    Trends for the development of anthropocentric production systems in small less industrialised countries: The case of Portugal

    This paper analyses the problems and trends of the introduction of anthropocentric production systems (APS) in small less industrialized member states of the European Union, specifically the case of Portugal, based on the report for the FAST-Anthropocentric Technology Assessment Project (Monitor Programme) on “Prospects and conditions for APS in Europe by the 21st century”. Research teams from all countries of the European Community, as well as researchers from USA, Japan and Australia were participating in this project. The aim of this paper is to characterize APS and to present some special considerations related to the socioeconomic factors affecting the prospects and conditions for APS in Portugal. APS is defined as a system based on the utilization of skilled human resources and flexible technology adapted to the needs of flexible and participative organization. Among socioeconomic factors, some critical aspects for the development of APS will be focused, namely technological infrastructure, management strategies, perceived impact of introduction of automated systems on the division of labor and organizational structure, educational and vocational training and social actors strategies towards industrial automation. This analysis is based on a sample of industrial firms, built up for qualitative analysis, and on case studies analysis that can be reference examples for further development of APS, and not just for economic policy purposes alone. We have also analyzed the type of existing industrial relations, the union and employer strategies and some aspects of public policies towards the introduction of new technologies in the order to understand the extent to which there exist obstacles to and favorable conditions for the diffusion of anthropocentric systems.     Economic Integration and Fiscal Decentralization: Evidence from OECD Countries

    Drawing on recent work on the creation and breakup of countries, this paper examines the impact of economic and political integration on the vertical government structure. It argues that by increasing the market size and the benefits from the decentralized provision of public goods, integration might have triggered the recent process of fiscal decentralization in OECD countries. Based on a theoretical framework, the empirical panel analysis relates the degree of public sector decentralization to economic and European integration, controlling for inter-regional heterogeneity, economies of scale, and institutions. The results found mostly support a decentralizing effect of economic and European integration, particularly in the context of preference heterogeneity, whereas participation of sub-national governments in central decision-making is associated with increasing centralization. --Fiscal Decentralization,Economic Integration,European Union,?Sandwich?     EXPERIENCES AND TENDENCIES TO DECENTRALIZE THE CAPABILITIES OF THE ECONOMIC POLICY AT THE EUROPEAN UNION LEVEL

    Romania's integration in the European Union implies, apart the complex process of policy transfer, the learning of new modes to make policies characteristic to a multi-level governance and partnership culture. Of the different levels of governance of the European model, the regional level ("regional governance") most faithfully reflects, in our opinion, the complexity of reconfiguring the role of state in economy, at the beginning of this new millennium, in the European Union space and presents the highest practical importance for Romania, as a new Member State of the European Union, for, at the regional level, the structures are more flexible and the good practices are more rapidly assimilable. The selection of the best regional growth and development economic policies, the choosing of the objectives out of a series of competing options, the calibration in time and space of powers, roles, capabilities, and responsibilities and the encouragement of the win-win solutions call upon the choice and combination of some appropriate and efficient instruments. Representative for the new context, the regional growth and development policy must integrate, in Romania too, more knowledge, more creativity, new combinations of capabilities and new fields of expertise. This paper presents preliminary research results afferent to the post-doctoral research project: "Growth and regional development economic policies. Challenges for Romania in the context of economic-financial crisis and European model integration", carried out in the project "Economic scientific research, reliance of human welfare and development in European context", the Romanian Academy, "Costin C. Kiriţescu" National Institute for Economic Research, project financed for the 2010-2013 period from the European Social Fund (EFS) and implemented by the Romanian Academy, "Costin C. Kiriţescu" National Institute for Economic Research, in the period of time 1 December 2010 - 30 November 2012, coordinator: Professor Dr. Valeriu Ioan Franc. The question we intend to answer, in the present phase of our research, based on the comparative analysis of the decentralisation systems of several Member States of European Union, respectively on the analysis of the regional disparities existing at the European Union level and of the effects of the economic integration, is - to what extent the capabilities of the regional policy should rather be concentrated in the hands of regional authorities or of the European Union than to be left individually to the Member States which should conceive their own regional policy? What we intend in this paper, based on the analysis of some experiences to decentralize the capabilities of economic policy at the European Union level, is to identify the regional implications of the interconnection of decentralization, centralization, respectively supra-nationalization tendencies and, implicitly, the analysis of the way to reconfigure the role of state in economy at the regional level, in the context of integration in the European model. The examination of the way to reconfigure the role of state in economy at regional level requires the review of the allocative, distributive, and regulating roles of the state from a regional perspective, the analysis, on one side, of the decentralization of economic policy capabilities from the national level to the regional level (for example, national level: pure public goods supply, for instance, national defence and the centralization of fiscal policy capabilities in order to achieve macroeconomic stability and revenue redistribution; regional level: mixed public goods supply, for instance, waste collection and community policy), on the other hand, the centralization/decentralization of regional capabilities at the European Union level.European integration, role of state in economy, decentralization, regional governance, regional growth and development policy

