    Regional Address Registries, Governance and Internet Freedom

    Regional Internet Address Registries (RIRs) are private, nonprofit and transnational governance entities that evolved organically with the growth of the Internet to manage and coordinate Internet Protocol addresses. The RIR's management of Internet address resources is becoming more contentious and more central to global debates over Internet governance. This is happening because of two transformational problems: 1) the depletion of the IPv4 address space; and 2) the attempt to introduce more security into the Internet routing system. We call these problems "transformational" because they raise the stakes of the RIR's policy decisions, make RIR processes more formal and institutionalized, and have the potential to create new, more centralized control mechanisms over Internet service providers and users. A danger in this transition is that the higher stakes and centralized control mechanisms become magnets for political contention, just as ICANN's control of the DNS root did. In order to avoid a repeat of the problems of ICANN, we need to think carefully about the relationship between RIRs, governments, and Internet freedom. In particular, we need to shield RIRs from interference by national governments, and strengthen and institutionalize their status as neutral technical coordinators with limited influence over other areas of Internet governance

    Multi Agent Systems in Logistics: A Literature and State-of-the-art Review

    Based on a literature survey, we aim to answer our main question: “How should we plan and execute logistics in supply chains that aim to meet today’s requirements, and how can we support such planning and execution using IT?†Today’s requirements in supply chains include inter-organizational collaboration and more responsive and tailored supply to meet specific demand. Enterprise systems fall short in meeting these requirements The focus of planning and execution systems should move towards an inter-enterprise and event-driven mode. Inter-organizational systems may support planning going from supporting information exchange and henceforth enable synchronized planning within the organizations towards the capability to do network planning based on available information throughout the network. We provide a framework for planning systems, constituting a rich landscape of possible configurations, where the centralized and fully decentralized approaches are two extremes. We define and discuss agent based systems and in particular multi agent systems (MAS). We emphasize the issue of the role of MAS coordination architectures, and then explain that transportation is, next to production, an important domain in which MAS can and actually are applied. However, implementation is not widespread and some implementation issues are explored. In this manner, we conclude that planning problems in transportation have characteristics that comply with the specific capabilities of agent systems.     A Case for Cooperative and Incentive-Based Coupling of Distributed Clusters

    Research interest in Grid computing has grown significantly over the past five years. Management of distributed resources is one of the key issues in Grid computing. Central to management of resources is the effectiveness of resource allocation as it determines the overall utility of the system. The current approaches to superscheduling in a grid environment are non-coordinated since application level schedulers or brokers make scheduling decisions independently of the others in the system. Clearly, this can exacerbate the load sharing and utilization problems of distributed resources due to suboptimal schedules that are likely to occur. To overcome these limitations, we propose a mechanism for coordinated sharing of distributed clusters based on computational economy. The resulting environment, called \emph{Grid-Federation}, allows the transparent use of resources from the federation when local resources are insufficient to meet its users' requirements.     Water challenge and institutional response (a cross-country perspective)

    This cross-country evaluation of institutional responses to problems in the water sector shows that changes in the nature of water problems have changed the development paradigm underlying water institutions. There is increasing recognition of how decentralized allocation mechanisms can influence economic forces and stakeholders in water sector decisions. As the notion of water provision as a public good and welfare activity gives way to the concept of water as an economic good and an input of economic activity, there is more policy concern about efficient and equitable use, cost recovery, and financial viability. All of the countries the authors studied (Australia, Brazil, Chile, China, India, Israel, Mexico, Morocco, South Africa, Spain, and Sri Lanka) are committed to changing the policies and institutions that have caused the present water sector crisis, but they are at different stages of institutional reform. Among cases discussed, Australia and Chile (and, in the United States, California and Colorado) are at an advanced (though not ideal) stage of institutional change. Israel, with its technologically advanced water sector, could well be ahead of them when the proposal to allow water transfers and decentralize water development and distribution systems takes practical shape. Tentative conclusions reached by the authors are: 1) Attempts to fix isolated parts of the water sector will influence other dimensions but an integrated approach is best. At the heart of such an approach should be institutional changes aimed at modernizing and strengthening legal, policy, and administrative arrangements for the whole sector. 2) Institutional changes taking place everywhere suggest that the opportunity costs of (and net gain from) institutional change is not uniform, suggesting that opportunity and transaction costs vary. 3) Funding agencies should focus efforts and resources in countries, areas, and subsectors that already have enough critical mass in institution-building to ensure success and lower transaction costs. 4) The sequence and pace of reform should reflect realities of scale economies and political pressures from reform constituencies.     Article licensing service bureaucracy reform is more focusing on three aspect, they are; restructuring the bureaucracy, standard operational procedure rearrangement and the rearrangement of resource agencies. The process of implementation of the restructuring of the bureaucratic Ministry licensing is done through the strengthening of the Organization, with the revamp of the bureaucracy of the Echelon like: Echelon III becomes II, that is equivalent to Echelon team conducting multiple instances servicing building permit, to facilitate coordination and the process of determination of the worth or whether the proposed creation of an IMB permitted by the citizens, and to get the authority publishing letters IMB from Regent to the head of BPMPP in order to shorten the time of clearance process IMB hierarchy; Preparation of the SOP are simpler, clearer and transparent; Apparatus Setup through recruitment and placement apparatus based on competencies, making the details of the task is clear and unequivocal, as well as the development of the ability of the apparatus through the various types of training. Bureaucratic reform is done through the three aspects, are able to improve the quality of service of IMB, one of them was able to shorten the time of completion of the IMB, which had 60-74 completing time work days to 14 working days
