    Disasters have long been a scourge for humanity. With the advances in technology (in terms of computing, communications, and the ability to process and analyze big data), our ability to respond to disasters is at an inflection point. There is great optimism that big data tools can be leveraged to process the large amounts of crisis-related data (in the form of user generated data in addition to the traditional humanitarian data) to provide an insight into the fast-changing situation and help drive an effective disaster response.     Perspectives and Best Practices for Artificial Intelligence and Continuously Learning Systems in Healthcare

    Goals of this paper Healthcare is often a late adopter when it comes to new techniques and technologies; this works to our advantage in the development of this paper as we relied on lessons learned from CLS in other industries to help guide the content of this paper. Appendix V includes a number of example use cases of AI in Healthcare and other industries. This paper focuses on identifying unique attributes, constraints and potential best practices towards what might represent “good” development for Continuously Learning Systems (CLS) AI systems with applications ranging from pharmaceutical applications for new drug development and research to AI enabled smart medical devices. It should be noted that although the emphasis of this paper is on CLS, some of these issues are common to all AI products in healthcare. Additionally, there are certain topics that should be considered when developing CLS for healthcare, but they are outside of the scope of this paper. These topics will be briefly touched upon, but will not be explored in depth. Some examples include: Human Factors – this is a concern in the development of any product – what are the unique usability challenges that arise when collecting data and presenting the results? Previous efforts at generating automated alerts have often created problems (e.g. alert fatigue.) CyberSecurity and Privacy – holding a massive amount of patient data is an attractive target for hackers, what steps should be taken to protect data from misuse? How does the European Union’s General Data Protection Regulation (GDPR) impact the use of patient data? Legal liability – if a CLS system recommends action that is then reviewed and approved by a doctor, where does the liability lie if the patient is negatively affected? Regulatory considerations – medical devices are subject to regulatory oversight around the world; in fact, if a product is considered a medical device depends on what country you are in. AI provides an interesting challenge to traditional regulatory models. Additionally, some organizations like the FTC regulate non-medical devices. This paper is not intended to be a standard, nor is this paper trying to advocate for one and only one method of developing, verifying, and validating CLS systems – this paper highlights best practices from other industries and suggests adaptation of those processes for healthcare. This paper is also not intended to evaluate existing or developing regulatory, legal, ethical, or social consequences of CLS systems. This is a rapidly evolving subject with many companies, and now some countries, establishing their own AI Principles or Code of Conduct which emphasize legal and ethical considerations including goals and principles of fairness, reliability and safety, transparency around how the results of these learning systems are explained to the people using those systems5 . The intended audience of this paper are Developers, Researchers, Quality Assurance and Validation personnel, Business Managers and Regulators across both Medical Device and Pharmaceutical industries that would like to learn more about CLS best practices, and CLS practitioners wanting to learn more about medical device software development

    Social media as a data gathering tool for international business qualitative research: opportunities and challenges

    Lusophone African (LA) multinational enterprises (MNEs) are becoming a significant pan-African and global economic force regarding their international presence and influence. However, given the extreme poverty and lack of development in their home markets, many LA enterprises seeking to internationalize lack resources and legitimacy in international markets. Compared to higher income emerging markets, Lusophone enterprises in Africa face more significant challenges in their internationalization efforts. Concomitantly, conducting significant international business (IB) research in these markets to understand these MNEs internationalization strategies can be a very daunting task. The fast-growing rise of social media on the Internet, however, provides an opportunity for IB researchers to examine new phenomena in these markets in innovative ways. Unfortunately, for various reasons, qualitative researchers in IB have not fully embraced this opportunity. This article studies the use of social media in qualitative research in the field of IB. It offers an illustrative case based on qualitative research on internationalization modes of LAMNEs conducted by the authors in Angola and Mozambique using social media to identify and qualify the population sample, as well as interact with subjects and collect data. It discusses some of the challenges of using social media in those regions of Africa and suggests how scholars can design their studies to capitalize on social media and corresponding data as a tool for qualitative research.     What Goes Around Comes Around: Learning Sentiments in Online Medical Forums

    Currently 19%-28% of Internet users participate in online health discussions. A 2011 survey of the US population estimated that 59% of all adults have looked online for information about health topics such as a specific disease or treatment. Although empirical evidence strongly supports the importance of emotions in health-related messages, there are few studies of the relationship between a subjective lan-guage and online discussions of personal health. In this work, we study sentiments expressed on online medical forums. As well as considering the predominant sentiments expressed in individual posts, we analyze sequences of sentiments in online discussions. Individual posts are classified into one of five categories. We identified three categories as sentimental (encouragement, gratitude, confusion) and two categories as neutral (facts, endorsement). 1438 messages from 130 threads were annotated manually by two annotators with a strong inter-annotator agreement (Fleiss kappa = 0.737 and 0.763 for posts in se-quence and separate posts respectively). The annotated posts were used to analyse sentiments in consec-utive posts. In four multi-class classification problems, we assessed HealthAffect, a domain-specific af-fective lexicon, as well general sentiment lexicons in their ability to represent messages in sentiment recognition
