    Recently, many activities of the International Telecommunication Union (ITU) and the International Standard Organization (ISO) are leading to define new standards for very low bit-rate video coding, such as H.263 and MPEG-4 after successful applications of the international standards H.261 and MPEG-1/2 for video coding above 64kbps. However, at very low bit-rate the classic block matching based DCT video coding scheme suffers seriously from blocking artifacts which degrade the quality of reconstructed video frames considerably. To solve this problem, a new technique in which motion compensation is based on dense motion field is presented in this dissertation. Four efficient new video coding algorithms based on this new technique for very low bit-rate are proposed. (1) After studying model-based video coding algorithms, we propose an optical flow based video coding algorithm with thresh-olding techniques. A statistic model is established for distribution of intensity difference between two successive frames, and four thresholds are used to control the bit-rate and the quality of reconstructed frames. It outperforms the typical model-based techniques in terms of complexity and quality of reconstructed frames. (2) An efficient algorithm using DCT coded optical flow. It is found that dense motion fields can be modeled as the first order auto-regressive model, and efficiently compressed with DCT technique, hence achieving very low bit-rate and higher visual quality than the H.263/TMN5. (3) A region-based discrete wavelet transform video coding algorithm. This algorithm implements dense motion field and regions are segmented according to their content significance. The DWT is applied to residual images region by region, and bits are adaptively allocated to regions. It improves the visual quality and PSNR of significant regions while maintaining low bit-rate. (4) A segmentation-based video coding algorithm for stereo sequence. A correlation-feedback algorithm with Kalman filter is utilized to improve the accuracy of optical flow fields. Three criteria, which are associated with 3-D information, 2-D connectivity and motion vector fields, respectively, are defined for object segmentation. A chain code is utilized to code the shapes of the segmented objects. it can achieve very high compression ratio up to several thousands

    Low-complexity Multidimensional DCT Approximations

    In this paper, we introduce low-complexity multidimensional discrete cosine transform (DCT) approximations. Three dimensional DCT (3D DCT) approximations are formalized in terms of high-order tensor theory. The formulation is extended to higher dimensions with arbitrary lengths. Several multiplierless 8Ă—8Ă—88\times 8\times 8 approximate methods are proposed and the computational complexity is discussed for the general multidimensional case. The proposed methods complexity cost was assessed, presenting considerably lower arithmetic operations when compared with the exact 3D DCT. The proposed approximations were embedded into 3D DCT-based video coding scheme and a modified quantization step was introduced. The simulation results showed that the approximate 3D DCT coding methods offer almost identical output visual quality when compared with exact 3D DCT scheme. The proposed 3D approximations were also employed as a tool for visual tracking. The approximate 3D DCT-based proposed system performs similarly to the original exact 3D DCT-based method.     The Space Shuttle Program Communications and Tracking Systems Interface Analysis began April 18, 1983. During this time, the shuttle communication and tracking systems began flight testing. Two areas of analysis documented were a result of observations made during flight tests. These analyses involved the Ku-band communication system. First, there was a detailed analysis of the interface between the solar max data format and the Ku-band communication system including the TDRSS ground station. The second analysis involving the Ku-band communication system was an analysis of the frequency lock loop of the Gunn oscillator used to generate the transmit frequency. The stability of the frequency lock loop was investigated and changes to the design were reviewed to alleviate the potential loss of data due the loop losing lock and entering the reacquisition mode. Other areas of investigation were the S-band antenna analysis and RF coverage analysis

    Multiple Description Video Coding Using Joint Frame Duplication/Interpolation

    Multiple description coding (MDC) is a promising alternative to combatting information loss without any retransmission. In this paper, an effective MD video codec is designed based on temporal pre- and post-processing of video sequences without modifying the actual coding process itself, which makes it compatible with the current standard source or channel codec. For ease of post-processing, motion-compensated interpolation (MCI) based on piecewise uniform motion assumption is adopted to estimate the lost frame in side decoding. Accordingly, to match the post-processing, in the pre-processing joint frame duplication/interpolation is first applied to the original video data before performing odd/even frame splitting, which attempts to make the motion variety in the generated descriptions piecewise uniformly thus achieving better side reconstructed quality based on MCI. The experimental results exhibit better performance of the proposed scheme than some other tested schemes, in both the on-off channel environment and packet loss network
