    An Intelligent Knowledge Management System from a Semantic Perspective

    Knowledge Management Systems (KMS) are important tools by which organizations can better use information and, more importantly, manage knowledge. Unlike other strategies, knowledge management (KM) is difficult to define because it encompasses a range of concepts, management tasks, technologies, and organizational practices, all of which come under the umbrella of the information management. Semantic approaches allow easier and more efficient training, maintenance, and support knowledge. Current ICT markets are dominated by relational databases and document-centric information technologies, procedural algorithmic programming paradigms, and stack architecture. A key driver of global economic expansion in the coming decade is the build-out of broadband telecommunications and the deployment of intelligent services bundling. This paper introduces the main characteristics of an Intelligent Knowledge Management System as a multiagent system used in a Learning Control Problem (IKMSLCP), from a semantic perspective. We describe an intelligent KM framework, allowing the observer (a human agent) to learn from experience. This framework makes the system dynamic (flexible and adaptable) so it evolves, guaranteeing high levels of stability when performing his domain problem P.     Hypersonic Research Vehicle (HRV) real-time flight test support feasibility and requirements study. Part 2: Remote computation support for flight systems functions

    The requirements are assessed for the use of remote computation to support HRV flight testing. First, remote computational requirements were developed to support functions that will eventually be performed onboard operational vehicles of this type. These functions which either cannot be performed onboard in the time frame of initial HRV flight test programs because the technology of airborne computers will not be sufficiently advanced to support the computational loads required, or it is not desirable to perform the functions onboard in the flight test program for other reasons. Second, remote computational support either required or highly desirable to conduct flight testing itself was addressed.     Dynamic Motion Planning for Aerial Surveillance on a Fixed-Wing UAV

    We present an efficient path planning algorithm for an Unmanned Aerial Vehicle surveying a cluttered urban landscape. A special emphasis is on maximizing area surveyed while adhering to constraints of the UAV and partially known and updating environment. A Voronoi bias is introduced in the probabilistic roadmap building phase to identify certain critical milestones for maximal surveillance of the search space. A kinematically feasible but coarse tour connecting these milestones is generated by the global path planner. A local path planner then generates smooth motion primitives between consecutive nodes of the global path based on UAV as a Dubins vehicle and taking into account any impending obstacles. A Markov Decision Process (MDP) models the control policy for the UAV and determines the optimal action to be undertaken for evading the obstacles in the vicinity with minimal deviation from current path. The efficacy of the proposed algorithm is evaluated in an updating simulation environment with dynamic and static obstacles.Comment: Accepted at International Conference on Unmanned Aircraft Systems 201

    Self-tuning to the Hopf bifurcation in fluctuating systems

    The problem of self-tuning a system to the Hopf bifurcation in the presence of noise and periodic external forcing is discussed. We find that the response of the system has a non-monotonic dependence on the noise-strength, and displays an amplified response which is more pronounced for weaker signals. The observed effect is to be distinguished from stochastic resonance. For the feedback we have studied, the unforced self-tuned Hopf oscillator in the presence of fluctuations exhibits sharp peaks in its spectrum. The implications of our general results are briefly discussed in the context of sound detection by the inner ear.Comment: 37 pages, 7 figures (8 figure files

    Uncertainties in the Algorithmic Image

    The incorporation of algorithmic procedures into the automation of image production has been gradual, but has reached critical mass over the past century, especially with the advent of photography, the introduction of digital computers and the use of artificial intelligence (AI) and machine learning (ML). Due to the increasingly significant influence algorithmic processes have on visual media, there has been an expansion of the possibilities as to how images may behave, and a consequent struggle to define them. This algorithmic turnhighlights inner tensions within existing notions of the image, namely raising questions regarding the autonomy of machines, author- and viewer- ship, and the veracity of representations. In this sense, algorithmic images hover uncertainly between human and machine as producers and interpreters of visual information, between representational and non-representational, and between visible surface and the processes behind it. This paper gives an introduction to fundamental internal discrepancies which arise within algorithmically produced images, examined through a selection of relevant artistic examples. Focusing on the theme of uncertainty, this investigation considers how algorithmic images contain aspects which conflict with the certitude of computation, and how this contributes to a difficulty in defining images

    Evolutionary Optimization of ZIP60: A Controlled Explosion in Hyperspace

    The “ZIP” adaptive trading algorithm has been demonstrated to out-perform human traders in experimental studies of continuous double auction (CDA) markets. The original ZIP algorithm requires the values of eight control parameters to be set correctly. A new extension of the ZIP algorithm, called ZIP60, requires the values of 60 parameters to be set correctly. ZIP60 is shown here to produce significantly better results than the original ZIP (called “ZIP8” hereafter), for negligable additional computational costs. A genetic algorithm (GA) is used to search the 60-dimensional ZIP60 parameter space, and it finds parameter vectors that yield ZIP60 traders with mean scores significantly better than those of ZIP8s. This paper shows that the optimizing evolutionary search works best when the GA itself controls the dimensionality of the search-space, so that the search commences in an 8-d space and thereafter the dimensionality of the search-space is gradually increased by the GA until it is exploring a 60-d space. Furthermore, the results from ZIP60 cast some doubt on prior ZIP8 results concerning the evolution of new ‘hybrid’ auction mechanisms that appeared to be better than the CDA

    Two thirds of the Fund?s current projects have a rural finance component; about 21% of the Fund?s resources are dedicated to rural finance.2 Most of IFAD?s target group are small producers engaged in agric ultural and non-agricultural activities in areas of widely varying potential. Direct access to financial services affects the small producers? productivity, asset formation, income and food security. This policy paper is designed to provide an overall framework for the Fund?s work in rural finance. On that basis, operational guidelines and regional strategies will be prepared in due course for the use of staff, consultants and partner institutions, with scope both for innovations and for consolidation of successful existing practices. --

    Why do colonial subjects choose to enlist and to court death under the command of officers who come from thousands of miles away? Under what conditions do they stay loyal? When, why and with what results do they revolt? Questions such as these can be answered only with the greatest diffculuty. In part this is because comparative work on colonial forces is rare, restricted to a few short introductions to edited volumes, whose collections of articles at first seem to invite contrast, rather than comparison. This is compounded by a second problem: the careless use of concepts. the terms colonial armies, colonialism and imperialism have been employed so loosely as to spread confusion. For this reason, we must begin by examining the terminology surrounding "colonial armies" and what we call "imperial systems of power"
