    The Trickle-Down War

    The history of the European nation-state, wrote political sociologist Charles Tilly, is inextricably bound up with the history of warfare. To oversimplify Tilly’s nuanced and complex arguments, the story goes something like this: As power-holders (originally bandits and local strongmen) sought to expand their power, they needed capital to pay for weapons, soldiers and supplies. The need for capital and new recruits drove the creation of taxation systems and census mechanisms, and the need for more effective systems of taxation and recruitment necessitated better roads, better communications and better record keeping. This in turn enabled the creation of larger and more technologically sophisticated armies. The complexity and expense of maintaining more professionalized standing armies made it increasingly difficult for non-state groups to compete with states, giving centralized states a war-making advantage and enabling them to increasingly monopolize the means of large-scale violence. But the need to recruit, train and sustain ever-larger and more sophisticated armies also put pressure on these states to provide basic services, improving nutrition, education, and so on. Ultimately, we arrive at the late 20th century European welfare state, with its particular trade-offs between the state and its subjects

    America's Veterans: A Sound Investment

    In this report, the authors argue that society should leverage the latest generation of men and women leaving the military, and the skills, expertise and experience they bring to the civilian workforce. The authors examine the employment challenges facing the nation's nearly 2.6 million post-9/11 combat veterans as they transition to civilian jobs. They note that recent veterans "have struggled with unemployment rates that exceed the national average" despite recent survey findings that showed "most managers felt that military veterans were "better" or "much better" than civilians in areas such as teamwork, reliability, openness to other cultures and races, and work ethic." General Caldwell and Major Burke knock down several stereotypes about recent veterans and offer recommendations that business and government can undertake to help veterans successfully navigate the civilian labor market

    A Worst Practices Guide to Insider Threats: Lessons from Past Mistakes

    Insider threats are perhaps the most serious challenges that nuclear security systems face. All of the cases of theft of nuclear materials where the circumstances of the theft are known were perpetrated either by insiders or with the help of insiders; given that the other cases involve bulk material stolen covertly without anyone being aware the material was missing, there is every reason to believe that they were perpetrated by insiders as well. Similarly, disgruntled workers from inside nuclear facilities have perpetrated many of the known incidents of nuclear sabotage. The most recent example of which we are aware is the apparent insider sabotage of a diesel generator at the San Onofre nuclear plant in the United States in 2012; the most spectacular was an incident three decades ago in which an insider placed explosives directly on the steel pressure vessel head of a nuclear reactor and then detonated them.While many such incidents, including the two just mentioned, appear to have been intended to send a message to management, not to spread radioactivity, they highlight the immense dangers that could arise from insiders with more malevolent intent. As it turns out, insiders perpetrate a large fraction of thefts from heavily guarded non-nuclear facilities as well. Yet organizations often find it difficult to understandand protect against insider threats. Why is this the case?Part of the answer is that there are deep organizational and cognitive biases that lead managers to downplay the threats insiders pose to their nuclear facilities and operations. But another part of the answer is that those managing nuclear security often have limited information about incidents that have happened in other countries or in other industries, and the lessons that might be learned from them.The IAEA and the World Institute for Nuclear Security (WINS) produce"best practices" guides as a way of disseminating ideas and procedures that have been identified as leading to improved security. Both have produced guides on protecting against insider threats.5 But sometimes mistakes are even moreinstructive than successes.Here, we are presenting a kind of "worst practices" guide of serious mistakes made in the past regarding insider threats. While each situation is unique, and serious insider problems are relatively rare, the incidents we describe reflect issues that exist in many contexts and that every nuclear security manager should consider. Common organizational practices -- such as prioritizing production over security, failure to share information across subunits, inadequate rules or inappropriate waiving of rules, exaggerated faith in group loyalty, and excessive focus on external threats -- can be seen in many past failures to protect against insider threats

    Urban planning law in Liberia: the case for a transformational approach

    This article discusses the need for a fundamental rethinking of urban planning in Liberia with special reference to Monrovia, the capital. Liberia is a post-conflict country and is facing a multitude of problems. One is the very rapid urbanisation of the country. Well over 50% of the population live in urban areas, and over one million people—one third of the population—live in Monrovia, for the most part in informal ‘illegal’ settlements with few facilities. Despite land issues being acknowledged as in need of being tackled as a matter of urgency, little has been done by the Johnson-Sirleaf government since it came to power in 2006. What is needed and what this article argues for is a plan for the development of Monrovia based on the Right to the City with residents given clear rights to land and to participate in the governance of their city. The approach is denominated as a transformational one, taking its inspiration from van der Walt’s approach set out in his Property in the Margins. The need for and the outline of an Urban Transformation Act are set out in the article which concludes with a warning that it cannot be supposed that the residents of Monrovia will continue indefinitely to put up with their very poor living conditions