    Economic administration and institutional management in a decentralized regime mode : new insights from environmental resources

    Purpose: There are many factors causing deterioration of environmental quality and environmental damage that can be identified from observations in the field. Therefore in this paper we try to be revealed in general as a picture of environmental portraits, especially in relation to environmental management and enforcement of environmental law in the era of regional autonomy. Design/methodology/approach: By using qualitative method, the study was conducted in about six months (February to August of 2018) in West Java Province to observe Indonesian government's policy on environmental law in the era of regional autonomy. Findings: The results found that the decentralization system made environmental policy making and implementation overlapping and not uniform both horizontally and vertically. This management is also not supported by adequate management institutions, so that environmental management has not yet had a positive economic effect on the people. Practical implications: Although public understanding and awareness of the importance of the environment has been increased some people are still weak and must to be improved on this issue. The study can be used as an example to achieve this goal quite effectively. Originality/value: The study seeks to examine public administration of natural resources and management of environmental institutionalization in a state by adopting a decentralized system, which takes Indonesia as a case study using a special region in West Java Province.peer-reviewe

    Digital technology and governance in transition: The case of the British Library

    Comment on the organizational consequences of the new information and communications technologies (ICTs) is pervaded by a powerful imagery of disaggregation and a tendency for ?virtual? forms of production to be seen as synonymous with the ?end? of bureaucracy. This paper questions the underlying assumptions of the ?virtual organization?, highlighting the historically enduring, diversified character of the bureaucratic form. The paper then presents case study findings on the web-based access to information resources now being provided by the British Library (BL). The case study evidence produces two main findings. First, radically decentralised virtual forms of service delivery are heavily dependent on new forms of capacity-building and information aggregation. Second, digital technology is embedded in an inherently contested and contradictory context of institutional change. Current developments in the management and control of digital rights are consistent with the commodification of the public sphere. However, the evidence also suggests that scholarly access to information resources is being significantly influenced by the ?information society? objectives of the BL and other institutional players within the network of UK research libraries

    Intra-firm Coordination and Horizontal Merger

    We look at an industry of Cournot oligopolists each of which consists of production facilities which enjoy some degree of freedom in deciding their output quantities and that way influence the total output of a firm. This structure can be motivated e.g. the existence of profit centers or by the specifics of a cooperative firm. The extent of coordination inside the firms is captured in a simple way, and market equilibrium is derived for potentially asymmetric firms using the concept of a replacement function. We use this model to address the question of profitability of horizontal mergers and of the welfare consequences of such mergers. Contrary to the standard literature, we find a wide range of potentially profitable mergers without having to refer to cost synergies. This result is driven by the effect of size in terms of the number of production facilities and by the strategic consequences of intra-firm decentralization.     Federalism, Decentralization, and Economic Growth

    The distribution of competencies between the different levels of a federal system may have remarkable effects on economic growth, because mainly the regions of a country contribute to national economic development. Thus, a government’s economic policy is reasonably shaped along regional lines. The theoretical discussion in economics focuses however on the efficiency aspects of a decentralized provision and financing of public services; rarely the argument is raised that decentralization or federalism increases growth through a higher ability of the political system to innovate and to carry out reforms. After a discussion of the theoretical arguments on federalism and growth, we address the empirical question in this paper how important the assignment of decision making competencies and the design of fiscal federalism are for economic development. Finally, on the basis of existing theoretical and empirical studies on economic growth and federalism, open questions and possible ways of answering them are presented.
