and provide the first competitive auction for this setting, although our auction is randomized. Next, we consider abandoning truthfulness in order to improve the revenue properties of procurement auctions, or auctions that are used to hire a team of agents to complete a task. We study first-price procurement auctions and their variants and argue that in certain settings the payment is never significantly more than, and sometimes much less than, truthful mechanisms. Then we consider the setting of cost-sharing auctions. In a cost-sharing auction, agents bid to receive some service, such as connectivity to the Internet. A subset of agents is then selected for service and charged prices to approximately recover the cost of servicing them.(cont.) We ask what can be achieved by cost -sharing auctions satisfying a strengthening of truthfulness called group-strategyproofness. Group-strategyproofness requires that even coalitions of agents do not have an incentive to report bids other than their true values in the absence of side-payments. For a particular class of such mechanisms, we develop a novel technique based on the probabilistic method for proving bounds on their revenue and use this technique to derive tight or nearly-tight bounds for several combinatorial optimization games. Our results are quite pessimistic, suggesting that for many problems group-strategyproofness is incompatible with revenue goals. Finally, we study centralized two-sided markets, or markets that form a matching between participants based on preference lists. We consider mechanisms that output matching which are stable with respect to the submitted preferences. A matching is stable if no two participants can jointly benefit by breaking away from the assigned matching to form a pair.(cont.)     Combinatorial Auction-based Mechanisms for Composite Web Service Selection

    Composite service selection presents the opportunity for the rapid development of complex applications using existing web services. It refers to the problem of selecting a set of web services from a large pool of available candidates to logically compose them to achieve value-added composite services. The aim of service selection is to choose the best set of services based on the functional and non-functional (quality related) requirements of a composite service requester. The current service selection approaches mostly assume that web services are offered as single independent entities; there is no possibility for bundling. Moreover, the current research has mainly focused on solving the problem for a single composite service. There is a limited research to date on how the presence of multiple requests for composite services affects the performance of service selection approaches. Addressing these two aspects can significantly enhance the application of composite service selection approaches in the real-world. We develop new approaches for the composite web service selection problem by addressing both the bundling and multiple requests issues. In particular, we propose two mechanisms based on combinatorial auction models, where the provisioning of multiple services are auctioned simultaneously and service providers can bid to offer combinations of web services. We mapped these mechanisms to Integer Linear Programing models and conducted extensive simulations to evaluate them. The results of our experimentation show that bundling can lead to cost reductions compared to when services are offered independently. Moreover, the simultaneous consideration of a set of requests enhances the success rate of the mechanism in allocating services to requests. By considering all composite service requests at the same time, the mechanism achieves more homogenous prices which can be a determining factor for the service requester in choosing the best composite service selection mechanism to deploy

    Designing Coalition-Proof Reverse Auctions over Continuous Goods

    This paper investigates reverse auctions that involve continuous values of different types of goods, general nonconvex constraints, and second stage costs. We seek to design the payment rules and conditions under which coalitions of participants cannot influence the auction outcome in order to obtain higher collective utility. Under the incentive-compatible Vickrey-Clarke-Groves mechanism, we show that coalition-proof outcomes are achieved if the submitted bids are convex and the constraint sets are of a polymatroid-type. These conditions, however, do not capture the complexity of the general class of reverse auctions under consideration. By relaxing the property of incentive-compatibility, we investigate further payment rules that are coalition-proof without any extra conditions on the submitted bids and the constraint sets. Since calculating the payments directly for these mechanisms is computationally difficult for auctions involving many participants, we present two computationally efficient methods. Our results are verified with several case studies based on electricity market data

Auctions make up many of the world's most important markets; and this book describes how auction theory has also become an invaluable tool for understanding economics. Auctions: Theory and Practice provides a non-technical introduction to auction theory, and emphasises its practical application. Although there are many extremely successful auction markets, there have also been some notable fiascos, and Klemperer provides many examples. He discusses the successes and failures of the one-hundred-billion dollar "third-generation" mobile-phone license auctions; he, jointly with Ken Binmore, designed the first of these. Klemperer also demonstrates the surprising power of auction theory to explain seemingly unconnected issues such as the intensity of different forms of industrial competition, the costs of litigation, and even stock trading 'frenzies' and financial crashes.     The Determinants of Suppliers’ Performance in E-Procurement: Evidence from the Italian Government’s E-Procurement Platform

    Participation of small businesses in the market for public contracts is widely recognized as a key policy issue. It is also commonly held that the adoption of e-procurement solutions can be effective in pursuing such an objective. To this end, we analyze the transactions completed in the period 2004-2007 through the Italian Government’s e-procurement platform, that is, the marketplace managed by the Italian Public Procurement Agency (Consip S.p.A.). Although descriptive statistics indicate that micro suppliers are the most represented group of firms in the marketplace, our econometric treatment provides some evidence that the former are less successful than all other suppliers in getting public contracts. Degree of loyalty with buyers, location and the use of other MEPA negotiation tools, also emerge as relevant factors of success in the e-procurement market.E-Procurement, Small Suppliers, Request For Quotations, Performance, Public Contracts, Count Data
