Evaluating Information Retrieval and Access Tasks
This open access book summarizes the first two decades of the NII Testbeds and Community for Information access Research (NTCIR). NTCIR is a series of evaluation forums run by a global team of researchers and hosted by the National Institute of Informatics (NII), Japan. The book is unique in that it discusses not just what was done at NTCIR, but also how it was done and the impact it has achieved. For example, in some chapters the reader sees the early seeds of what eventually grew to be the search engines that provide access to content on the World Wide Web, today’s smartphones that can tailor what they show to the needs of their owners, and the smart speakers that enrich our lives at home and on the move. We also get glimpses into how new search engines can be built for mathematical formulae, or for the digital record of a lived human life. Key to the success of the NTCIR endeavor was early recognition that information access research is an empirical discipline and that evaluation therefore lay at the core of the enterprise. Evaluation is thus at the heart of each chapter in this book. They show, for example, how the recognition that some documents are more important than others has shaped thinking about evaluation design. The thirty-three contributors to this volume speak for the many hundreds of researchers from dozens of countries around the world who together shaped NTCIR as organizers and participants. Issues of the Seismic Safety of Nuclear Power Plants
Seismic safety of nuclear power plants became an eminent importance after the Great Tohoku earthquake on 11th of March, 2011 and subsequent disaster of the Fukushima Dai-ichi nuclear power plant. Intensive works are in progress all over the world that include review of the site seismic hazard assessment, revision of the design bases, evaluation of vulnerability, and development of accident management capabilities of the plants. The lessons learned from the Fukushima-accident changed the paradigm of the design. Preparedness to the impossible, i.e. the development of means and procedures for ensuring the plant safety in extreme improbable situations became great importance. Main objective of the Chapter is to provide brief insight into the actual issues of seismic safety of nuclear power plants, provide interpretation of these issues, and show the possible solutions and scientific challenges. The “specific-to-nuclear” aspects of the characterisation of seismic hazard, including fault displacement are discussed. The actual design requirements, safety analysis procedures are briefly presented with main focus on the design extension situations. Operation aspects and problems for restart after earthquake are also discussed. The Chapter is more focusing on seismic safety of the inland plants, located on soil sites, in low-to-moderate (diffuse) seismicity regions
A tool to measure engineering students' design strategies and abilities
Malaysia is moving from service-based industries to knowledge-based industries to achieve Vision 2020. This is also in line with innovation-led economy and globalization. Hence, there is a pressing need to transform the current engineering education system to meet the ever-growing roles and responsibilities of contemporary engineers. Design is central to engineering activity because students can apply the theoretical knowledge into practice. Students' engineering design knowledge and abilities are unknown when they enroll into the engineering programs. These engineering programs are either too low or too advanced for the students' design abilities. Hence, dropout rates in the engineering programs escalate each year. The invention is an online questionnaire which will assist in determining students' engineering design knowledge and abilities. It will guide engineering faculties in identifying suitable candidates for their engineering program through the scores obtained by the students. The scores will determine the students' level of engineering design knowledge. This will function as a mechanism for the faculties to filter the candidates' knowledge of engineering design and reduce the number of dropouts from the engineering program
Multimedia Development of English Vocabulary Learning in Primary School
In this paper, we describe a prototype of web-based intelligent handwriting education
system for autonomous learning of Bengali characters. Bengali language is used by more than
211 million people of India and Bangladesh. Due to the socio-economical limitation, all of the
population does not have the chance to go to school. This research project was aimed to develop
an intelligent Bengali handwriting education system. As an intelligent tutor, the system can
automatically check the handwriting errors, such as stroke production errors, stroke sequence
errors, stroke relationship errors and immediately provide a feedback to the students to correct
themselves. Our proposed system can be accessed from smartphone or iPhone that allows
students to do practice their Bengali handwriting at anytime and anywhere. Bengali is a
multi-stroke input characters with extremely long cursive shaped where it has stroke order
variability and stroke direction variability. Due to this structural limitation, recognition speed is
a crucial issue to apply traditional online handwriting recognition algorithm for Bengali
language learning. In this work, we have adopted hierarchical recognition approach to improve
the recognition speed that makes our system adaptable for web-based language learning. We
applied writing speed free recognition methodology together with hierarchical recognition
algorithm. It ensured the learning of all aged population, especially for children and older
national. The experimental results showed that our proposed hierarchical recognition algorithm
can provide higher accuracy than traditional multi-stroke recognition algorithm with more
writing variability
